It also includes an annual plan and application for FY 2010 funding under federal housing and community development entitlement programs for the Community Development Block Grant (CDBG) Program. The federal goal of these programs is to develop viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities principally for low and moderate income persons.
