EXPENDITURE REQUIRED: AMOUNT BUDGETED: APPROPRIATION: $34,000.00 $34,000.00 -0- From Discretionary Sales Tax Fund SUMMARY As directed by City Council during the May 26, 2004 regular meeting to relocate the Cain (Snowshoe) House to the Riverview Park (South) location, staff recently received a proposal, dated June 5, 2004 from Rodney Hall Housemoving, Inc., of Palm City, Florida to relocate the structure for an amount of $24,000.00. As specified in the attached proposal, costs for Florida Power and Light, telephone and cable wire, traffic signals and temporary adjustments to other obstructions are not included with these costs. Therefore, an additional amount not to exceed $10,000.00 is anticipated to cover such expenses (per reviews, assessments and experiences as sited and communicated by Mr. Hall). Since structure -moving services is a rather unique trade, very few sources can supply this service within our geographical area. Rodney Hall Housemoving, Inc., covers the Treasure Coast Area of Florida and will be available to provide this service within a recommended time frame of late June to early July. Therefore, staff recommends a sole source purchase from Rodney Hall Housemoving, Inc., in the amount of $24,000.00, as well as an additional $10,00.00 to cover ancillary costs as outlined above. Funding is available via this year's discretionary sales tax reserve fund. RECOMMENDED ACTION Move to waive competitive bidding procedures and to approve the -sole source purchase from Rodney Hall Housemoving, Inc. of Palm City, Florida and authorize the $24,000.00 expenditure and all ancillary expenses in an amount not to exceed an additional $10,000.00 to relocate the Cain (Snowshoe House) to the Riverview Park (South). Introduction of New Chief Building Official, Wayne Eseltine The City Manager introduced the new Building Official and he was welcomed to the City of Sebastian. C. Keep Indian River Beautiful — Adopt -A -Street Program Cheryl Cummins presented a letter of intent to enter into a partnership with the City to reactivate the Adopt -A -Street Program (see affached) and asked for City Council's blessing to publish a press release and start the program. There were no objections to the proposal. 04.035 D. Presentation by Director of Finance Shai Francis — Third Quarter Fiscal Year 2003/2004 Amended Budget The Finance Director presented the third quarter budget amendment. 04.035 E. Presentation by Mayor Nathan B. McCollum — Analysis and Education Regarding Assessed Valuation in Sebastian Mayor McCollum presented a power point presentation to clear up any confusion about sources of the various taxes that appear on a County tax bill, noting the only taxes earmarked for the City of Sebastian are a 4.590 ad valorem tax and the Sebastian storm drainage assessment. He said property values have gone in accordance with appraisal by the Office of the Property Appraiser which will result in higher tax bills. 7. This move was approved by City Council at your June 23, 2004 meeting. Before this can be accomplished however, a block foundation must be installed to set the house on. This department has obtained a price from Regan Masonry who has a contract with the city for concrete work in the amount not to exceed $7450. You will notice that the estimate has two options, one with footers and block columns only for $2750 and one with a complete stem wall, footers and block for $7450. It is our recommendation that the stem wall option be accepted. This is the best choice from a building standpoint for long-term reliability and safety. As you are aware, time is of the essence so that we can remove the house in a timely fashion at the owners' request. RECOMMENDED ACTION Move to approve the award of a contract to Regan Masonry in an amount not to exceed $7450 to install a stem wall foundation for the Snowshoe house. Construction Board Interview, Unless Waived and Select Concerned Citizen Member Whose Position Will Expire 9/30/2005 (City Clerk Transmittal 5/17104, Code, Application, Ad, List) City Council appointed Jean Carbano, the only applicant for the position, to the Concerned Citizen position to expire 9/30/2005. Planning and Zoning Commission Interview, Unless Waived and Select Regular Member Whose Position Will Expire 6/1/2007 (City Clerk Transmittal 5/17/04, Code, Application, Ad List) Mr. Barczyk nominated Harold Faille who is the incumbent member. It was the consensus of Council to