The City of Sebastian, Florida is seeking bids for television audiohide0 automation
equipment to automate the operation of its television Channel 25 and web streaming
operations. The proposed hardware and software will store at least 2000 hours of
audiolvideo segments/programs. Software in the form of a "traffic system" will allow
precise scheduling for all events for at least a 30 day period and will control the actual
operation of the automation system.
Because of the technical nature association with the equipment being sought, a detailed
BID SPECIFICATIONS PACKAGE must be requested. This package contains
additional biding guidelines and the equipinent specifications. Vendors interested in
submitting a bid may pick up or request a bid package containing instructions for bidders
and equipment specifications from Jean Tarbell, Executive Assistant 1225 Main Street,
Sebastian, Florida, 32958, (772) 388-8203. All items bids shall conform to the Bid
Documents. Questions concerning this bid should also be directed to Jean Tarbell.
Attention is directed to F.S. Section 2287.133 (2) (A) "Public Entity Crime", which
prohibits certain persons or affiliate(s) who have been convicted of a public entity crime
froin responding to this bid. A form is included in the bid package for execution and
submission with a response to this bid. Also included for submittal is a Drug-Free

NOTICE OF 30-DAY PUBLIC COMMENT PERIOD
CONSOLIDATED PLAN 2010-2014
ANNUAL ACTION PLAN 2010
The City of Sebastian's Consolidated Plan is a five-year strategic plan that sets forth the
City's course of action for housing and neighborhood revitalization for the period from
October 1, 2010 to September 30, 2015. It also includes an annual plan and application
for FY 2010 funding under federal housing and community development entitlement
programs for the Community Development Block Grant (CDBG) Program. The federal
goal of these programs is to develop viable urban communities by providing decent
housing and a suitable living environment and expanding economic opportunities
principally for low and moderate income persons. The Consolidated Plan and Annual
Action Plan are available to citizens for review and comment. Citizens should submit
written comments to the Growth Management Director at the address below. Copies
are available by contacting the Growth Management Department of the City of
Sebastian, at the North County Library or the City's website at www.citvofsebastian.orq.
PROPOSED ANNUAL PLAN FOR PROGRAM YEAR 2010

The City of Sebastian will receive $99,683 in Community Development Block Grant
(CDBG) Program funds. The following activities are proposed to be undertaken:

CDBG Five Year Consolidated Plan and Annual Action Plan is available for viewing

Public comments on the Five Year Consolidated Plan and Annual Action Plan are to be

Annual Action Plan will be considered by the City Council for approval and submittal to
the U.S. Department of Housing and Urban Development.
PUBLIC MEETINGS
A public meeting will be held on Wednesday, December 15, 2010 during the City
Co~~ncil meeting, starting at 6:30 PM to solicit final comments. The hearing will be
conducted in City Council Chambers, 1225 Main Street, Sebastian, Florida.
Any person who may wish to appeal any decision which may be made by the City Council at this hearing will need to

GENERAL ELECTION
All meetings of the lndian River County Can-
vassing Board ("Canvassing Board") are
open to the public and will be conducted at
the Supervisor of Elections Office, located at
4375 43rd Avenue, Vero Beach, Florida. The
Canvassing Board will meet at 3:00 p.m. on
Wednesday, October 13, 2010 to conduct a
Pre-Election Day Public Logic and Accuracy
Test of the optical scan tabulation equipment
and the touchscreen tabulation equipment to
be used at designated early voting locations
and polling places for the November 2, 2010
General Election.

9:00 a.m. on Saturday, October 30, 2010, to
open and canvass absentee ballots. The
Canvassing Board will reconvene at 4:45
p.m, on Tuesday, November 2, 2010, to con-

vass precinct returns until the results of the
election are obtained.

Sealed absentee ballots for the 2010 General
Election received prior to 5:00 p.m. on Friday,
October 29, 2010 will be available for public
inspection from 8:00 a.m. until 9:00 a.m. on
Saturday, October 30, at the office of the Su-
pervisor of Elections.
Any absentee ballots received between 9:00
a.m. on Saturday, October 30, 2010 and 4:00
p.m. Election Day, Tuesday, November 2,
2010 will be available for public inspection
from 4:00 p.m. - 4:45 p.m. Those wishing to
inspect absentee ballots received on Tues-
day, November 2, 2010 after 4:00 p.m. must
be present throughout the remainder of the
day until the polls close. Shortly after receipt,
those ballots will be opened and processed.
Pursuant to section 101.68(2)(~)2, Florida
Statues, if any elector or candidate presenl
believes that an absentee ballot is illegal due
to a defect apparent on the voter's certificate,
he or she may, at any time before the ballot is
removed from the envelope, file with the Can-
vassing Board a protest against the canvass
of that ballot, specifying the precinct, the bal.

