CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. CALL TO ORDER 2. The Pledge of Allegiance was recited. 3. ROLL CALL Present: Albert Iovino — Chairman Mildred Virant Michael Goodfellow Excused Absent: Carolyn Sartain -Anderson Andrea Ring Also Present: City Manager, Joe Griffin City Engineer, Frank Watanabe Community Development Coordinator, Margarita Hernandez Recording Secretary, Cathy Testa 4. AGENDA MODIFICATIONS —NONE 5. APPROVAL OF MINUTES — October 21, 2015 MOTION by Mr. Goodfellow and SECOND by Mrs. Virant to approve The October 21, 2015 minutes and passed unanimously passed by voice vote. 6. PUBLIC INPUT-- NONE 7. NEW BUSINESS A. Requesting ideas for the handicap playground at Friendship Park. Comments were sent in by Andrea Ring (See attached) Mr. Iovino read the comments made by Ms. Ring. He agrees with Ms. Ring that if we are going to build an accessible playground we should put it where there is already one in place and has ample parking. Mr. Griffin explained the reason for this meeting was a result of a discussion that the Parks and Recreation Committee had last month at their meeting. He explained there is a Capital Improvement Project to build an evidence building behind the Police Department which would infringe on the handicap playground that is there now. A proposal was made to the Parks and Recreation Committee, which they concurred with, to remove the playground. City Council passed a Resolution to donate that playground equipment to a local Church. The Parks and Recreation Committee would like to have another accessible playground built by Friendship Park where the bocce ball court is. Mr. Griffin asked for input from the Disabilities Advisory Committee as to what kind of playground equipment is available for disabled children ages 5 and below and ages 6 and above. Ms. Hernandez introduced herself and showed examples of playground equipment. (See attached) Ms. Hernandez explained they are looking to the Disabilities Advisory Committee to give specification as to what would make an inclusive playground. Mr. Griffin said that he is following the recommendation of the Parks and Recreation Committee to replace the disabled playground and hopes that the Disabilities Committee would recommend this also. He would leave it up to staff to investigate how much we should spend. MOTION was made by Mr. Goodfellow to extend their approval for this project. (SECOND was not audible) ROLL CALL: Mr. Iovino — aye Mr. Goodfellow —aye Mrs. V irant — aye Motion Carried 3-0. Mr. Griffin presented to the committee that he made a decision to make Mr. Watanabe the liaison for the Disabilities Committee along with Wayne Eseltine because they know more about the ADA law. 8. STAFF MATTERS — NONE 9. MEMBER MATTERS -- Mrs. Virant asked why there is not a handicapped accessible door into the building. Mr. Griffin explained that it is on the list of things to do and that Mr. Watanabe will be addressing this. 10. ITEMS FOR NEXT AGENDA L Update on the playground. ii. Update on the handicap door into the building. iii. New Accessible bathrooms for Barber Street Park. 11. ADJOURN Being no further business, Mr. Iovino adjourned the Disabilities Advisory Committee at 3:21 pm. I do have a few comments I hope will be put in the record. Community center New cement walk and porch looks great and made the walk from the parking lot to the community center very easy. There is a step down from the parking lot located behind the community center to the walkway. It is very steep and hard to navigate. The access ramp is not marked and a car was parked in front of it preventing me from using the ramp. Can the city mark the ramp so it will always be accessible? The outside table was very hot and I would not be able to use it. Is there something the city can do to remedy this problem? Can trees be planted to shade the table and bench area? The inside of the center was very spacious and looks like it can handle any wheelchair or emergency equipment with ease. The pamphlets and books were well displayed and in easy reach. The bathroom in the center was very clean. New accessible playground I believe the current playground located at Friendship Park is not used by anyone because: It is located in the middle of a field in hot sun — too much sun is not recommended by dermatologist Equipment is too hot to handle No close by parking No sidewalk connecting playground to a hard surface area Any new playground will need: Sidewalks that accommodate wheelchairs from the parking lot to the playground Shaded equipment - the pictures of the example playgrounds (provided by Parks and Recreation) show where trees are recommended to be planted My recommendation would be to put the accessible playground in a park that already has a playground. There is a larger playground at Barber Street Park and putting an accessible playground in this area would give all children in the family a place to play. There is ample parking at Barber Street Park. New accessible bathroom I would rather have an accessible bathroom built at Barber Street Park before an assessable playground is built anywhere.
