Brandon Fisher founded Center Rock Inc. in 1998
at the age of 26. After graduating from Berlin High
School in Berlin, PA in 1990 Brandon got a taste of
the drilling industry and in a very short period of time,
he was hooked! Brandon worked for an Ingersoll Rand
Distribution Company and moved to Arkansas to work on
the Beaver Dam cutoff wall drilling project. Upon returning
to Pennsylvania, he became the company's Eastern Oil &
Gas Representative. This young entrepreneur recognized
the need for a manufacturing company that was reactive to
customer needs, with innovative products and round-the-
clock customer service and support.
Center Rock began as a drilling company, for which
Fisher designed and built his own drilling rig. Shortly
thereafter, he began focusing on making Center Rock an
air and rock drilling supplier and manufacturer.
"I love what I do," Fisher said. "There is always a
challenge in this industry to find new ways to drill into the
earth, and the challenge feeds the excitement."
Brandon, along with a high-tech engineering and design team, has created a company different
from its competitors, with its unique products and service capabilities. Center Rock provides 24/7
assistance to customers with sales, service, and customer support. Drill Faster. Run Harder. Work
Smarter that is Brandon's motto along with the entire Center Rock team.
Brandon was recognized in 2008 as one of the finalist for Earnst and Young's Entrepreneur of the
Year for the upstate New York, Western PA and West Virginia regions. Brandon was also part of a
team that what was called "Driller's Rapid Response for Mine Rescue". This was an effort by Fisher
and other team members to proactively have MSHA recognize the need for an organized team of
drillers and equipment to be on standby for such mine rescue emergencies if and when they would
happen in the United States.
Brandon has been involved in several mine rescue/dewatering/degasification missions including
the Quecreek 9 for 9 rescue. We also mobilized drilling equipment to the Sago Mine Accident in
West Virginia and were put on standby in case a rescue shaft was to be attempted.

Dennis Rochford
Dennis Rochford is President of the Maritime
Exchange for the Delaware River and Bay,
a non-profit trade association serving port
businesses throughout Pennsylvania, New Jersey
and Delaware. In addition to managing the
association's staff and overseeing the development
of the port community's automation network, Mr.
Rochford represents the regional port community
to government officials in Washington, DC;
Harrisburg, PA; Trenton, NJ; and Dover, DE.
Since becoming president in 1994, Mr. Rochford
has worked successfully to increase the profile of
the Maritime Exchange nationally and throughout
the tri-state region. The most significant
accomplishment to date is the development of
Maritime On -Line, a computer network that
captures and disseminates vessel, cargo and crew list information between and among port -
related businesses and federal regulatory and security agencies. Also of significant impact was the
partnership developed with the Transportation Security Administration in the development of the
Transportation Worker Identification Credential (TWIC), a regional electronic credentialing system.
Additionally, the Maritime Exchange provides on-going and up to date information to its tri-state
Congressional delegation concerning a range of key issues critical to the success of the regional
port complex.
Mr. Rochford is a founding member and past president of the National Association of Maritime
Organizations and serves as chairman of the North Atlantic Ports Association Maritime Committee.
He serves on the board of directors of the American Institute for International Steel, the Chilean
American Chamber of Commerce, the PenJerDel Council, the Ports of Philadelphia Maritime
Society, and the Port of Wilmington Maritime Society. Mr. Rochford was elected a Member of the
American Bureau of Shipping in 2001. He also serves on the board of directors of the Kalmar
Nyckel Foundation, and is a member of the Delaware Health Care Commission. In 2009, Mr.
Rochford was appointed by Delaware Governor Jack Markell as Chairman of the Sports and Video
Lottery Commission. Beginning in January 2010, Mr. Rochford began serving as Chairman of
Delaware's New Castle County Chamber of Commerce Economic Development Council.
For the past 14 years, Mr. Rochford's expertise on issues of government and business resulted
in weekly Monday evening appearances on the former WHYY-TV 12 news program, Delaware
Tonight.
Mr. Rochford resides in Wilmington, DE.

