THE PURCHASE, REHABILITATION, AND ADAPTIVE RE -USE
OF A HISTORIC STRUCTURE IN SEBASTIAN. ALL
PROPOSALS WILL BE ACCEPTED BY THE CITY OF
SEBASTIAN, 1225 MAIN STREET, SEBASTIAN, FL 32958 UNTIL
4:00 P.M., JUNE 15, 2006.

A property inspection is scheduled for May 31, 2006, from
10:00 a.m. to 12:00 noon by reservation only at the current
location of Riverview Park. To RSVP for the property
inspection, please call the City Manager's Office at (772) 388-
8203.
Proposals duly submitted will be opened at the date and time
specified above in Sebastian City Hall. The City reserves the
right to reject any late proposals, or any proposals not
responsive to the request.

REQUEST FOR PROPOSALS
The City of Sebastian is accepting proposals for the purchase, rehabilitation, and
adaptive re -use of a historic structure in Sebastian, currently owned by the City.
Purpose
The City of Sebastian is requesting proposals for the purpose of contracting with a
qualified party to assure the rehabilitation and productive, adaptive use of a threatened
historic structure. The City's preferred outcome would be the conveyance of the
structure to a private party or non-profit organization. A long term lease or
lease/purchase may also be considered, however, the City desires that the successful
bidder will bear all of the costs for rehabilitation and future operation and upkeep. The
City does not want to assume any future costs for this structure.
Proiect Description/ Available Information
General Information
The house formerly was
located at 1531 US 1 and
the home was originally
constructed in 1918. This
house is also commonly
known as "the Snowshoe
House" for a pair of snow
shoes that decorated the
exterior. This property was
moved to city owned land in
2004 when the house was
to be demolished. The
structure is deteriorated
and has been altered from
its original state.
The Cain house is a two story irregularly shaped frame vernacular with a front porch
and side porch. The exterior material is cypress wood clapboard and utilized a post
and beam structural system on poured concrete piers. The house has a metal gabled
roof and the windows are single hung metal framed. The house originally had one brick
chimney located to the rear of the property.

Sealed proposals must be received no later than 4:00 P.M., June 15, 2006. The City
reserves the right to reject any late proposals, or any proposals not responsive to this
request. Proposals shall be placed in a sealed envelop, marked in the lower left hand
corner with the Request for Proposal (RFP) number, title, and due date for the
proposals. Prospective bidders are responsible for ensuring that their proposal is
stamped by the deadline indicated. Appendix A and B are available in digital form
from the City Manager's office.

the RFP or the project can be submitted only in writing by June 7, 2006 to the City
Manager's office at above address. This structure is being disposition -ed in an "as is"
basis.
Proposal Format
The selection committee prefers that proposals be prepared in the standard format
described below in order to facilitate comparison and evaluation. Failure to follow the
format or to address an area adequately may cause the proposal to be deemed
unresponsive and exclude it from consideration.
A. Cover Letter & Proposal Summary. Prepare and submit a cover letter of
transmittal. Include the name, address, and telephone number of the primary project
representative(s) to be contacted regarding your proposal. Include information on
architect and contractor, if available. The proposal Summary and Public Disclosure
Statement is attached as Appendix A.
B. Qualifications. Address the following areas:
• Organization of the Firm and project team associated with the proposal.
• List prior similar historic preservation projects performed by the principal parties
involved in the rehabilitation aspects of this proposal, with a summary of the
outcome and project references. Briefly, describe the work performed, including
the dollar amount of the project.
• Describe the organization, history, and future plans of the proposed end users of
the structure, including information on past and future business operations of the
user.
C. Rehabilitation and Project Use Plan.
Describe the rehabilitation proposal including proposed use of the site and structure,
conceptual site and rehabilitation plan (text and drawings), cost estimate, and
timeframe.
• Financial plan for the rehabilitation.
• Five year business plan for the proposed use, if proposing a business. If it will
remain a residential structure, please indicate that.
• Prospective bidders MUST utilize Appendix B: Scope of Work and identify all
costs.
D. Funding Mechanism. Explain the proposed funding mechanism amount (i.e. how
the renovations will be funded), timeframe and terms. The applicant is responsible for
all building and other permits and fees which are associated with the proposed project.
Prospective bidders may submit bank documents that support their application may be
included in the bid package.
Selection Process
A special selection committee will be comprised of city staff to review all applications
and make recommendations to the City Council. The committee may or may not
choose to interview proposing teams. A final recommendation from the committee
will be made to the City Council who will make the final determination. The selected
bidder will then enter into a development agreement with the City.
Conditions and Restrictions
• The City reserves the right to reject any or all proposals.
• The City reserves the right to request clarification of information submitted and
to request additional information or one or more proposers.
• Any agreement or contract resulting from the acceptance of a proposal shall be
on forms either supplied by or approved by the City and shall contain, as a
minimum, applicable provisions of the request for the proposal. The City
reserves the right to reject any agreement that does not conform to the request
for proposal and to any City requirements for agreements and contracts. The
contract will be subject to final approval by the Sebastian City Council.
• The Successful bidder shall not assign any interest in the contract and shall not
transfer any interest in the same without prior written consent of the City.
Additionally, the successful bidder will not convey, sublet or otherwise dispose of
the structure without prior written consent of the City.
• The successful bidder will be required to post a performance bond in an amount
and form acceptable to the City to assure the timely completion of the
3. Qualifications of the proposing party, including architect and contractor
(10% of project evaluation). Years and types of experience will be considered,
based on the information provided in the proposal.
4. Business and Financial Plan for the rehabilitation and future use of the
property (20% of project evaluation). The successful proposal will demonstrate the
ability of the bidder to finance and complete the rehabilitation project, as well as the
likely future viability of the proposed use of the property. A specific timeline and
schedule must be included.
5. Proposed use of the site and structure (25% of project evaluation).
• If the site is to be used as a residential structure, preference is given to an owner
occupied proposal.
• If the site is to be used as a commercial location. The site plan for the project
should reflect the historic character of the existing structure as well as the
setting, planned vehicular access, and adjacent uses.
Other Criteria
The City will not grant the structure to buyers who are:
• Tax delinquent as an individual or member of a corporation or partnership
• Unabated code violations or a history of multiple code violations
• Creates a non -conforming use
