INTRODUCTION CHAPTER12ECONOMICDEVELOPMENTELEMENT Chapter163.3177, FloridaStatutes (F.S.) prescribesaneconomicelementasanoptionalelementin localgovernmentcomprehensiveplans. TheCityofSebastianhasdecidedtoincludethisoptional elementhereincalledtheEconomicDevelopmentElementinordertoorganizeandunifyits economicdevelopmentprioritiesandprograms, andtoensurethattheCity'seconomic developmentactivitiesandpoliciesareconsistentwithandfurthertheotherelementsofthe ComprehensivePlan. ThisData, InventoryandAnalysisReportincludesaneconomicprofileoftheCitydescribing existingeconomicconditions, overviewsofpreviouseconomicdevelopmenteffortsandsummaries ofkeyissuesordata. Itshouldbenotedthatasignificantamountofeconomicdevelopmentresearchandanalysishas beenconductedattheCountylevel, includingthedraftIndianRiverCountyEconomic DevelopmentElement. ThisCounty -levelanalysisappliestoSebastian. However, theinformation presentedhereinis, whereverpossible, morespecifictoSebastian, andshouldbeconsideredwithin thecontextofIndianRiverCounty'seconomicconditionsandeconomicdevelopmentefforts. B. GEOGRAPHYMARKETRELATIONSHIPS SebastianislocatedthenorthernmostendofIndianRiverCounty, betweentheSt. SebastianRiver onthewestandtheIndianRiverLagoonontheeast. Melbourne (approximatepopulation78,000) isabout20milestothenorth, whileVeroBeach (approximatepopulation18,000) isabout15miles tothesouth. Sebastianhasimportanteconomicconnectionstobothoftheselocalities, intermsof commutingpatternsandexchangeofgoodsandservices. Melbourne'sairportisalsothenearest withmajorairlinepassengerservice. Sebastian'slocation, whilefreefromthesuburbansprawland othernegativesofthemajormetropolitanareasofSouthFloridaandOrlando, nonethelessoffers relativelyeasyaccesstothemandtheirservicesandattractions. WestPalmBeachtothesouth, and Orlandotothenorth, caneachbereachedbycarinabout1.5hours. TheCity'slocationonthe IndianRiverLagoonisalsoeconomicallyimportant. NotonlyistheLagoonanimportantelement intheCity'scharacter especiallyoftheDowntown /Riverfrontareabutals— supportsanumber ofwater -basedeconomicandrecreationalactivities. Allofthesegeographicalfactors alongwith thesemi- tropicalclimate helptomakeSebastianasignificantdestinationforretirees, aswellasto maketourismanimportantlocalindustry. C. KEYINDUSTRIES KeyindustriesinIndianRiverCountyhavetraditionallybeenagricultureandtourism, whichare nowcomplementedbyinformationtechnology, healthcareandlightmanufacturing. Forseveral years, constructionhasbeenalargesectorinIndianRiverCounty, accountingforasignificantshare ofemployment. ThesamelargelyholdstrueinSebastian. TheCitytrailsbehindIndianRiverCountyinthosewithabachelor's degreeorhigher. However, youngerresidentsseemtohaveahigherpercentagewiththesedegrees thanothers. ThisisimportanttoconsiderasSebastiantriestoattractmoreresidents, business ownersandemployeesofprimeworkingagewiththeskillstopowereconomicgrowthintheCity. ThedataalsosuggestthatSebastianresidentsareincreasinglytravelingfurthertoworkwhich, while mirroredinIndianRiverCounty, goesagainstthetrendintheStateofFlorida. Finally, thedata showthatSebastianhasbecomemoreautodependentforworkrelatedtrips. Thisispotentially relevantforanumberofreasons. Oneisthatifthisiscausedbyalackofaccessibilityfrom Sebastianneighborhoodstojobsbymeansotherthanprivateautomobile, itwillverydifficultfor thoseunabletodrivetosupportthemselveseconomically. ItisalsorelevantasSebastianattempts tobecomeamore "green" Cityandattractsustainableindustries. Areversalofthistrendwould signalprogressintheefforttobecomemoregreen, andwouldalsobeasellingpointwhentryingto attractsustainableindustriesabouttheCity'sseriousnessinstrivingtocreateamoresustainable future. ThesestatisticsarenotavailableattheCitylevel. AccordingtotheBLS, inApril2010, the