CALLED TO ORDER AT 7:07 P.M.
FIRST ORDER OF BUSINESS WAS TO APPROVE THE MINUTES OF MEETING ON
SEPTEMBER 24, 1985. MOTION BY DAN, SECONDED BY HOWARD PASSED UNANIMOUSLY.
COMMUNITY' CENTER REQUESTS:
EARLY' SETTLERS: GEORGEMADE A 'MOTION TO GRANT REQUEST AND WAIVE THE
FEES BUT THEY WOULD HAVE TO PAY THE DEPOSIT. NO 2ND TO THE MOTION
ILLEGIAL D~SCUSSI'ON OF THE REQUESTS CONTINUED WITHOUT A SECOND TO
THE ~OTI'ON, GEORGE FINALLY ~T~REW BIS MOTION.
HOWARD SUGGESTED THAT THE CHA1RI~LAN HAVE THE CLERKS OFFICE RESERVE THE
DATE 'FOR THEM UNTIL THiS MATTER CAN BE SETTLED.

'REPORT ON fITNESS TRAIL: DAVID INDICATED THAT $3000 HAD ALREADY BEEN
DONATED TO THE' CI'TY BY' THE, CIVIC ASSOCIATION AND THAT NCR HAD ANOTHER
$200Q WHICH THEY' WOULD BE INTERESTED IN DONATING AND THE ONLY REQUIREMENT
IS THAT A PLAQUE BE INSTALLED ALONG THE TRAIL INDICATING WHO DONATED
THE MONEY' TO A¢COMPLI'SH THE HNI'SHED TRAIL.
DURING DISCUSSION W[TH PUBLIC WORKS DIRECTOR REGARDING FITTNESS TRAIL,
HE INDICATED THAT THE FACiL)TIES AT THE LAKE ARE IN BAD SHAPE AND IN
NEED OF ~EPAIR, A MEMBER OF THE PUBLIC WAS RECOGNIZED BY THE CHAIR TO
SPEAK AND A MEMBER O~ THE COMMITTEE OBJECTED DUE TO IT NOT BEING PUBLIC
MATTEBS AND A I[OLA)ION OF ROBERTS RULES.

COURT HAS BEEN MAPPED OUT AND WE ARE ONLY WAITING FOR NCR'S APPROVAL

COUNTY REP REPORT: GEORGE iNDICATED THAT THE COUNTY DID NOT WANT TO
SPEND ANY CASH FOR THE PLAYGROUND EQUIPMENT AND REQUESTED THAT WE
CONTACT THE SCHOOLS TO SEE 1F THEY WOULD LET THE KIDS USE THEIR FACILITIES.
1T WAS DISCUSSED THAT THE SCHOOLS WERE TO FAR AWAY FROM THE BALLFIELD AND
THEIR STATEMENT MADE NO SENSE AT ALL.
HE STATED THE LIGHTS AT THE YACHT CLUB HAD BEEN INSSALLED AND WERE
IN NORK'ING ORDER AND THAT THE COUNTY PUT OUT ALL THE MONEY TO PAY FOR
THEN.
HE INDICATED THAT THE COUNTY WILL NOT PUT ANY MONEY INTO THE BALLFIELD
BECAUSE 1T IS CITY PROPERTY' AND T~Y' DIP NOT WANT TO INVEST IN CITY
PROPERTY',

COMMITTEE MATTERS;
GENE BROUGHT UP A REQUEST BY WOMENS MANAGERS TO CANCEL THE GAMES
ON HALLOWEEN SO THEY COULD TAKE THEIR CHILDREN TRICK OR TREATING.

