I'm sorry a previous appointment prevents me from attending today's meeting. I do have a few
comments I hope will be put in the record.
Community center
New cement walk and porch looks great and made the walk from the parking lot to the community
center very easy.
There is a step down from the parking lot located behind the community center to the walkway. It is
very steep and hard to navigate. The access ramp is not marked and a car was parked in front of it
preventing me from using the ramp. Can the city mark the ramp so it will always be accessible?
The outside table was very hot and I would not be able to use it. Is there something the city can do to
remedy this problem? Can trees be planted to shade the table and bench area?
The inside of the center was very spacious and looks like it can handle any wheelchair or emergency
equipment with ease. The pamphlets and books were well displayed and in easy reach. The bathroom in
the center was very clean.
New accessible playground
I believe the current playground located at Friendship Park is not used by anyone because:
It is located in the middle of a field in hot sun — too much sun is not recommended by dermatologist
Equipment is too hot to handle
No close by parking
No sidewalk connecting playground to a hard surface area
Any new playground will need:
Sidewalks that accommodate wheelchairs from the parking lot to the playground
Shaded equipment - the pictures of the example playgrounds (provided by Parks and Recreation)
show where trees are recommended to be planted
My recommendation would be to put the accessible playground in a park that already has a playground.
There is a larger playground at Barber Street Park and putting an accessible playground in this area
would give all children in the family a place to play.
There is ample parking at Barber Street Park.
New accessible bathroom
I would rather have an accessible bathroom built at Barber Street Park before an assessable playground
is built anywhere.

Vice Chairman Goodfellow called the Disabilities Advisory Committee to order at 3:00 p.m.
The Pledge of Allegiance was recited.

APPROVAL OF MINUTES—April 15, 2015 Meeting
MOTION by Ms. Sartain -Anderson and SECOND by Ms. Virant to approve the April 15, 2015
minutes unanimously passed.

A. Committee Site Visit Reports
Andrea Ring's Comments
Ms. Ring distributed a summary of her findings. (See attached) She reported that the
bathrooms she did visit were in good shape but they were a long walk to reach them; she
tripped on the handicapped ramp in the Airport administration parking area; there is no
handicapped bathroom at the Golf Course; and the handicapped parking space at the Chamber
of Commerce is tight and does not leave room to maneuver one's vehicle.
She also reported that only with the Park Superintendent Chris McCarthy's assistance, did she
know where to maneuver her vehicle at the Barber Street sports complex concession stand;
and, the football field bathrooms were locked. The City Engineer said during the batt seasons,
the bathrooms are usually unlocked.

Mildred Virant's Comments
Ms. Virant reported that she visited City Hall, the Art Center, and Riverview Park. When she
visited the Art Center, there were boxes in front of the push button to activate the automatic
door to exit the building. She suggested an automatic door for the City Hall building so
handicapped individuals won't have to wait for someone to hold the door; and, she found cracks
in the sidewalk at Riverview Park. She found the Splash Pad area and Easy Street Park to be
handicapped accessible.
Carolyn Sartain -Anderson's Comments
Ms. Sartain -Anderson commented that handicapped individuals want to fiercely maintain their
independence and while City properties may be compliant, they are not accessible. (See Ms.
Sartain -Anderson's introduction attached)
She reported that the doors to the Boys and Girls Club facility were heavy and hard to use with a
walker. She suggested automatic door buttons and yellow stripe lines for the facility
entrances/exists. The City Manager suggested the City might be able to prod the Club for some
door automation and striping.
She also requested an automated door for the Council Chambers; a slide on Channel 25
explaining how someone would access City Hall's elevator if they need to go to the 2nd floor;
and, better lighting over the handicapped parking spot.
The City Engineer said he would look at the lighting and noted the parking stripes are scheduled
to be repainted, and the truncated dome pavers replaced.
To increase awareness of Waste Management's back -door pick-up service, Ms. Anderson
suggested the posting of an informational slide on Channel 25 and to have the forms available at
the reception desk for residents. The City Manager offered to do this in addition to an article in
the winter edition of the Pelican News newsletter.
Ms. Anderson said she was worried that the emergency button was locked at the Senior Center;
and requested the outdoor women's restroom, used to accommodate the handicapped visiting
the Center have the doors repaired so they feel safe and empowered. The City Manager
explained that the lack of space prevented an indoor restroom for the Center and currently
there is a bid out to renovate the outdoor restrooms that will make them ADA compliant with
possible timed locks, hands-free soap dispensers/light switches.
Michael Goodfellow's Comments
Vice Chairman Goodfellow said he wanted to mirror the other member's comments and added
there should be more handicapped parking spaces available during Riverview Park's events,
especially for the senior population. He also suggested electronically submitting Waste
Management's back -door service form to make it easier for disabled individuals.

