CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA Mayor McPartlan called the Regular City Council meeting to order at 6:00 p.m. Pastor Grant Foster of Riverside Church gave the invocation. The Pledge of Allegiance was recited. No public input or action under this heading. 16.079 A. Proclamation — National Travel and Tourism Week — Mav 1-7. 2016 — Acceoted by Beth Mitchell. Executive Director. Sebastian River Area Chamber of Commerce Mayor McPartlan read and presented the proclamation to Beth Mitchell, Nicole Holbrook, Vicki Wild, and Britney Melchiori. Ms. Mitchell gave a brief PowerPoint presentation on the Chamber's Pelican Porch Visitor's Center and invited the public to tour the new renovations. (See attached) Regular City Council Meeting May 11, 2016 Page Two 16.080 B. Proclamation — Tobacco Free Florida Week — Mav 8-14. 2016 — Accepted by Leslie Spurlock. Communitv Health Advocate Mayor McPartlan read and presented the proclamation to Ms. Spurlock who gave additional statistics and noted organizations in the County that have gone smoke-free. 16.081 C. Proclamation — National Police Week — Mav 15-21. 2016 and National Peace Officers Memorial Dav — Mav 15. 2016 — Accepted by Police Chief Michelle Morris and Members of Sebastian's Police Department Mayor McPartlan read and presented the proclamation to Chief Morris, Commander Blackledge, and Sgt. Marcinik. Commander Blackledge invited the public to attend a memorial service for those officers that gave their lives at the Vero Beach Court House on May 16 at 10:00 a.m. 16.082 D. Proclamation — National Buildina Safetv Month — Mav 2016 — Accepted by Buildina Director Wavne Eseltine Mayor McPartlan read and presented the proclamation to Building Director Wayne Eseltine who invited the public to stop by the Building Department to pick up various brochures on building, backyard, pool safety and hurricane preparedness. 16.083 E. Proclamation — Mental Health Awareness Month — Mav 2016 — Accepted by Art Ciasca. Suncoast Mental Health Center Mayor McPartlan read and presented the proclamation to Mr. Ciasca, Frank Jensen, and Mary Ciasca. Mr. Ciasca spoke on the importance of identifying and treating mental health issues early on. Mayor McPartlan invited anyone who is struggling to contact 211 or 911 to get help. 16.084 F. Proclamation — Safe Boatina Week — Mav 21-27. 2016 — Accepted by Commander Mark Cannon. USCG Auxiliary Flotilla 56 Mayor McPartlan read and presented the proclamation to Commander Cannon and members of the USCG Auxiliary Flotilla 56. Commander Cannon urged the public to wear their life jackets and carry personal rescue beacons (EPIRBs) to prevent and expedite rescues on the waterways. G. Presentation — Sea Tow Foundation for Boatina_ Safety - John Donaldson. Sea Tow Sebastian Mr. Donaldson said the nationwide Sea Tow Foundation loans life jackets through an honor system and gave a PowerPoint presentation. (See attached) City Council gave the Foundation permission to put a lifejacket kiosk at the Main Street and Yacht Club boat ramps. Brief Announcements Chamber of Commerce Concert in the Park — May 13 from 5:30 — 8:00 pm — SoulJam Chamber Concert in Riverview Park — May 20 from 5:30 — 8 pm - Relayer Mayor McPartlan announced the upcoming concerts. Regular City Council Meeting May 11, 2016 Page Three 7. CONSENT AGENDA All items on the consent agenda are considered routine and will be enacted by one motion. There will be no separate discussion of consent agenda items unless a member City Council so requests in which event, the item will be removed and acted upon separately. If a member of the public wishes to provide input on a consent agenda item, he/she should request a Council Member to remove the item for discussion prior to start of the meeting or by raising his/her hand to be recognized. A. Approval of Minutes — April 20, 2016 Traffic Calming Workshop B. Approval of Minutes — April 27, 2016 Regular Meeting 16.085 C. Resolution No. R-16-09 Final Plat - Cross Creek Lake Estates Phase Six (Transmittal, R-16-09, Plat, Application, Map) A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, APPROVING THE FINAL PLAT FOR A SUBDIVISION KNOWN AS CROSS CREEK LAKE ESTATES PLAT SIX, BEING A REPLAT OF TRACT O OF CROSS CREEK LAKE ESTATES PLAT ONE; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. 