CHURCHMAN'S CONDO VILLAGE
(A RESIDENTIAL PLANNED UNIT DEVELOPMENT)
CITY OF SEBASTIAN, FLORIDA
WRITTEN MATERIAL
Ordinance 202-W, Section 20A-4.12, "Conceptual Development Plan:
Form and Content", paragraph E requires "Written Material" to be submitted
as part of the official application for PUD zoning. The required "Written
Material" is submitted as follows:
1. Planning Objectives: - Churchman's Condo Village is proposed
to occupy approximately 160 acres of land within the City of
Sebastian known locally as "Sebastian Greens". The Land Use
Plan designation is LD which permits a maximum of five units
per acre, but the existing zoning designation for this parcel
is R-2 which permits a maximun of 17 units per acre. The density
of the proposed PUD project is 5.0 unite per acre with 63% of
the project site open space. The project site was purchased
years ago and is presently owned by Dr. Ira Lee Eshleman and
Mr. C. B. Brown. They purchased the property primarily because
of the R-2 zoning which permits 17 unite per acre. However,
the owners have decided that the City of Sebastian PUD ordinance
will provide them with the necessary ingredients to develop the
Churchman's Condo Village into a successful, self contained com-
munity with complementing mixed uses even though the resulting
density is far less than 17 units per acre.
Dr. Ira Lee Eshleman is the founder of "Bible Town U.S.A." located
in Boca Raton, Florida. Dr. Eshleman was also named State of
Florida "Man of the Year" in 1960 when he built one of the largest
auditoriums seating over 2000 at the center of the famed Winter
Chatauqua. The proposed Churchman's Condo Village will be pat-
terned to a great extent after "Bible Town U.S.A." in Boca Raton
with the experience of Dr. Eshleman being utilized on the proposed
project. The "Conceptual Development Plan" proposes 700 condo
units to be constructed in clusters around a chain of lakes.
It is anticipated that the Churchman's Condo Village project
will resemble a local project known as Vista Royale with respect
to the winding roads, aeries of lakes and character of the condo
unit buildings. Each condo unit will sell for prices ranging
from $40,000 to $69,000 each and the project will have its own
social center building, recreation facilities, caretaker and
management. Twenty two acres of ground will be used for multiple
purpose and provide for the basic needs of the elderly people
and retired citizens of this project which will assure a unique
market appeal to the religious clientele. Ten acres of ground will

be set aside for the "Church of Tomorrow and Convalescent Center
Site" which will be non-sectarian in structure similar to Boca
Raton's Community Church that Dr. Eshleman founded in 1952. A
chapel that will double as a "World Vision Center" will be erected
on the same parcel of land. Eight acres will house the sewer
utility facilities and a plant/tree nursery and two acres will
contain a swimming facility and recreation center. The remaining
two acres will be used for a local convenience center. It is
very important that the elderly people of this project have a
variety of convenience stores and service facilities within easy
access of their retirement condos. The project will feature
a golf cart path system that can double as bicycle and walking
paths around the lakes to all project areas which will eliminate
much auto traffic and provide maximum secu.-ity for the residents
of Churchman's Condo Village.
2. Development Schedule: - The Churchman's Condo Village Project
will be constructed in three separate phases with each phase
estimated to take three years to complete. A "Proposed Phasing
Plan" is included as part of the official application for this
proposed PUD zoning and shows the details of the anticipated
phasing for this project.
3. Environmental Impact Statement: - The Churchman's Condo Village
"Vicinity/Existing Conditions Map" is submitted as part of the
official application for this PUD zoning request. The "Vicinity/
Existing Conditions Map" shows the proposed project site plotted
on a print of the Indian River County Map #6-25 which is an aerial
photo dated May, 1984 at a scale of 1" = 2001. The aerial photo-
graph shows the project site to be undeveloped and covered by
scattered young pine trees, saw -palmetto, and a variety of native
grasses on a typical acid flat woods range of myakka sand with
several scattered shallow pond areas. The project site is bordered
on the southeast by a developed portion of Sebastian Highlands
and on the northeast by an existing citrus grove. The project
Bite is bounded on the south by Englar Avenue and on the south
and west by undeveloped portions of Sebastian Highlands. The
northern portion of the project site borders a developed unit
of Sebastian Highlands including a large drainage canal system.
It appears that the project site does not involve any environ-
mentally fragile lands. Upon PUD zoning approval for this project,
actual wet lands, flood plains and any other significant environ-
mental features will be determined by on-site surveys by represen-
tatives of the Florida Department of Environmental Regulation
and the St. John's River Water Management District. The proposed

system of lakes will act as stormwater detention areas and will
not only function as a project amenity, but also as an environmen-
tal feature. The proposed lake area far exceeds the area occu-
pied by the existing shallow ponds and, therefore, the proposed
grading plan and drainage system improvements to be designed
under the preliminary phase of this project will have a positive
_impact on the overall drainage of the area. In order to construct
the system of lakes and the project improvements, it can be expec-
ted that most of the natural vegetation including the existing
pine trees will be removed during construction. Should any speci-
men trees such as oak trees or other vegetation and trees deter-
mined by the Florida Department of Environmental Regulation of
the St. John's River Water Management District to be valuable,
they will be left undisturbed. All steps will be taken during
construction in order to minimize negative environmental impacts.
4. Public Facility Impact Statement: - The estimated impact of the
Proposed Churchman's Condo Village Development on public facilities
is as follows:
a) Quantity of wastewater generated is estimated at 156,800
GPD based on 200 GPD for each residential unit and 1200 GPD
per acre for approximately 14 acres of non-residential areas.
(Not including the 8 acre treatment plant area).
b) The quantity of potable water required is estimated at 156,800
GPD based on the criteria used in (a) above.
c) Two acres are reserved for a project recreational area and
the facilities will include a recreation building and swimming
pool along with other recreational facilities which primar-
ily appeal to senior citizens.
d) There will not be any school age children in the proposed
Churchman's Condo Village.
e) The estimated property tax and/or sales tax revenue generated
by the project by phase is submitted as an attachment to
this Written Material.
f) The main and only planned entrance to the project is located
on Englar Avenue which is a major transportation link between
Schumann Drive and Barber Street. A gate house at the main
entrance will limit access to Churchman's Condo Village.
All traffic from the project will be directed to Englar
Avenue. The "Conceptual Development Plan" shows an 80'
wide right-of-way to be dedicated to the City of Sebastian

for future extension of Banks Avenue as required by the
City Master Plan and it is possible that a future second
project entrance will be constructed along Banks Avenue.
The proposed Churchman's Condo Village is designed as a
self contained project to be populated by senior citizens.
Since many of the senior citizen residents of Churchman's
Condo Village will not own care or will use them very little
since they can use golf carts, bicycles or walk to on-site
convenience stores, recreation facilities and church, very
little vehicular traffic should be generated for exit and•
entrance onto Englar Avenue.
In general and with respect to Public Facility Impact, the proposed
Churchman's Condo Village will generate a minimal amount of vehicular
traffic and not generate any school age children. Therefore, the City
of Sebastian can anticipate that the Churchman's Condo Village Project
will produce a very positive Public Facility Impact.