Captain Richard Phillips
The Maersk Alabama hijacking was a series of events involving piracy that began with four (4 ) Somali
pirates seizing the cargo ship MV Maersk Alabama 240 nautical miles (440Km; 280 mi) southeast of the
Somalia port city of Eyl. This event ended with the Action of April 12, 2009. It was the sixth vessel in a
week to be attacked by pirates who had previously extorted ransoms in the tens of millions of dollars.
Although reported to be the first successful pirate seizure of a ship registered under the American flag since
the Second Barbary War in 1815, other incidents had occurred as late as 1821.
The ship, with a crew of twenty-one (21), loaded with seventeen -thousand (17,000) metric tons of cargo,
was bound for Mombasa, Kenya. On April 8, 2009, four (4) pirates boarded the ship, hijacking it in the
process.
According to second mate Ken Quinn, who spoke by telephone to CNN, the pirate's skiff overturned
during boarding the Alabama early on Wednesday, April 8th. As the pirates were boarding the ship, crew
members locked themselves in the engine room.
Unbeknown to the pirates, a dozen of the Alabama's crew members were members of the Seafarer's
International Union and received anti -piracy instruction from the union. Their training included the use of
small arms, anti -terror, basic safety, first aid, and other security -related courses.
The crew soon used "brute force" to retake control of the ship, and overpowered the leader of the
pirates. The ship's Captain, Richard Phillips, Fifty Three (53) surrendered himself to ensure his crew's
safety. The crew attempted to trade the pirate they had captured and tied up for twelve (12) hours for the
Captain, but after the crew released their captive, the pirates refused to honor the agreement. They fled in
one of the ship's covered lifeboats with nine (9) days of food rations and took Phillips with them, as the
crew had control of the ship's steering from the engine room.
On April 8, 2009, the destroyer USS Bainbridge was dispatched to the Gulf of Aden in response to a
hostage situation, and reached the Maersk Alabama early on April 9th.
The Alabama was then escorted from the scene under guard towards its original destination in
Mombasa, Kenya. The pirates' strategy was to await the arrival of additional hijacked vessels carrying
more pirates and additional hostages to use them as human shields.
Rescue:
A stand-off ensued between the USS Bainbridge and the pirates' lifeboat from the Maersk Alabama from
April 9, 2009, where they held the Captain of the ship, Richard Phillips, hostage. The warship was several
hundred yards away, with rescue helicopters and lifeboats, but kept its distance, out of the pirates' range
of fire. A P-3 Orion surveillance aircraft secured aerial footage and reconnaissance. Radio communication
between the two (2) ships was established. Four (4) foreign vessels held by pirates headed towards the
lifeboat. A total of fifty-four (54) hostages were on two (2) of the ships, citizens of China, Germany, Russia,
Ukraine, the Philippines, Tuvalu, Indonesia and Taiwan.
On April 10, 2009, Phillips attempted to escape from the lifeboat but was recaptured after the captors
fired shots. The pirates then threw a phone -and a two-way radio dropped to them by the U.S. Navy -
into the ocean, fearing the Americans were somehow using the equipment to give instructions to the
Captain. The U.S. dispatched other warships, including the guided -missile frigate USS Halyburton and the
amphibious assault ship USS Boxer, to the site off the Horn of Africa. The pirates; strategy was to link up
with their comrades, who were holding Russian, German, Filipino and other hostages, and get Phillips to
Somalia, where they could hide him, making it difficult to state a rescue, giving the pirates more leverage
and a stronger negotiating position. Anchoring near shore would allow them to land quickly if attacked.
Negotiations were ongoing between the pirates and the Captain of the Bainbridge, who was under the
direction of FBI hostage negotiators. The captors were also communicating with other pirate vessels by
satellite phone.
However, negotiations broke down hours after the pirates fired on a small United States Navy vessel that
had tried to approach the lifeboat not long after sunrise Saturday in the Indian Ocean. The American boat
did not return fire and "did not want to escalate the situation'.
"We are safe and we are not afraid of the Americans. We will defend ourselves if attacked", one of the
pirates told Reuters by satellite phone. Phillips' family had gathered at his farmhouse in Vermont awaiting

