1. Call to Order— Chairman Sims called the meeting to order at 6:00 pm.

5. Approval of Minutes — Regular Meeting February 27, 2017
A motion to approve the February 27, 2017 minutes as presented was made by Ms. Flescher,
seconded by Ms. White and passed unanimously by voice vote.
6. Unfinished Business
Item A: Citywide Parks and Recreation Master Plan Status
Minutes from March 8t" City Council Meeting
Ms. Hernandez reported that the modified Tindale Oliver proposal was presented to the City
Council at their March 8t" meeting and was rejected by a 5/0 vote.
Item B: Friendship Park Special Needs Playground Status
Ms. Hernandez stated that she has been in contact with the Physical Therapist for Indian River
County and they are working together to prepare a list of appropriate equipment for the park
which will be provided to the Committee at their April meeting.
Item C: Pickle Ball Status

Mr. Schulke, Schulke, Bittle & Stoddard, stated that after the previous Committee Meeting and
working with City staff he prepared the conceptual drawings and cost estimate which are being
presented this evening. He explained that the plans are for 4 courts initially, with the provision
for 4 additional courts for future expansion. He provided a detailed explanation of the plans as
related to positioning of the courts, material to be used, fencing, curbing, lighting, parking,
roadways, etc. He stated that the site could be prepared for the 8 courts, but only 4 could be
completed at this time if so desired. He stated that, as a cost saving measure, the design had
been done to avoid disturbing existing lighting and drainage. He explained the parking and
roadway arrangement and stated that had been accomplished using land currently owned by
the City. He provided details on the drainage and retention ponds on the site and explained that
there would be some additional drainage work required if the City decides on the 8 court design.
He stated that the cost for 4 basic courts would be $368,862.78; 8 basic courts would be
$527,872.84. He explained that if the upgrade options were included the cost of 4 courts would
be $482,746.88; 8 courts would be $687,873.34. He then reviewed and explained each item of
the cost breakdown.
Following discussion it was agreed that keeping the cost down is very important. Mr. Griffin
suggested that he, staff and Mr. Schulke review the plans to determine what features are
necessary for development now; what features would be more cost effective to do now rather
than later; and possibly areas where the plans could be adjusted to reduce cost. That
information would be brought back to the Committee at their next meeting for review and
approval; based on the Committee's decision it would then go to City Council.
Ms. Webster pointed out that the cost would be paid from the recreation impact fees from each
zone. She requested that an updated report on the impact fees be provided at the next
meeting.
Following discussion regarding the cost, usage and funds available from recreation impact fees
the consensus was to proceed with 4 courts.
A motion to direct staff to proceed with the plans to construct 4 pickle ball courts (with permitting
for 8) was made by Ms. Webster, seconded by Ms. White and passed unanimously by voice
vote.
Item D: Pete Harris Plaque Status
Ms. Hernandez reported that she had placed the order for the plaque and it should be received
sometime this week.
Item E: Restrooms at Barber Street Sports Complex
Mr. Watanabe distributed a diagram of the proposed facility to the Committee. He stated that it
will be 30' x 30' and will be similar to the facility at the skate park. He explained that the septic
requirements will be the same as the existing facilities. He stated that the plumbing will be
contained within a chase between the men's and women's bathrooms. This design makes
maintenance easier and provides storage. He estimated that the cost would be approximately
$130,000 for the entire project. He explained the reason for replacing the existing facility is
because of its age and the fact that it was built prior to ADA requirements. The new facility will
meet all ADA and Code requirements. He stated that the location was selected because it is

close to the existing electric and sewer which keeps the cost down and the location is
convenient to the fields. He estimated that the project would be completed by the end of the
summer.
7. New Business
Item A: Comprehensive Plan Parks and Recreation Element —
Treasure Coast Regional Planning Council

Mr. Griffin stated he had met with the TCRP Council and as reflected in Project Task Order #1,
a review of the Parks and Recreation Element of the Comprehensive Plan will be conducted; a
GIS inventory map will be created; a determination of current level of service and potential
deficiencies; the impact of area growth will be considered; a 5 year capital improvement plan will
be created with input from City staff, Parks Board and City Council. This service will be
provided for the amount of $19,600. The consensus of the Committee was that this procedure
would be very helpful to the City in years to come.
8. Public Input — None
9. Staff Matters
Mr. Griffin praised Ms. Hernandez and Mr. Watanabe for their efforts on behalf of the Parks and
Recreation Department. He stated that Mr. Watanabe was instrumental in moving the Restroom
at the Barber Street Sports Complex forward so quickly.
Ms. Hernandez stated the Easter Egg Hunt is scheduled for Saturday, April 15th. She invited the
members to come to the event and to help if they would like to do so. She stated that she will
email the information to the members.
10. Board or Committee Member Matters
Ms. Webster thanked staff for their work on the park plans and all they do to make the
Committee's job easier. Ms. White thanked Ms. Hernandez for her prompt response to her calls
and questions. Mr. Sims voiced his appreciation for the staffs support too.
11. Items for Next Agenda and Date — The next meeting date is April 24, 2017
12. Adjourn Chairman Sims called for any further business, hearing none he adjourned the
meeting at 7:10 pm.

