The Parks and Recreation Committee of the City of Sebastian,
Indian River County, Florida, will conduct a public meeting on
Tuesday, January 29, 1991, at 7:00 P.M. in the City Council
Chambers, City Hall, 1225 Main Street, Sebastian, Florida.

PARKS AND RECREATION COMMITTEE
MEETING
TUESDAY, JANUARY 29, 1991 - 7:00 P.M.
CITY COUNCIL CHAMBERS
1225 MAIN STREET, SEBASTIAN, FLORIDA
1. Chairman Traficante called the meeting to order at 7:02 P.M.
2. The Pledge of Allegiance was led by Clifford Hoose.
3. ROLL CALL:

Also Present: Robb McClary, City Manager
Linda Lohsl, Acting Secretary
4. Approval of Minutes - November 27, 1990:
Irene Traficante: Page 2, Item 6a #1. Change to read How much
is the City gaining from Boone property (behind Chamber of
Commerce) .
MOTION by Schum/Hoose to approve the Minutes of November 27, 1990
as clarified. All in favor.
5. AGENDA SPEAKERS:

6. OLD BUSINESS:
a) Press Advertising. Sometime in February, would like to get
public opinion on charging for parking permits at Yacht Club and
Boone Property/Commerce Property. Working on getting from fees
from other cities on what they charge for city residents, county
residents and our of state residents. Carry over for March
agenda.
b) Trailer Parking Spaces - Police Department will not ticket
any illegal parking until lane markings are completed. Parking
lot has been repaved, markings will be done 1/30/91.
c) Yacht Club Restrooms - Robb will work on finding volunteers
and present idea to City Council. Irene Traficante suggested a
sign be posted that facilities are located in Riverview Park.
d) Candy Cane Park & New Equipment - Robb stated there is no
formal proposal to move Candy Cane Park, recommends that park be
discontinued in current location and build a new playground in
the NE corner of Riverview Park.
e) Teens Against Boredom (TAB) Status - The Teens have been
given use of the old library for a trial period of six months.
During this trial period City Council will be monitoring to see
if this will be the best location for a Teen Center or if there
is even a need for a Teen Center.

TO MAKE A PLAYGROUND FOR THE CHILDREN AT THE NE
CORNER OF RIVERVIEW PARK AND FENCE IT IN FOR THEIR
PROTECTION AND THAT CANDY CANE PARK REMAIN A GREEN
AREA

f) Association for Retarded Citizens' (ARC) Request for
Recycling Aluminum Cans - Bin Requested at Fire Station (Barber
Street) - Robb would like to make reccmmendaticn to City Council
to have recycling bin placed at the Barber Street Sports Complex.

7. SUB-CWC1= REPORTS:
a) COUNTY REPRESENTATIVE REPORT _ George SchLun
Attended meeting of December 6, 1990 of the County Parks and
Recreation and made a motion for more parking spaces in Dale
Wimbrow Park for boat trailers. No meeting in January, meetings
will now be held every other month beginning in February.
b) NORTH COUNTY REPRESENTATIVE REPORT - William Rogers
Mr. Rogers is absent this evening - two reports due next month.
c) RECREATION COORDINATOR'S REPORT - Eugene Doty
Mr. Doty is absent this evening - three reports due next month.
S. CHAIRMAN'S MATTERS -
a) In June two members terms will be up will submit to Robb in
April for the May Council Agenda.
b) Has alligator been posted in Hardee Park?
c) Letter from the Sound Doctor of Palm Bay who specialize in
live music - for information only.
9. CONI UTTEE MATTERS
Greoge Schum made an announcement that on Monday, February 4,
1991, Sebastian Highlands Property Owners will hold a General
Meeting in the City mil Chambers on the referendLun concerning
paid Firemen.
10. PUBLIC MATTERS - None.
11. CITY MANAGER'S MATTERS -
a) Adjacent to the tennis and basketball courts in Schumann Park
the property owner at the intersection of Kildare and Schumann
has requested that the City construct a fence around the
basketball court. The house is vacant and the people spilling
r�m\ over onto her property are effecting the value of the property.

b) Barber Street Sports Complex Update - Fields 2 and 3 should
be ready for play by 2/1/91 which will meet with contract for
Little League. Scorekeeper booths need paint and hardware on
doors to be canpleted. Speakers will be installed directly on
the announcers booths, will also be installed this week.
12. NEW BUSINESS
Will a railing be put up along ramp leading into Yacht Club
building? Robb said no railing is needed the ramp meets code,
butsuggested that the Handicapped Sefl-Evaluation Committee look
at the ramp.
