CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Chairman Rafuls called the Youth Advisory Council meeting to order at 6:00 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL Present: Also Present: Ryan Rafuls Police Chief Michelle Morris Katie Toperzer Officer Ashley Penn Taylor Eason Recording Secretary Jeanette Williams Anthony Scaramuzzi Absent: Ed Simchick (excused) Marlee Houck (excused) Skylar Carstairs 4. AGENDA MODIFICATIONS -None 5. APPROVAL OF MINUTES A. Approve November 18, 2015 Minutes Motion by Chairman Rafuls and a SECOND by Anthony Scaramuzzi to approve the November 18, 2015 minutes passed with a unanimous vote of 4-0. B. Approve November 25, 2015 Workshop Minutes Motion by Chairman Rafuls and a SECOND by Katie Toperzer to approve the November 25, 2015 minutes passed with a unanimous vote of 4-0. C. Approve January 6, 2016 Special Meeting Minutes Rafuls/Scaramuzzi Motion by Chairman Rafuls and a SECOND by Anthony Scaramuzzi to approve the January 6, 2016 minutes passed with a unanimous vote of 4-0. 6. UNFINISHED BUSINESS A. Art/Photo Contest to be Held at 2016 Earth Day 6:03 pm i. Report from Katie Toperzer Katie Toperzer reported that she made a flyer that will be distributed by the elementary art teachers at the beginning of March. The students will submit entries by April 8, the teachers will judge April 14 and announce the winners at their schools April 15. Council members will need to pick up the art work April 18 for display at Earth Day. ii. ReDort from Other Council Members on Teacher Recommendations Council members did not receive any medium/supply feedback from the teachers. Chairman Rafuls suggested asking the teachers what they plan to use when they are invited to participate. Katie Toperzer said she designed an entry form to be turned in with the artwork. Chairman Rafuls asked if the Council wanted to announce the school winners or pick an overall winner. Youth Advisory Council Meeting 2 February 9, 2016 Anthony Scaramuzzi suggested picking a winner from each school and then an overall winner with first, second and third place. iii. Ribbons proved by City of Sebastian Anthony Scaramuzzi suggested giving the school winners a certificate and ribbons to the overall winners. Chairman Rafuls suggested they meet again to judge the overall winner. Katie Toperzer suggested displaying the winners at the Earth Day Festival. Officer Penn suggested borrowing display racks from the schools. Discussion followed on the participating five elementary schools, two/three middle schools, and one high school. Anthony Scaramuzzi suggested having one winner from the elementary schools, two winners from the middle schools and three winners from high school. There would be three categories so elementary students wouldn't be competing against high school students. Andrea Ring asked that the Council not "judge" at the Earth Day Festival, just "celebrate." Chairman Rafuls requested a special meeting on April 19th to judge the artwork. Chief Morris asked if one winner was going to be chosen from the elementary schools, one from middle, and one from high school; then one winner overall. Katie Toperzer clarified the Council would choose one overall winner from elementary, middle and high schools. Chief Morris requested the April 19th special meeting to judge the entries be held at 4:00 p.m. to accommodate Officer Penn's schedule. The following members were going to try to pick up the artwork or the art teachers were going to be asked to drop off entries at City Hall: Taylor Eason — middle schools, Treasure Coast Elementary Katie Toperzer — Pelican Island Elementary, Liberty Middle and Sebastian Nigh Ryan Rafuls — Sebastian Middle It was the consensus of Council to judge entries at the special meeting April 19 at 4:00 p.m. and four sets of ribbons would be needed. Chief Morris said participation certificates could be given to everyone. iv. Announcement at Earth Day It was also the consensus of the Council that all of the members would be present at the stage in Riverview Park to announce the contest winners at 11:00 a.m. at Earth Day. B. Discuss Youth Advisory Council Flyer Designed by Ryan Rafuls Chairman Rafuls went over the changes he made to the flyer. (see attached) He said the flyer could be distributed into the schools and local businesses participating in the Chamber of Commerce. Officer Penn said the flyer could be distributed through student's virtual backpacks. Youth Advisory Council Meeting C. Staffing Earth Day Table 3 February 9, 2016 Chairman Rafuls suggested staffing the table in two shifts, one prior to the contest announcement at 11:00 a.m. and one after. He will request the stage for that time slot from the Natural Resources Board. Katie Toperzer will design a flyer for the winners to attend the event if they can to be recognized. Taylor Eason said she would design a banner for their table. A suggestion box would be created to gather ideas for the Council. The City will provide index cards, pencils and flyers for the table at Earth Day. D. Status of Facebook Page It was the consensus of Council to put Chairman Rafuls' flyer on the Facebook page and post future content regarding the art contest. 7. PUBLIC INPUT — None 8. NEW BUSINESS — None 9. STAFF MATTERS A. Comments from Police Chief Michelle Morris Chief Morris recapped that future meetings take place at 4:00 p.m. to accommodate Officer Penn's work schedule. She also invited the Council members to reach out to Officer Penn for any assistance they might need and be ready to reach out to the community at Earth Day. 10. BOARD OR COMMITTEE MEMBER MATTERS 11. SET NEXT MEETING DATE AND AGENDA ITEMS The next meeting date will be April 19 at 4:00 p.m. to judge contest entries, assign Earth Day shifts, and develop the suggestion box. 12. We are a group of youth, chosen from the local middle schools and high school, which represent the youth of the community. Our goal is to make the SEBASTIAN CITY HALL community a better place for the youth population. If you're a 1225 MAIN STREET, SEBASTIAN, FLORIDA youth that would like to see something done in the community, 32958 come on down to City Hall for the next meeting. We'd love to hear from you!
