Parking Spaces (per Collier Club Development Agreement)
THIS IS AN IMPORTANT "HEADS UP!" MESSAGE.
This is to advise you in advance of some important newly identified issues that need resolution in the very near term
(approx. 2 weeks or less) regarding the widening of the Golf Course road and the providing of additional parking by
the Collier Creek Development per their longstanding development agreement with the City.
Ken Jones and I just came off a conference call with Doug Moulton and Mario Chavez of CDM (City's stormwater
consultants for the Twin Ditches project) and Rick Melchiori of WCG / Neel -Schaffer (Collier Club developer's engineer).
We may have some serious trade-offs to consider with decisions needing to be made in the very near future
(within the next 2 weeks) to avoid delaying both the City sTwin Ditches Retrofit Stormwater Project and the construction
schedule for Collier Club Phase III.
WCG and CDM will be providing a list of alternative courses of action in the matter by the end of next week for our
immediate consideration and decision-making process. The alternatives will involve how to handle the stormwater
permitting with SJRWMD in such a way as to:
• Not delay or compromise the City SW U Twin Ditches Retrofit Project;
• Enable the Collier Club Development to fulfill their developer's agreement (to the benefit of the City and the City
Golf Course) in a timely manner; and, now perhaps most importantly,
• Do so in such a way that does not expose the Golf Course to fairly comprehensive and stringent additional
permitting requirements by SJRWMD.
Our teleconference earlier this afternoon indicates there are likely to be some trade-offs to be considered and decided with
no one alternative course of action being totally painless. Therefore the need to address this matter immediately. The
time to meet and discuss the alternatives is likely to be as early as the end of next week, October 21-22, when we have in
hand the thought-out alternative courses of action from CDM and WCG.
Please stand ready to review, discuss, and decide.

The SJRWMD Criteria for permit requirements are very clear. Under Section 40C-42.022 (Permits Required)
Subsection 1-A, a permit is required for the construction of 4,000 S.F. or greater of impervious area subject to
vehicular traffic. See page 6 of 29 on the following link:

and movement within the parking area. In accordance with Section 40C-42.0225 (Exemptions) Subsection 5-
C, the construction of minor roadway safety projects including such things as widening which does not result in
additional lanes, is exempt from permitting. Therefore, it is my opinion that unless the parking area exceeds the
4,000 s.f. threshold, the improvements to the roadway would not need a permit. It is possible, that the district
would look at the overall project and determine the total job does exceed the thresholds and the only way to
determine that would be a preapplication meeting. I am open to discuss this further at your convenience.
