HomeMy WebLinkAbout07202002 RAC/0"KN Recreation Committee Meeting Minutes City of Sebastian Recreation Advisory Committee July 20, 2002 Called to order by the Chairman: Roll Call: The following members were present William Ingui Jeanne Jessup, Jayne Barczyk, Edward White Julianne Barrett, absent Elizabeth Gray, Alternate, absent Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks Superintendent, Terry hill, Public Works Director, Mark Mason, Finance Director and Terrence Moore, City Manager. Mr. Ingui goes over the ground rules and tells the public they will try to get as much information as possible. The hearing is opened and comments are received. Tut Connely — wants a true walking park with exercise stations Mrs. Greppler — spoke about Hardee Park and Easy Street — put the fountain back at Easy Street and more benches. The workout area needs to be put back at Hardee walking area paved and should have a playground area, picnic tables and benches and more trees for shade at both parks. A bocci court should be installed instead of shuffleboard courts because they require equipment and an attendant. Hardee park could have a soccer field in the middle it is big enough. Bill Mahoney — Riverfront sidewalk great — Azine terrace walking trail — hardee needs the trail regarded. Mr. Russo — wants parking at Easy Street — Asks what is proposed for Barber and George — she is told clearing for a trail and benches only. Mrs. Putman — Filbert Street left as pristine as possible due to big trees. Doesn't want shuffleboard all over the place. e016N Page 2 — special meeting Parks and Recreation July 20, 2002 Mrs. Kilkelly — Zone D Stonecrop Park — boardwalk parking no benches possible bike rack. Mrs. Ieblick — benches with cover on Riverfront more trash barrels — chained. Mrs. Gains — lives in Roseland but is concerned with Sebastian — says we have big city talk in a small town fishing village — need less hardware no chains more benches more overhangs We need to hide the coke machines at Barber Street sports complex. Mr. Connelly — Natural, prestine, maintain paths but to keep feet from getting muddy — lagoon system — Sebastian is unique. Would like to see the old pier removed at Riverview Park and a shoreline erosion program. Would like to go to the park and get in river not have to climb over rocks to do it. Less is more — Keep natural. Sal Neglia — Been to a lot of meetings — doing a good job not so much concrete. Would like to see checkerboards or chess built into the tables in these parks so people can just sit and play. Terrence Moore City Manager — funding is approved for Filbert Park through the Land and Water conservation fund. Mrs. Elaine Columbo, Some parking is required for handicap people at these parks cement benches hard could be use an alternate type. Make trash bags available at all parks to try to keep clean like at Riverview. Says the coke machines at the Skatepark are glaring — can get them to put ecological fronts on them and they should be screened. A break was taken at 10 am back at 10:15 AM Mrs. Sullivan — Riverfront property keep open for people of Sebastian — no marina if privately run — keep fees low and run by the city. Filbert Park was given to the City and says back then keep passive- Terrence Moore would like to address — Marina issue — The City Council did a feasibility of establishing a marina — not appropriate for a marina — no marina will be put in. Mrs. Kilkelly wants to speak on Rocks on the shoreline. — Rocks are needed to save the shoreline. Mr. Connely — Liked Consultant Reports — Buy restaurant for Marina — build a pier for 20 foot boats Fishing table on pier — need electricity We have the Golf Course, Cemetery and airport to make money — no marina. Page Three - special meeting Parks and Recreation July 20, 2002 Mrs. Sullivan — re planting mangroves — carefully investigate this because they will fill in and block the Riverfront. Donna Keys rezoning Indian River Drive go to the County Commission meeting on Tuesday. Ruth Sullivan — Like to comment that Mr. Moore has brought a lot of grants to Sebastian. Mrs. Iehick — need swings need pathways and concrete due to handicap people. Do both in Park — paved and non -paved — Behind the Chamber — Shuffleboard and benches — Most felt shuffleboard should not be put in due to who will handle the equipment. Mrs. Iehick says a miniature golf course would be good since a 1/4 of the city is under the age of 18. Mr. Moore addresses the public one last time stating that 17,000 people will more than double over the next 10 years. Meeting was adjourned at 11:40 A.M. n
