Gap Commercial PUD. The center will include bowling lanes, arcade, bar
and restaurant, pool tables, banquet room, and an indoor laser tag arena.

entertainment center has been designed to protect pedestrian and
vehicular traffic on the site, and the safety and welfare of its customers.
b. Does not present an unduly adverse effect upon other properties in
the impacted area in which it is located. The proposed use is
consistent with the intent of the surrounding commercial zoning district
and does not present an unduly adverse effect upon other properties in
the impacted area.

or hazards to contiguous residential properties. A small portion of
the site is contiguous to residential properties on the west side, where an
existing landscape buffer, 50 feet wide, is already in place.
d. Conforms to all applicable provisions of the district in which the use
is to be located. The proposed use will be incorporated into an existing
mixed use commercial site which conforms to the district regulations.
e. Satisfies specific criteria stipulated for the respective conditional
use described in subsection 54-2-6.4(10):
1) No structure shall be located within 100 feet of a residential district.
Applicant: "We have taken special consideration to confirm that we
are not located within 100 feet of a residential district."
Staff: The attached aerials indicate the two closest rear corners of the
building to the residential district are 212± feet and 177± feet away.
2) No off-street parking or loading area shall be located within 50 feet of
a residential district.
Applicant: "All parking is designated to the existing parking structure
on site. No off-street parking will be permitted. Loading areas will be
restricted to the current parking area as well."
Staff: The existing loading area behind the building can be used, and
is more than 50 feet away from the residential district.
3) The site plan shall provide for efficient circulation of vehicles on-site.
Applicant: "We have confirmed that all vehicles will have efficient
circulation through the existing parking lot. All traffic will enter and
exit through South Fleming Street as to not interfere with the traffic
pattern."
4) The site shall have reasonable access to a major thoroughfare.
Applicant: "All traffic will enter and exit through South Fleming Street
as to provide the most efficient access for vehicles entering and
exiting the property."
Staff: The proximity to CR 512/Sebastian Boulevard shall also be
considered in compliance to having reasonable access to a major
thoroughfare.

Consistent with the Code of Ordinances and Comprehensive Plan.
The proposed entertainment center is consistent with the Code of
Ordinances regulations and Comprehensive Plan elements.
11. Other Matters: Parking from the previous retail use will meet requirements for
the bowling alley and proposed accessory uses. No site modifications are
proposed at this time, only interiors renovations to the unit, which will be
reviewed through the Building Department. This application is for consideration
of the new proposed use only.
12. Conclusion: A conditional use permit for a commercial amusement, enclosed,
to be located at 730 S. Fleming Street is consistent with the Comprehensive Plan
and Land Development Code.
14. Recommendation: Staff recommends approval of the Conditional Use Permit
for Strike Zone Entertainment Center for bowling lanes and accessory uses to be
located at 730 S. Fleming Street.

7. Project Description
a. Narrative of proposed action: A site plan modification has been
submitted for the Strunk Funeral Home to construct an additional parking
area for use with its larger funeral services. At this time, the existing
chapel and/or funeral building is not proposing to expand. The area of the
proposed parking lot will be the former site of the IRC Fire Station, which
is the same location of the previously approved, but undeveloped,
Muscle Car Shop. In recent months, all infrastructures from that site
have been removed, including the blighted building, septic tanks, and
remaining concrete. Besides 46 new parking spaces, the project will
consist of installing an exfiltration trench stormwater system, and
Riverfront Overlay landscaping.

23. Recommendation: Hold public hearing regarding the proposed modification to
the Strunk Funeral Home's site plan. Staff recommends approval of the site plan
modification dated February 24, 2016 subject to the following conditions:
1. Provide a copy of a recorded Unity of Title for all lots before issuance of
the Certificate of Completion.
2. Receipt of approval correspondence from the IRC Fire Department Plans
Reviewer before the project begins.