9. STAFF MATTERS
The City Manager said he appreciated the comments, will follow up on the items and may need
to be reminded.
The Building Director invited the board members to call him at any time. He said during the
Senior Center renovations, they tried to maximize the restroom space as much as possible by
installing a larger door, relocating the vanity and adding some grab bars.
The City Engineer added that additional handicapped spaces (that weren't required) were
included in the Presidential Street and CavCorp Projects.
10. MEMBER MATTERS
Ms. Anderson said automatic door buttons would be appreciated and thanked the City Manager
for reinstating the Committee.
Ms. Virant suggested they wear some sort of badge to identify themselves when they inspect
properties.
Ms. Ring complimented the dog park restroom and the City Engineer gave the kudos to former
Roads and Drainage Supervisor Bucky Gerber who ensured it was ADA compliant.
Vice Chairman Goodfellow thanked the members for their work.
11. ITEMS FOR NEXT AGENDA—to be scheduled in April 2016
Ms. Anderson suggested the members could follow up on what was done with their suggestions
and where they would like to head.
12. Being no further business, Vice Chairman Goodfellow adjourned the Disabilities Advisory

For the most part outside bathrooms are in good shape and the days I visited were very clean. Long
walk from parking area to get to them.
Airport administration building —very noisy and annoying flushing toilet —outside bathroom ok shape
tripped on outside walk by handicap ramp.

bathroom
Chamber of commerce —1 handicap parking - parking lot too tight— 2 cars cannot operate at same time

Bathrooms are always locked — day I visited maintenance personnel Chris showed me
how to drive to concession area and unlocked the bathrooms

Sebastian Disabilities Advisory Committee

Members of this Advisory Committee, all have their reasons for
volunteering to being a part of such an important endeavor. Prior to
beginning my 'homework presentation', I want to preface with my personal
thoughts about having a physically challenging disability.
I moved here in 2004, knowing noone, seeking a warm climate, to maintain
with my illness, Primary Lateral Sclerosis. You all have only known me, as
the gal with the walker, who has become involved in our community. The
walker is to stabilize my balance. You also have only known me, as the gal
who has difficulty getting appropriate words out, despite my brain running a
mile a minute. Such are the challenges I face daily, with a rare upper -motor
neuron illness.
I have been embraced, for the most part, by folks in our community, who
realize all that I have to offer/contribute back to Sebastian.
My illness began out of nowhere in 1995 at a pivotal point of my career as
a Special Ed teacher of severely emotionally impaired adolescents. My
upward career in Administration ceased.
Acceptance of a disability, is a challenging one.
That's why I encouraged our City Manager to resurrect this Committee,
renamed, the Disabilities Advisory Committee. Our mission is to assure the
residents of Sebastian that all City owned properties meet the ADA
(American Disabilities Act) national code.
Being a disabled woman, 20 years, since being diagnosed, there is one
common thread between the elderly and disabled men and women, within
our Community... everyone wants to maintain their being fiercely
independent. From living alone, driving, being active/socializing, buying
their groceries and opening their own doors.
I am all of the above, but there are properties, owned by the City, which are
ADA compliant, but not easily accessible by many.
It is there, where I want to begin my homework dialogue.
Sebastian BOYS&GIRLS CLUB
> last F met for 45 min with Director Andrew Edgecomb and Program
Director Kelly Nall
> I had served previously on a B&G Club Advisory Committee, so was
familiar with the layout of the facility, also that the front doors are very
heavy and hard to open/navigate on my own with walker, with no
handicapped button to front or rear doors
> Andrew greeted me/opened door, then placed a wooden door opener,
which I assume is used with clients entering
>the facility was built in 2006 and is ADA compliant with doorway width,
bathrooms, as well as incline in front/rear of the building, to include a
ramp/walkway on perimeter of the outdoor activity court
>Andrew/Kelly concurred that it would be advantageous to have
handicapped buttons for both front/rear doors, due to their weight
> I recommend that yellow large strips for the blind be installed at their
front/rear entry ways
>there are clients who have disabilities, but none currently, that are
physically challenged
> we are fortunate to have Andrew/Kelly serving the youth of Sebastian
SEBASTIAN OLD ELEMENTARY SCHOOL
I have voted 'early' many years, walked up the ramp with my walker,
greeted by a Poll man/woman, who opened the door for me and directed
me where to vote. This past weekend noted there is a 'handicapped' button
at the rear door.
Was this paid for by the City or IRSC?
SEBASTIAN CITY HALL COMPLEX
In my almost 12 years of living in Sebastian, I have attended many a
Council/Forums/FSL, Charter Review meetings and have had to rely on
someone opening the Chamber door, as they are heavy, not empowering
the disabled. As gracious as folks/Sebastian officers have been, a mere
push of a button entering/leaving would empower me/others.
*1 recommend that a handicapped button be installed for both doors,
leading into the Chambers from the rear parking area.
*To my knowledge, there is no handicapped button access to the Building
Permit Office or the Main Lobby side door by outer Chamber door. I
recommend that they be placed.
Also, there needs to be a slide on COS 25, informing residents/who may be
handicapped, when they make an appointment with officials on the 2nd
floor, as to how to access the elevator.
*The parking lot evening lighting, accessing rear handicapped parking, to
Council Chamber door, is not safely sufficient.
I have struggled alone, with my walker, also navigating the ADA Blind mat,
to my car.
I request further lighting be considered.
WASTE MANAGEMENT
My initial contact with Mr. Griffin was as a result of a Waste Management
form, required, signed by a Dr. to prove that I am 'Handicapped'. I was
irate. Folks in our area have abused the system.
I request that COS 25 run a slide informing residents about 'back door pick
up' by Waste Mgt. Folks are able to have garbage/recycling picked up right
by their garage door. Please post the form online/have available at
Reception Desk and be mailed to residents.
SENIOR ACTIVITY CENTER CONCERNS
I will defer to others, at this point in time.