waive interviews and reappoint Mr. Faille to the Regular member position to expire 6/1/2007 by virtue of no other nominations. The following item was moved from Old Business during Agenda Modifications: A. Direction Regarding Relocation of George Cain (Snowshoe) House (Letter. List) Mayor McCollum suggested, to give clear direction in the minutes, that Council make a motion to approve the actual relocation of the house somewhere, and a second motion as to where its going to go, because Council has to authorize funding for this. The City Manager recommended making a motion to accept the gesture by David Brown. On MOTION by Mr. Coniglio, and SECOND by Mr. Heptinstall, City Council accepted the gift from David Brown of the Cain house to the City of Sebastian, by unanimous vote. Bill Ingui, Parks and Recreation Chairman, representing the committee, recommended the site just west of Indian River Drive in the southern section of Riverview Park. He distributed photos of both proposed locations and described reasons for recommending the Riverview location. 5 1 Regular City Council Meefing May 26, 2004 Page Six The City Clerk noted the list provided to Council in their packets, which reflects 39 Sebastian River Middle School students in favor of Jordan Park, should actually reflect three of the 39 are opposed. Ms. Monier discussed the approved historic district, which encompasses the Jordan Park site; the availability of grant money for the district; described a good location in Jordan Park which will protect trees and leave the house in the historic district; and highlighted letters from the eighth grade class. TAPE 1 SIDE !/ (8:02 p.m.) F[')o R A F Mayor McCollum said the gravel area cited was parking for the former police and fire station, and the park is a historical park. He expressed concern for protection of the trees in Jordan Park. Mr. Barczyk asked if there was funding now to relocating the house, and the City Manager said the City would have to pay for it, and if it stayed in the district there would be funds available for renovation. Mr. Coniglio urged keeping the house in the historical district in Jordan Park back from US 1 away from the gravel area, and cited funds that would be available to maintain the house. Louise Kautenberg, on behalf of the Sebastian River Area Historical Society, stated her group recommends moving the house to the historic district so grant funds can be obtained to maintain it. Sal Neglia, President Sebastian Property Owners Association, stated he did not want to see the house relocated to Jordan Park. Baxter Coston, Sebastian, asked about the location where the train station is going. The City Manager said this is not the City's property. Andrea Coy, Sebastian, said the Property Owners Association voted not to put the house in Jordan Park. Jayne Barczyk, Parks and Recreation Committee, said on July 22, 2002 Parks and Recreation had a workshop on all parks and what people wanted in neighborhood parks and they were told that people wanted Jordan Park (also knova as Candy Cane) to remain passive with benches and maybe some playground equipment. Oscar DelRio, Sebastian, said the area in Riverview Park being considered is used for parking during events. Walter Barnes, Sebastian, said a historic building belongs in an historic district. Mr. Ingui said he hoped the environment would not be put second to history, and that children's activities are centered in Riverview Park. Ms. Monier agreed that Jordan Park is a neighborhood park and that those parks cover a % mile area, and that this house would be a viable use in Jordan Park neighborhood Park, where people can learn about history and would be an enhancement. On MOTION by Mr. Coniglio, and SECOND by Mr. Monier, to direct City to investigate and if possible move the Cain house to the area behind where the Chamber and Historical Society are now, not on Jordan Park proper, on US 1, motion failed 2-3 (Barczyk, McCollum and Heptinstall — nay). On MOTION by Mr. Barczyk, and SECOND by Mr. Heptinstall, to move it to Riverview Park passed 3-2 (Coniglio, Monier — nay) Mayor McCollum called recess at 8:35 p.m. and reconvened the meeting at 8:43 p.m. All members were present. 9. PUBLIC HEARING 04.088 A. Mayor McCollum opened the public hearing, the City Attorney read Ordinance No. 0-044-03 by title, and the City Clerk swore in all who intended to offer factual testimony on this and the next two ordinances.
