PUBLIC SCHOOLS INTERLOCAL AGREEMENT
CONSISTENT WITH SECTION 163.3 1777(2), FLORIDA STATUTES
DCA DOCKET NO. 3 1-01
The Department gives notice of its intent to find the Public Schools Interlocal Agreement
("Agreement") executed between the Indian River CountySchool Board and each of the
following local governments: Indian River County, Fellsmere, Indiqn River Shores, Sebastian,
Vero Beach, pursuant to Section 163.3 1777, F.S., to be consistent with the minimum
requirements of Sections 163.3 1777(2) and (3), F.S.
The Agreement is available for public inspection Monday through Friday, except for legal
holidays, during normal business hours, at the Indian River County, Community Development
Department, 1 801 27th Street, Vero Beach, Florida 32960.
Any affected person, as defined in Section 163.3 1777(3)(b), F.S., has a right to petition
for an administrative hearing to challenge the proposed agency determination that the Agreement
is consistent with the minimum requirements of Section 163.3 1777(2), F.S. The petition must be
filed within twenty-one (2 1) days after publication of this notice in the Florida Administrative
Weekly, and must include all of the information and contents described in Uniform Rule 28-
106.201, F.A.C. The petition must be filed with the Agency Clerk, Department of Community
Affairs, 2555 Shumard Oak Boulevard, Tallahassee, Florida 32399-2100, and a copy mailed or
delivered to Indian River County School Board, Indian River County, Fellsmere, Indian River
Shores, Sebastian, Vero Beach. Failure to timely file a petition shall constitute a waiver of any
right to request an administrative proceeding as a petitioner under Sections 120.569 and 120.57,
F.S. If a petition is filed, the purpose of the administrative hearing will be to present evidence
and testimony and forward a recommended order to the Department. If no petition is filed, this
Notice of Intent shall become final agency action.
If a petition is filed, other affected persons may petition for leave to intervene in the
proceeding. A petition for intervention must be filed at least twenty (20) days before the final
hearing and must include all of the information and contents described in Uniform Rule 28-
106.205, F.A.C. A petition for leave to intervene shall be filed at the Division of Administrative
Hearings, Department of Management Services, 1230 Apalachee Parkway, Tallahassee, Florida
32399-1 550. Failure to petition to intervene within the allowed time frame constitutes a waiver
of any right such a person has to request a hearing under Sections 120.569 and 120.57, F.S., or to
participate in the administrative hearing.
If a formal or informal proceeding is commenced as described above, any party to that
proceeding may suggest mediation under Section 120.573, F.S. Mediation is not available as of
right, and will not occur unless all parties agree to participate in the mediation. Choosing
mediation does not affect the right to an administrative hearing. ,-- ~.

CONTINUING PROFESSSIONAL PLANNING SERVICES
The City of Sebastian is accepting written proposals from all qualified and
interested professional consulting parties for Continuing Professional Planning
Services. These services include, but are not limited to, site plan review and
plat review for compliance with the Land Development Code regulations.
'The successful offeror(s) will provide the professional services described herein
in support of the City. All work will be contracted within the vision, terms,
conditions, scope of work, and other applicable requirements set forth in
subsequent work orders related to this document. The successful offeror will
demonstrate qualifications, experience, abilities and the proposed methodology
necessary to successfully accomplish and support all aspects of the prescribed
type of work.
Parties interested in preparing a proposal response, must complete the
requirements set forth in the attached documents. Under the proposal process of
the City of Sebastian, the conditions as set forth herein are binding to the
proposer to the extent you confirm acceptance by your binding signature, by an
officer, on the cover letter.
The City of Sebastian welcomes your response. The City reserves the right to
reject any proposal found to be irresponsible, non-responsive, vague, or non-
conforming. The City also reserves the right at anytime to withdraw all or part of
this proposal request in order to protect its best interests. The City is not liable for
any costs incurred by the proposer in preparing the response, nor is a response
an offer to contract with your firm. Pursuant to Chapter 119, Florida Statutes, all
proposal responses are subject to open records laws.
Sealed proposals must be received by the City of Sebastian, no later than 2:00
PM EST on January 31,2008, at which time they will be opened and the names
of the respondents read aloud. Late proposals will be returned unopened.

