introduced Marissa Moore, who is the new Community Development Director. Mr. Roth
welcomed her aboard. Mr. Watanabe thanked the board for the opportunity to help.

The 2 items of new business are not open to public comments but we have made it a
tradition in the past that we would welcome comments limited to 5 minutes.
NEW BUSINESS
A. Accessory Structure Reviews — LDC Section 54-2-7.5:
1. 1590 Quiescent Lane - 20' X 30' Detached Garage —Anthony Ferriera
Mr. Ferriera-Home has single car garage and would like to make it 2 -car garage. Went over
drainage issue with inspector and added extra drainage -ran pipes from back to front -metal building
and roof will match house with stucco and regular garage door to match house as well as possible.
Ms. Bosworth -noted in staff report he has met all requirements. Staff recommends approval of
request.
Questions from board: Mr. Qizilbash-what is the 13' concrete pad for? Mr. Ferriera-it is for his boat.
There will be a breezeway, no open roof. Mr. McManus -You are listing this as garage, are you
putting in a concrete drive? Mr. Ferriera-no. Mr. Reyes -You brought up the electric power line
connecting to existing house, where is the power line plotting in reference to garage? Mr. Ferriera -
power line goes on an angle and new garage is more than 13' away from power line. Ms. Bosworth -
One of the things the building department does is check with FPL. Mr. Reyes -Are you planning to
add water & electric for garage? Mr. Ferriera-no water just electric on the plans submitted. No
commercial use. Motion -Mr. Dodd recommend approval and Mr. McManus seconded. All in favor of
the motion for approving the detached garage at 1590 Quiescent Lane. Motion carried 7-0
2. 163 Coply Terrace - 24'X 29' Detached Garage — Ken Barnett
Mr. Barnett -detached garage, all metal, wind load 170 mph, concrete same as house,
matched colors of home, culvert for possible future driveway. Ms. Bosworth -house is under
construction and wants to pour concrete pad for garage. See packet for details. Staff
recommends approval. Questions: Mr. Roth -you mentioned landscape and tree calculation.
Is that what you are referring to? Ms. Bosworth -he has 11 tree credits and will plant 4 other
trees when building house. Questions -none. No public comments. Mr. Reyes -Motion to
approve detached garage at 163 Copley Terrace as submitted -motion seconded. Mr. Reyes -
Offer amendment to include the 2 considerations in staff report. Restate motion to approve
detached garage at 163 Copley Terrace with conditions considered by the staff. Mr. Carter
seconded. Withdrew amendment. Mr. Roth -there are 2 points for clarification on the roof
and the other on the tree requirements. Roll call vote. Motion carried 7-0. Mr. Roth -thank
you. Mr. Burnett you're ready to go.

COMMISIONERS MATTERS
(Microphone not on) Mr. Carter -Paving of Main Street for base of Country Club east to US 1.
Mr. Watanabe has assessment recently completed but Main Street not on it for this year but
future year. Mr. Carter -lights for city sign were off a couple times at night. Mr. Watanabe will
check on the timer for lights. Mr. Qizilbash-Schumann Drive sidewalk is being repaired by city
employees? Is it city responsibility? Mr. Watanabe -That was a CIP project. City crews took
out the sidewalk and have an ongoing contract with local contractor and they install the

sidewalk. Mr. Roth -railroad crossing will be closed this weekend. Is it tied in or related to
AAF? Mr. Watanabe -part of it is tied to future rail improvements. Other cities have had their
tracks redone. We are supposed to receive 100% plans that will show improvement with
crossing, sidewalks and safety requirements for quiet zones. Mr. Roth -it's taken a lot of time
and unfortunate they haven't gotten their plans to us yet. Mr. Watanabe -as a city when we
went to the early review process 2 years ago, we submitted crossings at Main, Schumann
and Barber and are hoping to see the improvements as part of AAF 100% plans and that
cost will be covered. Mr. Roth -wanted clarification so other people will know the city is not
the holdup for improving crossings. Thank you to Mr. Watanabe for his diligence on safe
crossings.

RE: Accessory Structure Code Clarification
Section 54-2-7.5(c )(5) states "Attached or detached quonset-type or style accessory
structures, usually defined as any self-supporting structure, typically in an "arch" or
curved shape with no interior posts, trusses or support beams of any kind and with
the exterior sheeting forming the building, are prohibited."
Over the past years, when answering inquiries, and based on the above code section,
staff has been guiding residents to a gabled end, roof-with-eave type of accessory
structure, opining that the bowed -roof structures were "Quonset -type or style." (See
attached examples).
Staff respectfully requests direction from the Commission regarding the
interpretation of this section.