16.086 D. Approve $25,000 Grant Agreement with Florida Department of Transportation for Sealed Corridor Safety Signage and Other Improvements at the City's Rail Crossings (Transmittal, Letter) 16.087 E. Approve Annual Fuel Contract with Glover Oil Company Based on Piggyback Pricing of the City of Port St. Lucie for the Period July 1, 2016 through June 30, 2017 (Transmittal, Letter, Renewal Form, 0-06-01) 16.088 F. Authorize the City Manager to Execute GolfNow Agreement (Transmittal, Agreement) 16.089 G. Approve Alcoholic Beverage for Almanza Event at Community Center on 5/28/16 from 5 pm to 9 pm — Permittee DOB Verified (Transmittal, Application, Receipt) Vice Mayor Adams requested to pull Item F. MOTION by Mr. Hill and SECOND by Vice Mayor Adams to approved all items except for F Roll call: Ayes: Adams, Hill, McPartlan Nays: None 3-0 (Absent: Coy, Gillmor) Item F Vice Mayor Adams asked for clarification of the term "trade time." The City Manager explained during the agreement for the last two years, the City gave up two tee times a day representing eight golf slots, losing about $320 a day but still received advertisement, computer support and marketing. He said knowing the agreement was about to expire, he asked the Golf Director to negotiate this loss of revenue. The Golf Director said GolfNow has given exceptional support over the years and the exchange of a flat fee for the loss of revenue is a benefit for both parties. No public input or action except for City committee member nominations and appointments under this heading. 16.090 A. Parks and Recreation Advisory Committee i. Interview, Unless Waived, Submit Nominations for One Expired Regular Member Position — Term to Expire May 31, 2019 Interview, Unless Waived, Submit Nominations for One Unexpired Regular Member Positon — Term to Expire May 31, 2017 The City Clerk said Mr. Paschall, Ms. Flescher and Ms. Gilroy were available to interview. Mr. Hill nominated Mr. Paschall to the expired, regular member position with a term to expire May 31, 2019 and Ms. Flescher to the unexpired regular member position with a term to expire May 31, 2017. There were no objections. Ms. Gilroy described her physical education background. Mr. Hill nominated Ms. Gilroy to fill the alternate positon. There were no objections. Mr. Paschall was appointed for another term, Ms. Flescher was appointed to the regular member positions and Ms. Gilroy was appointed to the alternate member position. Mayor McPartlan reported that at the MPO meeting earlier in the day, Sebastian was able to get traffic light devices at the intersection of Joy Haven and Concha Drive in the Unified Planning Work Program that will assist drivers with some blind spots. 9. PUBLIC HEARINGS - None 10. UNFINISHED BUSINESS 16.062 A. Consider Waste Management's First Amendment to Franchise Agreement (Transmittal, Agreement, April Modification, Amendment) The City Attorney said staff worked with Waste Management to get the modifications into legal language. The City Manager asked Council to determine a date of payment indicated on page one; and in section 13.23, move the starUend date to June 15t until September 15t . With those two changes, he recommended approval. Mr. Hill said all of Council's concerns were addressed including the ability to use the $40,000 on what may be desired by the City. MOTION by Mr. Hill and SECOND by Mayor McPartlan to approve the first amendment to the franchise agreement the dates to be inserted by the City Manager. Regular City Council Meeting May 11, 2016 Page Five Dina Reider-Hicks, Public Affairs Manager, said Waste Management has already begun to promote the recycling program but it would be no problem to change the marketing material and they have begun to receive interest from the business community. City Council Goals and Objectives for FY 2017 (Transmittal, Budget Page) The City Manager explained that by resolution Council is asked to provide goals and objectives for the next year for the direction of the Charter Officers along with their evaluations. Mayor McPartlan said his goals would be roads, drainage and to have the grass bladed alongside the roads to allow water runoff. Mr. Hill said he expresses his goals each time they meet and as they go into the budget period, the City should remain fiscally conservative and at a minimum go to the rolled back rate. Vice Mayor Adams asked staff to continue with the excellent customer service and continue to help the Indian River Lagoon. 