The City of Sebastian is seeking bids from licensed contractors to PROVIDE ANNUAL
"QUARTER ROUND" SWALE IMPROVEMENTS.
The Contractor shall be able to be properly licensed in the City of Sebastian, and shall show proof
of insurance to conduct its business under all licenses, permits and certificates as may be required
by all local, State of Florida, and Federal Agencies. The contractor shall submit a current license
from the State of Florida and must be capable of obtaining the appropriate licenses and
certificates in the City of Sebastian.
Contractors interested in submitting a bid may pick up or request a bid package containing
instructions for bidders and specifications from the City Manager's office 772-388-8203. All
items bid shall conform to the Bid Documents unless specifically approved in advance in writing
by the City.
Any bids received without Proof of Contractor's Licenses, Public Entity Crime Form, Drug Free
Workplace Form, Proof of Insurance (in the amounts specified in the Bidding Documents), may
be considered incomplete and immediately disqualified. Any person or affiliate who has been
placed on the convicted vendor list following conviction for a public entity crime may not submit
a bid as proscribed by Section 287.133, F.S.
This contract for this project does NOT require a payment and performance bond. Questions

The City Council of the City of Sebastian, Indian River County, Florida, will hold a
public hearing concerning the adoption of the above referenced resolution updating
the City of Sebastian Community Redevelopment Master Plan on Wednesday,
October 13, 2010 at approximately 6:30 p.m. in the City Council Chambers, City Hall,
1225 Main Street, Sebastian, Florida. At the conclusion of this hearing, the City
Council may adopt the resolution. Interested parties may inspect the proposed
Resolution and Community Redevelopment Master Plan Updates in the Growth
Management Department, Sebastian City Hall between the hours of 8 am to 4:30 pm,

ANNUAL ACTION PLAN 2010
The City of Sebastian's Consolidated Plan is a five-year strategic plan that sets forth the
City's course of action for housing and neighborhood revitalization for the period from
October 1, 2010 to September 30, 2015. It also includes an annual plan and application
for FY 2010 funding under federal housing and community development entitlement
programs for the Community Development Block Grant (CDBG) Program. 'The federal
goal of ,these programs is to develop viable urban communities by providing decent
housing and a suitable living environment and expanding economic opportunities
principally for low and moderate income persons. The Consolidated Plan and Annual
Action Plan are available to citizens for review and comment. Citizens should submit
written comments to the Growth Management Director at the address below. Copies
are available by contacting the Growth Management Department of the City of
Sebastian, at the North County Library or the City's website at www.citvofsebastian.or~.

SECTION 1 - INTRODUCTION
The City of Sebastian is accepting written proposals from individuals° or firms for . .
the preparation of a comprehensive study and evaluation of parking
requirementslneeds in the Riverfront District of the City of Sebastian. The tasks
will include an evaluation of publiclprivate parking needs, current public parking
capacities, projections for future publiclprivate parking needs and potential
locations for parking improvements.
The successful offeror will provide the professional services described herein in
support of the City. All work will be contracted within the vision, terms,
conditions, scope of work, and other applicable requirements set forth in
subseql~ent work orders related to this docunient. The successful offeror will
demonstrate qualifications, experience, abilities and the proposed methodology
necessary to successfully accomplish and support all aspects of the prescribed
type of work.
Parties interested in preparing a proposal response, must complete the
requirements set forth in the attached documents. Under ,the proposal process of
the City of Sebastian, the conditions as set forth herein are binding to the
proposer to the extent you confirm acceptance by your binding signature, by an
officer, on the cover letter.
The City of Sebastian welcomes your response. The City reserves the right to
reject any proposal found to be non-responsive, vague, or non-conforming. The
City also reserves the right at anytime to withdraw all or part of this proposal
request at its sole discretion. The City is not liable for any costs incurred by the
proposer in preparing the response, nor is a response an offer to contract with
your firm. Pursuant to Chapter 119, Florida Statutes; all proposal responses are
subject to public records laws.
Sealed proposals must be received by the City of Sebastian, no later than 2:00

ST. JOHNS RIVER WATER MANAGEMENT DISTRICT
Notice is given that the following permit was issued on July 9, 201 0:
City of Sebastian, 1225 Main Street, Sebastian, FL 32958 permit #42-061-40429-
4. The project is located in Indian River County, Section 6, Township 31 South,
Range 39 East. The permit authorizes a surface water management system on
4.1 9 acres for dry detention known as Main Streethdian River Drive
Improvements. The receiving water body is Indian River.

The City of Sebastian is seeking proposals from licensed contractors to provide mowing
maintenance services for code enforcement lot mowing on an as needed basis.
The contractor shall be properly licensed in the City of Sebastian and shall show Proof of
Insurance to conduct its business with all licenses, permits, and certificates as required by
all local, State of Florida and federal agencies.
Qualified contractors interested in submitting a proposal may request a bid package with
instructions and specifications from the office of the City Manager by contacting Jean

Any proposals received without Public Entity Crime Form, Drug Free Workplace Form,
Proof of Insurance (in the amounts specified in RFP) may be considered incomplete and

execution and submission with a response to this RFP.
The City reserves the right to reject any or all RFPYs, waive any informality or
irregularity on any proposal if considered non-substantial by the City, andlor cancel this

104663-3. The project is located in Indian River County, Section 1 1, 12,
Township 31 South, Range 38 East. The permit authorizes a surface water
management system on 14 acres to serve Collier Canal known as Collier Canal
Retrofit. The receiving water body is St. Sebastian River.

the preparation of the Evaluation and Appraisal Report for the City of Sebastian
Comprehensive Plan. The tasks will include update the baseline data, work with
the County staff to identify the major accomplishments of the plan and analyze
major problems or obstacles. A listing of new or modified goals, objectives, or
policies and/or land use plan amendments will be prepared. Additionally, the
successful applicant will prepare a new element - the Economic Development
element.
