YOUTH ADVISORY COUNCIL
SPECIAL MEETING MINUTES
TUESDAY, APRIL 19, 2016 - 4:00 P.M.
CITY COUNCIL CHAMBERS
1225 MAIN STREET, SEBASTIAN, FLORIDA
1. Chairman Rafuls called the Youth Advisory Committee meeting to order at 4:05pm.
2. The Pledge of Allegiance was recited.

5. APPROVAL OF MINUTES
A. Approve February 9, 2016 Minutes
Motion by Chairman Rafuls and a SECOND by Anthony Scaramuzzi to approve the
February 9, 2016 minutes passed with a unanimous vote of 4-0.
6. UNFINISHED BUSINESS
A. Art/Photo Contest to be Held at 2016 Earth Day
The Committee brought their Agenda with ballot to the art table and looked over the
art work. Each piece of art work had a letter assigned to it. The members put the
letter in the ballot slot next to Elementary, Middle and High School for their choices.
The votes were tallied and the ballots entered for the record. Pictures were taken
during the voting process. (see attached ballots and pictures of winning art work)
Since there was only one submission from Middle School and Elementary had so
many entries, it was agreed upon to split up the Elementary entries into the younger
K through 3rd grade and the older 4th through 6th grade which included the Middle
School entry.

B. Staff Earth Day Table
Anthony Scaramuzzi, Eddie Simchick, Marlee Houck and Katie Toperzer will sit at the
table and collect suggestions for things that Youth can do in Sebastian and answer
questions from the public.
C. Anthony Scaramuzzi agreed to make the suggestion box. He took the pens and
index cards and will bring them with him on Saturday morning. Officer Penn will
make sure the banner gets put on the table. The person who is last at the table will
take the supplies to school and Officer Penn will pick them up.

8. Being no further business, Chairman Rafuls adjouned the Youth Advisory Council meeting
at 4:34 pm.

information or requests to the Board or Committee not otherwise on the prepared agenda. Individuals are asked to
attempt to resolve matters with staff prior to meetings. Individuals are asked to provide copies of materiel for the Board or
Committee one week prior to the meeting if they intend to refer to specific material. The Board or Committee will not
debate an Issue during Public Input but may by consensus place a requested Item on a future agenda.
RULES AS GUIDELINES. It is Intended that the rules set forth in this Resolution provide a guideline for the effective
operation of the business meetings of City Boards and Committees, and no rights are bestowed upon any parties by the
adoption of these rules or by Board or Committee failure to act In accordance with them.
A. Suspension of Rules. Any provisions of this Resolution, in whole or part, maybe suspended by the afirmadve
vote of at least a majority of the members present Failure to Follow Rules. If a Board or Committee falls to abide by any