11. PUBLIC INPUT New information or requests to city council not otherwise on the prepared agenda Bob Stephen, 150 Concha Drive, thanked the City for the glyphosate reprieve on the waterways. He said the lawsuit mentioned a few months ago was directed against the Monsanto Corporation not City Council; the public has a right to know what is sprayed on the waterways; there is money available to hire pro -ecology people to take care of the waterways without chemicals. 12. NEW BUSINESS 16.092 A. Authorize the Citv Manaaer to Enaaae Richard Aldrich of Perfect Svstems to Studv Citv MIS and Provide a Reoort (Transmittal. Aldrich's EXDerlence. Aareement. Exhibit A) The City Manager said as the City gets more complex, it has become apparent that a fresh look at the MIS system is needed. He requested Council approval to engage Mr. Aldrich from Perfect Systems to look at the City's system for a fee not to exceed $16,700. The Administrative Services Director said the work would be done in four phases with the first phase addressing malware, security and an emergency plan, and then proceed from there. In response to Vice Mayor Adams, the Administrative Services Director said the projected timeline is 90 days and only Mr. Aldrich would be compiling the report. Vice Mayor Adams asked if he was Criminal Justice Information Systems (CJIS) certified. The Administrative Services Director said he did not think Mr. Aldrich would have access to the system but staff would protect the City in that regard. Vice Mayor Adams said he would want to make sure he has that certification because law enforcement is part of our system. The City Manager said he has the certification and offered to make his employment contingent upon getting that certification. Regular City Council Meeting May 11, 2016 Page Six Mayor McPartlan asked if Mr. Aldrich will have different plan levels or recommendations. The City Manager said he would be cost effective and one of things that concerned him was that the City is not getting the service out of the system that it is capable of. He gave the example that the City has purchased many expensive servers over the years and now information can be moved up the cloud and be backed up. He offered to report back to Council from time to time on the progress. MOTION by Mayor McPartlan and Vice Mayor Adams to approve the amount and determine if Mr. Aldrich is CJIS certified. CITY MANAGER MATTERS The City Manager explained that when he plans Council meetings, he tries to look one or two meetings ahead and noticed there weren't any agenda items coming forward for the May 25 Council meeting. He asked to take a closer look in the next couple of days and if there weren't any items, he would contact Council to cancel the May 25 meeting. There was no objection to his request. 15. CITY CLERK MATTERS The City Clerk reported the Vero Beach representative and Vice Mayor Adams were unable to attend the May 20, 2016 Treasure Coast Regional Planning Council meeting in Stuart and asked Mayor McPartlan and Mr. Hill if they would like to attend. Both members have prior commitments. She will contact Ms. Coy and Mr. Gillmor. 16. CITY COUNCIL MATTERS A. Council Member Andrea Coy - absent B. Mavor Bob McPartlan Mayor McPartlan reported that final meeting for the Community Health Improvement Plan was held for Indian River County and four initiatives came out of the meetings with obesity as a major concern. He suggested the Community Health participants get in touch with the MPO to get the community active on bike paths, sidewalks and greenways. An environmental health initiative was to increase sewer hookups where he suggested engaging the community by offering grant programs. He said mental health awareness and infant mortality were also discussed. He also reported that he attended the Veteran's Americanism Program with American Legion Member Barney Giordan at the Sebastian River Middle School. The students were engaged and it was appropriate with Memorial Day coming up. He invited the public to attend the Memorial Day Ceremony to be held at Riverview Park on May 30 at 11:00 a.m. to remember those that have given the ultimate sacrifice. C.