CHA1RMANS MATTERS: PETER READ A LETTER FROM THE MAYOR REGARDING FOLLOWING
PURCHASING REGULATIONS DUE TO THE SURVEY BILL RECENTLY PAID BY THE CITY.
HE ALSO STATED THAT THE CITY' COUNCIL EXPECTED US TO REIMBURSE THE GENERAL
FUND FROM OUR BUDGET.
PUBLIC MATTERS:
JAY ANDRE WHO COULD NOT SPEAK BEFORE STOOD UP AND REQUESTED THAT HE
BE ALLOWED TO SEE THE PLANS FOR THE FITNESS TRAIL FOR APPROVAL BEFORE

-.THE SEBASTI'AN PANTHERS APPROACHED THE COMMITTEE REGARDING BUILDING
ANOTHER BUILDING AT THE SCHUMANN DRIYE COMPLEX. THEY ALSO ARE PLANNING
TO REMODEL THE CONCESSION STAND AND ENLARGE IT. THERE WAS A. LOT OF
DISCUSSION ON THIS MATTER,

STORAGE' ~ACILITIES AREA ONLY TO THE PANTH.ERS AND THE REST OF THE AREA OPEN

NEW BUSINESS:
MRS BASS AND ALICE BREEZE TALKED ABOUT WANTING TO START A TEEN CENTER
AND HOLD DANCES AT THE COMMUNITY CENTER. THEY WERE ADVISED AFTER MUCH
DISCUSSION TO COME UP WITH MORE INFORMATION AND VOLUNTEERS AND LET US
KNOW'THEIR PROGRESS AT THE NEXT MEETING.
BALLFIELD CLAY: FIGURES TO PURCHASE THREE LOADS OF CLAY FOR THE BARBER
STREET FIELD WERE GIVEN TO MEMBERS FOR APPROVAL. HOWARD SUGGESTED THAT
DON NEIHAUS BE CALLED TO GET THE NAME OF A PLACE WHERE IT WAS BEING
SOLD -FOR FIERY CHEAP PRICES, LONNIE MADE A MOTION TO PURCHASE CLAY AT
FI.'GURES GIVEN IF THE OTHER COMPANY DOES NOT PAN OUT SECONDED BY DAN
PASSED UNANIMOUSLY-.
GEORGE REQUESTED THAT WE DISCUSS SOME THINGS HE HAD.
ONE ABOUT THE CIVIC ASSOCIATION WANTING TO HAVE US PAVE THE
COMMUNITY CENTER PARKING LOT, HE WAS ADVISED THAT THE COSTS
W-9ULD BE $40 pr $50 THOUSAND AND THAT IF THEY WANTED TO DONATE
$.1,000 WE COULD PUT SOME ADDITIONAL LIME ROCK IN THE PARKING AREA

NEXT HE CLAIMED THAT FISHERMAN WANTED THE RAILINGS AT THE YACHT
CLUE DQCK LOWERED, IT WAS DECIDED THAT THIS COULD NOT BE DONE

HE THEN QUESTIONED WHETHER THE WATER AT RIVERVIEW PARK WAS
GOOD ENOUGH TO BE USED FOR WATERING THE FLOWERS AT THE BARTRUM
TRAIL MARKER, PUBLIC WORKS DIRECTOR TOLD HIM NO.
NONE OF THIS WAS ON THE AGENDA NOR WERE MOTIONS MADE TO ADD IT TO THE
AGENDA THEREFORE IT WAS ALL DISCUSSED ILLEGALLY.
TALK TURNED TO THE JOB DESCRIPTION OF THE COORDINATOR : A FINAL DRAFT
WAS MADE UP AND WILL BE PRESENTED TO THE COUNCIL AT THE WORKSHOP.
THE THEME FOR THE PARADE WAS THEN DSICUSSED AND IT WAS DECIDED THAT
OUR SUGGESTION OF "SEBASTIAN LIGHTS THE WAY FOR SANTAS SLEIGH"
WAS ACCEPTABLE. MOTION BY GEORGE TO ACCEPT IT SECONDED BY DAN PASSED

IT WENT ON RECORD THAT KATHY HAS MISSED TWO MEETINGS IN A ROW BUT
MENTIONED WAS MADE THAT SHE IS ATTENDING SCHOOL HOWEVER, IT WAS STATED
THAT IF'YOU CANNOT ATTEND TO NOTIFY SOMEONE SO THAT YOUR ABSENCE
CAN BE EXCUSED,
