MONDAY, DECEMBER 5, 2016, 3:00 PM

Chairman Newland called the Veterans Advisory Committee meeting to order at
3:00 p.m.
2. The Pledge of Allegiance was recited.
3. ROLL CALL
Present:
Wayne Newland, Commander of American Legion - Chairman
Len Dube, Member of the VFW
Barney Giordan, Member of American Legion and VFW
Jerry Peeler, Member of American Legion
Linda Pugh, President of American Legion Ladies Auxiliary
Jack Willis, Commander, VFW
Also Present:
Joe Griffin, City Manager
Cathy Testa, Records Clerk
4. APPROVAL OF MINUTES
i. October 3, 2016 Meeting
MOTION by Mr. Giordan SECOND by Mr. Peeler to approve the October 3, 2016
Minutes passed with a unanimous voice vote.
5. OLD BUSINESS
i. Museum Location
The museum is going to be on the property of the American Legion Post 189 in
Sebastian. The five year layout plan will be ready next week. The museum is
currently located in the Veterans Service office and Military museum building in
Torrington Connecticut. If anyone is interested in viewing a12 minute video of
museum on You Tube they have to type in: City of Torrington Veterans Service
Office and Military Museum. Mr. Dube would like 24x40 sq. ft. inside space so he
can display the museum properly. There will be an update next meeting.

NEW BUSINESS
i. Jack Willis will review the Pearl Harbor Day Observance.
The Ceremony starts at 12:30pm. The flag will be lowered to half-mast at
12:55p.m., this is 7:55a.m.in Pearl Harbor which is the time that the first bombs hit
our ships. The Mayor will speak. Jack Willis will say a few words. The Honor
Guard will attend. There will also be three or four guests attending that had
relatives in Pearl Harbor which will be honored. A wreath will be blessed and
placed in the water followed by bagpipes playing Amazing Grace.
ii. Jerry Peeler presented an update on the renovations of bathrooms for
the American Legion.
The site plan has been completed. Letters for start-up have been sent to Indian
River County, Indian River Fire Department and the City of Sebastian. Three
contractors have a plan for bidding. The deadline for this project is June 7, 2016.
Once the contracts come back and the permits have been signed, the project will
begin.
The City Manager iterated to make sure that the proper permit application and
inspection is completed with the building department.
MEMBERS MATTERS
Barney Giordan presented a report from the County Veterans. (See attached)
9. OTHER MATTERS
The Veterans next Council Meeting will be held on Wednesday at 12:30pm at the
Administration Office, Building B in Vero Beach.
Ms. Pugh announced that the American

Mr. Newland reported the Traveling Veterans Wall is coming from Washington
D.C. to Vero Beach to be a part of the Military History Expo at the fairgrounds.
They are asking for a motorcycle escort to bring the Wall in. The event will be
taking place on January 25. 2017. The Wall will be set up outside of the
fairgrounds entrance. This will allow for the people who just want to see the Wall
to do so without having to participate in the events inside the fairgrounds.
Mr. Giordan thanked the City for doing such a great job getting the Park set up for
the 911 day program.
Mr. Newland sent a big thank you for all of the positive attitudes from City
Employees for setting up all the previous memorials and ceremonies.
The City Manager noted how far the City has come in a positive way with the
Veteran Ceremonies. He said it is a tribute to the employees, to the facility that
has been created along with the 'ban do" attitude not only from the employees but
from the Veterans in the area and from the citizens who turn out to respect our
Veterans.
Mr. Peeler reported that the City has taken care of laying all the memorial bricks.
Margarita Hernandez, Parks Administrator, gave applications along with her card
to be put in the VFW Post and the American Legion for anyone who comes in
looking for a brick.
10. A MOTION BY Mr. Giordan with a SECOND by Mr. Peeler to Adjourn the
Veterans Advisory Board Meeting at 3:25 p.m. passed with a unanimous voice
vote.