a resolution to the situation.
On Saturday, April 11, 2009, the Maersk Alabama arrived in the port of Mombasa, Kenya under U.S.
military escort. A eighteen (18) -man security team was on board. The FBI then secured the ship as a
crime scene.
Commander Castellano stated that as the winds picked up, tensions rose among the pirates and "we
calmed them" and persuaded the pirates to be towed by the Bainbridge.
On Sunday, April 12, 2009, Captain Richard Phillips was recued, reportedly in good condition, from his
pirate captors. The Commander of United States Fifth Fleet Vice Admiral William E. Gortney reported the
rescue began when Commander Frank Castellano, Captain of the Bainbridge, determined that Phillips'
life was in imminent danger and ordered the action. President Barack Obama had previously given
standing orders to take action if it was determined Phillips's life was in immediate danger.
The Vice Admiral reported that U.S. Navy SEAL snipers, reportedly from SEAL Team Six, on the
Bainbridge's fantail opened fire and killed three (3) pirates remaining in the lifeboat with a simultaneous
volley of three (3) shots. The SEALs had arrived Friday afternoon after being parachuted into the water
near the Halyburton, a guided missile frigate, which later joined with the Bainbridge. At the time, the
Bainbridge had the lifeboat under tow approximately twenty-five (250 to thirty (30) yards astern.
A fourth (4th) pirate, Abdul-Wal-i-Musi, was aboard the USS Bainbridge negotiating a ransom and was
taken into custody. Teenage Abduhl Wal-i-Musi has been brought to New York to face trail on charges
including piracy under the law of nations, conspiracy to seize a ship by force, conspiracy to commit
hostage -taking, and firearms related charges. The bodies of the three (3) dead pirates were turned over by
the US Navy to unidentified recipients in Somalia the last week of April 2009.
The U.S. Navy evacuated Captain Phillips via rigid -hulled inflatable boat to the USS Bainbridge and
then flew him by helicopter to the USS Boxer for medical evaluation. In response to the rescue, Somali
pirate Commander Abdi Garad issued a threat to attack American interests in the region.
On April 27, 2009 Maersk Alabama Crew Member, Richard E. Hicks, filed a lawsuit against his
employer, Waterman Steamship Corporation and Maersk Line, LTD. For knowingly sending him into
pirate -infested waters near Somalia.
Houston attorney Terry Bryant, who is representing Richard Hicks, said the ship owners knowingly
exposed their employees to imminent danger and took no steps to provide appropriate levels of security
and safety for their employees.
U.S. President Barack Obama said, "I share the country's admiration for the bravery of Captain Phillips
and his selfless concern for his crew. His courage is a model for all Americans."
On Saturday, May 9, Captain and Mrs. Phillips visited with President Obama in the Oval Office. A
picture was released, but no details of the discussion.
On Friday, August 14, 2009, the lifeboat from this incident was placed on display at the US Navy UDT
Seal Museum in Fort Pierce, Florida.
Captain Phillips, fifty-three (53) is a former Boston cab driver who went to sea.
Growing up, he was an athlete and plenty tough, but modest about his success on the field. "He was
kind of like Gary Cooper" said childhood friend, Donald Carey.
Phillips had ideas of studying international law, but transferred from U. Mass to the Massachusetts
Maritime Academy, graduating in 1979. Since then, the has traveled the world at the helm of multimillion
dollar commercial tankers and massive cargo ships.
Captain Richard Phillips married Andrea Coggio in 1987. They have two (2) children, Mariah and
Danny and reside in Underhill, Vermont. Captain Phillip's Wife Andrea is a Registered Nurse. They live
in a farmhouse in the small town of Underhill. Captain Phillips is a 1979 graduate of the Massachusetts
Maritime Academy and became Captain of the MV Maersk Alabama in 2009.