unemployment rate in Indian River County was 13.1 percent. This is a significant increase over the unemploymentrateinApril2009, whenitstoodat11.1percent. However, theratewasalsodown substantiallyfromthepriormonth (March2010), whentheratewas13.9percent. Whilelimitedin scope, thesenumberssuggestthatthelabormarketinIndianRiverCountyisimprovingslowly, coinciding with a gradual improvement in the national and state economies. Directmarkettherelocation /expansionopportunitiesintheCityofSebastianatthe SebastianMunicipalAirporttoaircraftownersthatownabusinessinMiami -Dade, Broward, andPalmBeachcountiesthroughahighlytargetedsalescampaign. 5. Developapromotionalcampaigntoprovideprospectswiththeopportunityto experiencetheCityofSebastianandtheimprovementsattheSebastianMunicipal AirportandthefeaturesandbenefitsoflocatingabusinessintheCityofSebastian 6. PartnerwiththeSebastianRiverAreaChamberofCommercetopromotetheCityof SebastianandtheSebastianRiverareacapitalizingonthesynergyofthecombined strengthsoftheCityandtheChamber. In2007, theSebastianCityCouncilheldanEconomicDevelopmentWorkshop. Thisinitiativewas conductedinconjunctionwiththeSebastianRiverAreaChamberofCommerce. Asaresultofthe workshop, theCityCouncilagreedtocreateanEconomicDevelopmentPlan, andtheChamberof CommercecreatedanEconomicDevelopmentTaskForcetoassistinthepreparationofthePlan. TheTaskForcemetfromNovember2007throughApril2008, andmemberswereappointedbythe ChamberofCommerce. Theprepareddocument "EconomicDevelopmentPlanfortheCityof Sebastian" waspresentedtotheCityCouncilinaworkshoponJanuary7, 2009. Thisplanput togetheranoverallstrategyforimplementingeconomicdevelopmentpoliciesinSebastian. H. QUALITYOFLIFE Increasingly, attractingemployersrevolvesaroundqualityoflifefactors. Becausephysicallocation hasbecomelessimportantformanycompaniessuchasinternetcompanies thequalityoflife offeredforowners /executivesanditseffectonabilitytoattractskilledemployeesbecomesmore important. Sebastianhasmanyadvantagesinthisarea, includingthesurroundingnaturalresources, climate, smalltown "oldFlorida" atmosphere, parksystemandeasyaccesstomajormetropolitan areas. Inordertoattractaskilledworkforcethatwillinturnattracthigh -techemployers, however, Sebastianmustcontinuetobuildonthesequalityoflifestrengths. The2010Evaluationand AppraisalReport (EAR) includesanumberofrecommendationsrelatedtomaintainingand improvingSebastian'squalityoflife. Theserecommendationsarecenteredaroundtheconceptsof housing choice, alternative transportation, maintainingcommunity character, recreational improvementsandcarefulplanningforanyfuturedevelopmentonSebastian'soutskirts. I. AVAILABILITYOFSITES TheCity's2010EvaluationandAppraisalReport (EAR) oftheComprehensivePlansummarizes andexpandsupontheanalysisinthePlantoprojectfutureneedforcommercialandindustrialland, andconcludesasfollows: Commercial: BasedtheexistingproportionofcommerciallandusestopopulationinSebastian, the FutureLandUseElementprojectsaneedforatotalof371acresofcommercialusein2025. burt'.iert„8 September9, 2010 CITYOFSEBASTIAN COMPREHENSIVEPLANECONOMICDEVELOPMENTELEMENT ExistingcommercialdevelopmentplusavailablecommerciallandontheFutureLandUseMap includingRiverfrontMixedUse) yieldsabout312acres." Industrial: TheFutureLandUseElementprojectsaneedforatotalof345acresofindustrialuses in2025, againbasedonexistingproportionsoflandusetopopulation. Existingindustriallandand vacantindustriallandontheFutureLandUseMapaddtoonly138.4acres. However, accordingto theFutureLandUseElementmethodofdeterminingexistinglanduse, therearecurrently225acres ofindustrialuse, whichwhenaddedtothe51.81acresofvacantindustrialontheFLUM, totals about277acres, suggestinganeedforanadditional68acresofindustrial."
