PARKS AND RECREATION COMMITTEE
MEETING
TUESDAY, NOVEMBER 27, 1990 - 7:00 P.M.
CITY COUNCIL CHAMBERS
1225 MAIN STREET, SEBASTIAN, FLORIDA
1. Chairman Traficante called the meeting to order at 7:02 P.M.
2. The Pledge of Allegiance was led by Clifford Hoose.

4. Approval of Minutes _ November 27, 1990:
Irene Traficante: Page 3, Trailer Parking paragraph, add "Main
Street Parking Lot Only"
MOTION by Schum/Rogers to approve the Minutes of September 25,
1990 as clarified. All in favor.

6. OLD BUSINESS:
a) Results of Memo to City Manager dated 9/27/90
1) How much in taxes is the City losing from the Boone property
(parking lot behind the Chamber of Commerce). City Manager will
get legal description from deed. Parking may be increased after
new Police Station is completed, parking spaces have been increased
for boat/trailer parking at Yacht Club, plans were reviewed.
2) Trailer Tags - Not covered
3) Trailer Parking Spaces - Can trailers be ticketed for taking
up more than 1 parking space? Robb will check with Police
Department.
4) Signs at Hardee Park - Alligator signs have not been posted.
City Manager will see about having alligators removed.
5) Press Advertising - Would like to advertise for public to
attend February P & R Meeting, for the purpose of discussing
boat/trailer parking permits. Will request this at the January
1991 P & R Meeting.
6) Hardee Park - City Manager has spoken to Public Works about
maintenance problems and will talk to Public Works Director
again.
7) Riverview Park Rest Rooms - City Manager is working on
finding volunteers to post at Yacht Club on weekends and holidays
to allow the public to utilize the Yacht Club rest rooms. Signs
should be posted to use rest rooms at Riverview Park - will
present to City Council.

TO APPROVE THE ENTIRE CONCEPT AS PRESENTED BY THE
CITY MANAGER ON THE ABOVE SEVEN (7) ITEMS

b) County -approved Signs ?
The County approved alligator signs, and the sign hasb en posted
at Dale Wimbrow Park and will be at Hardee Park.

7. SUB -COMMITTEE REPORTS:
a) COUNTY REPRESENTATIVE REPORT - George Schum
The November Meeting of Indian River County Parks & Recreation
was cancelled; however alligator warning signs have been taken
care of at Dale Wimbrow Park. Sign Has not been posted in Hardee
Park.
b) NORTH COUNTY REPRESENTATIVE REPORT - William Rogers
Mr. Rogers stated that the committee still has not met and he has
not heard from the committee - no report.
c) RECREATION COORDINATOR'S REPORT - Eugene Doty
Mr. Doty is absent this evening - two reports due next month.
8. CHAIRMAN'S MATTERS -
A) Request from ARC to recycle cans at Fire Station, Dick
Hughes, Coordinator for ARC has been notified of P & R Meetings,
and has not yet attended. City Manager will present request to
Council.
9. COMMITTEE MATTERS
None
10. PUBLIC MATTERS - None.
11. CITY MANAGER'S MATTERS
A) The only changes made in the Little League Lease were with
the Liability Language, but no substantial changes. Irene
Traficante requested copy of lease.
B) Barber Street Sports Complex objective for the year is to
put in Field # 1, or known as the "Second Little League Field."
The City has a contractual obligation to do two things with
Little League:
1. To make sure Field # 2 (the existing Little League Field) is
completed, the only things remaining are the dugouts and the
announcer booths. Bid awarded to Capp Custom Homes.
2. Install gates and fencing, which most of this has been done.
Additional clay in warning track needs to be added, and
scoreboards and foul line posts will be installed next week.