Rarest United States Medal
The Chaplains Medal for Heroism was approved by the Congress of the United States of America
on July 14, 1960 and awarded to the next of kin of the Four Chaplains. An additional medal was
presented to the Chapel of Four Chaplains, as the national memorial. This special medal may never
be duplicated or presented again.
The Four Chaplains have been recommended for the Congressional Medal of Honor. However, due
to regulation, the Chaplains were not eligible to receive the Medal because their courageous acts were
not performed while under continuous enemy fire. The USAT Dorchester was hit by a single enemy
torpedo and sank within twenty-seven minutes. There was no additional firing during the time the
Chaplains performed their heroic deeds and sacrificed their lives.

What the Chapel Does
Recognizes and encourages selfless service rendered by individuals from all walks of life
through the Legion of Honor Award Program. The service must be above and beyond
that required by professional or organization position, and given to the community,
nation, and humanity without regard to race, religion or creed.
* Promotes Four Chaplains Memorial Services in communities across the nation on or
near the anniversary of the sinking of the USAT Dorchester (February 3rd) to raise
awareness of the need for cooperation among all people.
* Conducts the Youth Program that helps young people to develop values of selfless
service and cooperation through the Annual Scholarship Essay Contest, The Annual
Art contest, the Annual Project Lifesaver Award, the Youth Forum, and the Jr. Legion
. of Honor Award.
Provides the Disaster / Emergency Team for spiritual guidance to victims, their families,
and rescue personnel in traumatic events and disasters, through our organization of
specially -trained, interfaith chaplain volunteers.
�r Assists survivors of the USAT Dorchester, their families, and the families of victims with
support and understanding of that tragic event. The Chapel also maintains complete
records and archive materials pertaining to the Dorchester and her sinking.
r Conducts the Scholarship Program that assists (a) descendants of Dorchester survivors
and victims in their undergraduate work, and (b) graduate students specializing in the
field of interfaith understanding.
Tells the story of the Four Chaplains nationwide to veteran, fraternal, civic, and religious
organizations through the National awareness program.
* Provides materials to volunteer chaplains of veterans and fraternal organizations to fulfill
their responsibilities more effectively and to instill sensitivity to the faith needs of all
persons.
Advises in the development and construction of public interfaith memorials chapels
through out the nation. Provides information and visual materials about the proper use
of the Four Chaplains Saga as a model.

Our Heritage
When an enemy torpedo split the sides of the U.S.A.T.
Dorchester on February 3, 1943 pandemonium broke out.
Although they realized the seriousness of the situation, the
Four Chaplains, Father John Patrick Washington, a Roman
Catholic priest, The Reverend Clark Vandersall Poling, a
Protestant minister of the Dutch Reformed Church, The
Reverend George Lansing Fox, a Protestant minister of
the Methodist Church and Rabbi Alexander David Goode
moved among the men bringing a sense of calm and reas-
surance.
It was they who directed the frightened men to lifeboats
and dispensed life jackets to those who had none. After
all the life jackets were dispensed, the Four Chaplains
noticed four young men who had none. Without hesita-
tion and without regard for the young men's race or creed,
the Chaplains stripped off their own vests and quickly
strapped them on the young servicemen. Then linking
arms, the Chaplains calmly united in prayer to the one
God whom they all loved and served. Many survivors
report that their last sight of the Dorchester before it
slipped beneath the surface of the frigid waters is of the
Four Chaplains praying together and leading those left President Harry S. Truman and Dr. Daniel A. Pol-
onboard in a final prayer. Six hundred sixty-eight soldiers ing at the unveiling of the famous Nils Hogner mural

was born by Chaplain Daniel A. Poling, father of Chaplain Clark V. Poling. With help from S.S. Kresge, J.C.
Penney and countless organizations and individuals, the Chapel was dedicated on February 3, 1951 by Presi-
dent Harry S. Truman.
The Chapel exists to further the cause of unity and understanding among all people. It is a sanctuary for inter-
faith. interracial cooperation and respect. The Chapel does not purport a particular theology or doctrine.