NOTICE TO CITY OF SEBASTIAN RESIDENTS
Re: EASY STREET PROJECT
On March 10, 2008, the City of Sebastian anticipates starting construction on the Easy Street
Renovation proiect. With the deteriorating condition of this road, the project aims to replace
driveway culverts, widen and resurface Easy Street, add sidewalks, and recontour and improve
the drainage swales. The project will also provide associated new striping and signage. Total
construction time is estimated at six months.
The first step in this project will be to remove driveway segments and reset driveway culverts.
This action will help stormwater flow by replacing clogged and/or deteriorated culverts and setting
them at a uniform elevation. Driveway rehabilitation is to be completed first in order to provide
ample area for the approximately 1.5 feet that will be added to each side of Easy Street. The
portion of driveway scheduled for removal will leave your driveway in an unfinished condition for
approximately four to five months. However, each driveway will be made usable by installing
coquina rock. The rock will remain until such time as the sequence of construction calls for the
new concrete driveways.
The City will do its best to minimize your inconvenience during this project; however, there may
be times when delays and annoyances occur. Your patience with this process is greatly
appreciated. If you have any special needs or questions during this process, they should be
directed to Linda Kinchen in the Public Works Department at 228-7052. For information and time
schedules about construction, please contact the City Engineer at 589-5490. Thank you in
advance for your understanding, as we look forward to this much-anticipated improvement.

The City of Sebastian is soliciting sealed bids from qualified vendors to furnish, deliver,
unload, and install various types of sod, and also perform other related work, in designated
locations within the City of Sebastian on an as needed basis. The term of the agreement shall
be for two (2) years, with automatic extensions thereof absent delivery by either party at least
thirty (30) days before each anniversary date of written notice of its intent to terminate, with a
maximum extended period of three (3) years.
The Vendor shall be properly licensed in the City of Sebastian, and shall show Proof of
Insurance to conduct its business, with all licenses, permits, and certificates as required by all
local, State of Florida, Federal agencies.
Firms interested in submitting a bid may pick up or request a bid package with Instructions for
Bidders and Specifications from the Office of the Public Works Department, (772) 589-5490. All
items bid shall conform to the Contract Documents in their entirety, and no bid shall vary from
the Contract Documents unless specifically approved in advance in writing by the City.
Any bids received without Public Entity Crime Form, Drug Free Workplace Form, or Proof of
Insurance (in the amounts specified in the Contract Documents) may be considered incomplete
and immediately disqualified. Any person or affiliate who has been placed on the convicted
vendor list following conviction for a public entity crime may not submit a bid as proscribed by
Section 287.133, F.S.

NOTICE OF INVITATION TO BID
CITY OF SEBASTIAN
The Sebastian City Council is accepting sealed bids for the construction of the "Indian River Drive and Main Street
Improvement Proiect". Bids will be received by City of Sebastian marked "Sealed Bid" until Friday November 14,2008
at 2:W P.M. Each bid shall be submitted in a sealed envelope and shall bear the name and address of the bidder on
the outside and the words "lndian River Drive and Main Street lmprovement Project". Only bids received on or before
the time and date listed will be considered. Bids should be addressed to City Manager, 1225 Main Street, Sebastian,
FL 32958. All bids will be opened publicly and read aloud at 2:00 P.M. Deadline for receipt of bids has been set for
Friday, November 14, 2008. All bids received after 2:00 P.M. will be returned unopened.
The contractor shall be able to be properly licensed in the City of Sebastian, and shall show Proof of Insurance to conduct its
business, with all licenses, permits, and certificates as required by all local, State of Florida, Federal agencies. The contractor
must be capable of obtaining the appropriate licenses and certificates in the City of Sebastian.
All material and equipment furnished and all work performed shall be in strict accordance with the plans,
specifications, and contract documents pertaining thereto, which may be obtained from Schulke. Bittle & Stoddard,
LLC 1717 lndian River Boulevard, Suite 201, Vero Beach. Florida 32960 (772-770-96221. Copies of the plans and the
specifications containing the necessary contract documents may be obtained by deposit of a check made payable to
Schulke, Bittle & Stoddard, LLC in the amount of Two Hundred ($200.00) Dollars for each set, which represents cost of

All bids shall be submitted in Duplicate on the Bid Proposal forms provided within the specifications. A BID SECURITY
must accompany each Bid, and be in the form of an AIA Document A310 Bid Bond, properly executed by the Bidder
and by a qualified surety, or certified check or cashier's check on any bank authorized to do business in the State of
Florida, in the sum of not less than five percent (5%) of the total amount of the bid, made payable to The City of
Sebastian. In the event the Contract is awarded to the Bidder, Bidder will enter into a Contract with the City and
furnish the required Performance and Payment Bonds within the timeframe set by the City. If Bidder fails to do so,
the Bid Security shall be retained by the City as liquidated damages and not as a penalty.
The contract contains requirements defining a time period for completion and liquidated damages in the amount of $200.00
per pay for everyday that the contractor is late in completing the work requirements.
Any bids received without Public Entity Crime Form, Drug Free Workplace Form, Disclosure of Relationship Form,
Proof of lnsurance (in the amounts specified in the Contract Documents), copies of applicable licenses, and Bidder's
Qualification Questionnaire may be considered incomplete and immediately disqualified. Any person or affiliate who
has been placed on the convicted vendor list following conviction for a public entity crime may not submit a bid
proscribed by Section 287.133, F.S.
