In those documents you continue to claim erroneous statements made by the City Engineer as to the condition of the seawall/bulkhead on your property. Your claim that the City Council has accepted responsibility for seawalls on private property is based on a false newspaper headline and not by documented minutes of City Council meetings. Be advised that I have never been instructed to `repair' seawalls on private property. I have been instructed to have a plan in place in case a seawall fails. That plan is to bury the seawall and, as close as possible, slope the bank with soil to existing grade. According to the City Engineer, your seawall is not in imminent danger of collapse. Notwithstanding that fact, the City is prepared to bury the seawall on your property and slope the soil to grade. Since your seawall is on private property, the City will invoice you for the charges incurred for the project. The City will not be responsible for irrigation demolition or installation. In addition, the City will require a construction easement, signed by you, and a hold harmless agreement between you and the City.