RE: Request for Outside Display Area
Harry B's Golf Carts
1400 US Highway #1
During the past few months, Mr. Harry Blauvelt has been working
with staff to open a Golf Cart sales and maintenance business at 1400 US
Highway 1, just north of the Mel Fisher Museum, at the intersection of
Jefferson Street. Because the carts do not need to register with the DMV or
be licensed, the use is considered retail, instead of vehicular sales, which is
not a permitted use in the CR zoning district.
Mr. Blauvelt approached staff to have a few carts on show outside, in
front of the store, during business hours. This could be considered similar to
a "sidewalk sale" where merchandise or wares are placed outside near the
building for perusing customers. But because of the size of the carts, staff
opined that placing them outside would be creating more of a formal display
area. Section 54-4-21.3(b)(1) of the Riverfront Overlay District states "No
outdoor displays shall be permitted unless approved by the planning and
zoning commission pursuant to section 54-3.10.2(d)." Mr. B has submitted
an application along with a site plan indicating the location of the proposed
display area, requesting the Commission review and approve.
Article X — Appearance, Design and Compatibility, section 54-
3.10.2(d), is attached for your review and consideration of the application.
RECOMMENDED ACTION
Review the request with regards to compliance to section 54-
3.10.2(d). Move to approve the outside display area for Harry B's Golf
Carts conditionally that the approval is business specific for Harry B's Golf
Carts only, and will not succeed to future businesses at that location without
additional approval from the PZ Commission.
§ 54-3-10.2 SEBASTIAN LAND DEVELOPMENT CODE
the same zoning district, and will not be detrimental to public health, safety,
and welfare. No encroachment into this area by parking spaces, sidewalks
or landscape areas shall be allowed.
b. Siting obstructions. No refuse container shall be sited below obstructing
wires or obstruct any electrical service equipment, fire protection equip-
ment, any roof overhangs, or sited adjacent to any other obstruction to the
container dumping process.
C. Refuse container screening requirements. Refuse containers shall be opaquely
screened from view from public streets and adjacent properties, to a height
of at least six feet, or six inches higher than the height of the container
(whichever is higher). This screening may be achieved by walls, landscaping
or buffer yards, or by virtue of the location of the container on the building
site.
(c) Utility lines. In new construction, all utility lines shall be placed underground. All
telephone lines shall be placed underground. Service lateral electrical distribution
lines serving individual installations shall be placed underground. Other high voltage
electrical lines may be placed underground or on poles provided that the poles are
within the street right-of-way and have provisions for street lighting. Large trans-
formers shall be placed on the ground and be mounted on pads and contained within
enclosures or vaults. Where enclosures or vaults are used, the construction and design
shall be compatible with primary building design. Landscaping with shrubs and plants
shall be provided to screen pad mounted transformers.
(d) Commercial and manufacturing activities conducted in enclosed buildings. All busi-
nesses, services or manufacturing or processing shall be conducted within completely
enclosed buildings. Outside storage and display areas are permitted subject to the
following:
(1) The outside storage and display area is shown on the site plan.
(2) The outside storage and display area is not located on required parking areas.
Temporary, short-term storage and display is permitted in parking areas when
permitted by a special events temporary use permit.
(3) No outdoor storage and display area shall be located except on the parcel where
the principal use is located. In no event shall items be stored or displayed on the
adjoining public sidewalk and/or public right-of-way.
(4) The outdoor storage and display area shall not be located in a required visibility
triangle as required by section 54-2-7.10.
(5) The outside storage and display area shall be kept clean and free of debris to
prevent the blowing of trash and litter.
(e) Exterior lighting. Exterior lighting shall be provided and shall be so arranged as to
shield or deflect the light from adjoining properties and public streets.

I am in the process of opening a second location for my golf cart business at 1400 US Highway
1. The location is ideal for my business because I have many customers in Sebastian for whom I
will be more conveniently nearby.
The purpose of this application is to accommodate my need to showcase my wares (electric golf

suitable for housing new golf carts inside but my desire is to display a golf cart to traffic coming
in either direction on Route 1. The carts will be stored inside when the business is not open.
1. The display area (6 ft. by 20 ft.) is shown in yellow on the plan, with 2 pink golf carts in
place as a visual.
2. The display area is not located in areas used for parking.
3. All items will be on the parcel and not on the adjoining sidewalks or right-of-way.
4. The visibility triangle is not in play.
5. The display area will be free of debris and maintained by the landscaper.
Please consider this request for a permit allowing this display. I hope to draw in new customers
with it and alert existing customers they can be serviced in the City of Sebastian.