Agenda Item A
All Inclusive Playground Specs for Bid Process
The City of Sebastian is currently looking to procure an all-inclusive playground that will not only grant
access to, but also motivate and actually challenge children with disabilities. While some playgrounds
are categorized as being accessible because they offer an "access point" to children of all capabilities,
they are mainly designed for and utilized by children who do not have physical disabilities. Because of
this, the City of Sebastian wants to install an all-inclusive playground at Friendship Park, principally
geared toward children who have physical and/or mental disabilities.
• Anticipated budget is $30,000.00
• Minimum use zone of 40' X 30' and Maximum use zone of 50'X 75'
• Age Group: 2-12
• Playground design and structure must comply with all current federal, including, but not limited
to ADA and ADAAG guidelines, as well as CPSC, ASTM and IPEMA guidelines.
• Playground materials and finishes must be selected with child safety in mind, must be highly
durable and must be warranted for a minimum of 15 years.
• Provide Manufacturer's Warranty in writing
• Provide a minimum of 3 wheelchair -accessible ramps that lead to upper decks, with rails
• Provide a minimum of 4 wheelchair -accessible, sensory -stimulating activity panels
• Provide a minimum of 2 activity panels
• Provide a minimum of 1 Climber, designed for ages 5 to 12
• Provide a minimum of 1 slide designed for ages 2 to 5
• Provide a minimum of 2 Shade Canopies
• Provide a minimum of 1 Transfer Station
• Provide a minimum of 3 Balcony Decks
• Provide Manufacturer Operations Manuals
• Post construction, provide inspection of the playground by a Certified Playground Safety
Inspector, with proper documentation forwarded to the City of Sebastian.

PROPOSAL
"ALL IT TAKES IS ONE ACCIDENT"
We are making a proposal to you for PLAYGROUND SAFETY SERVICES which involves
taking many steps and measures. Even if you already have a program in place, or components of it in
place, we must stress to you the importance of an outside evaluation to see how to improve upon it,
correct it, or get it started if not in effect at the present time.
Please note, SAFETY PLAY, INC. does not sell or repair playground or recreational equipment so
that our work performed for you remains free from conflict of interest! However, we do draw upon past
manufacturing experience to offer you the best modification recommendations!
Although there will always be a certain level of risk involved, there is a legal duty for you to provide a
safe playground/recreational area for the users. Our goal is to provide you with a customized safety
program to fit your particular needs for your different sites.
PLAYGROUND SAFETY AUDITS
(more detailed than "INSPECTIONS")
Audits should be performed on each piece of equipment ONLY ONCE, unless modified or
damaged, or if the rules change. Then you can proceed to keep it safe by periodic inspections yourselves
To date, Scott Burton is one of the only insured auditors available.
AUDITS are extremely detailed reports which discover existing hazards not found in typical
inspections. Hazards are listed in a priority manner. Sometimes it is discovered that the manufacturer,
designer or installer is at fault, and we will try to work with you to get them to correct these. This alone
usually pays for our services.
Your staff, even if Certified Inspectors, may detect only so much for a number of reasons. The Standards
and Guidelines can be difficult to interpret correctly, and they are contradictory at times. Your inspectors
may not be experienced enough with the various proper hazard identification techniques. Typically,
inspectors do not have the 13 -piece TOOL KIT to perform a complete inspection. They may not have the
experience that it takes to be able to properly design a specific modification that will pass the tests. Having
a third party audit helps eliminate "biased self -inspection" accusations in court.
INSPECTIONS are reviews that are performed more frequently than audits, sometimes by your own
trained personnel on a frequency level that depends upon the type of equipment and surfacing, its age
and wear, and its level of use. Most entities are used to performing these inspections yet are missing the
most life-threatening hazards found only in a thorough audit! Remember, Safety Play complies with
ANSI Z34.1 Standard for third party audits!

AUDIT INCLUDES;
INVENTORY OF ALL EQUIPMENT
You will receive an aerial view of the equipment on each site, with pictures of each piece of
equipment identified by number for inventory, audit referrals, and identification purposes.
You will receive a report on each site listing all of the hazards on all of the equipment, layout, and
surfacing. Hazards are rated in priority. This will establish what needs attention first, what you can
plan and budget for later, or which equipment should be discarded (as a last resort).
Past experiences will be utilized to suggest exactly how to modify the hazards the least expensive
way so that they will pass. Some "do-it-yourself' modifications can fix one hazard and create others!
We can guarantee to provide you with recommendations that will comply when we are finished!
Sometimes it is discovered that the manufacturer, designer or installer is at fault, and we will work
with you to get them to correct the problems. This alone usually pays for our services!
Based on the package you select, we will check if your equipment and site pass the above current
laws, ADA (wheelchair accessibility rules, applicable even if you DO NOT have anyone in
wheelchairs! Limited to equipment inside the Use Zones only), CPSC Guidelines, ASTM Standards
for playgrounds AND fencing, signs & labels, including some of the future rules that we know are
coming (Scott Burton is on the committees that write them). This is how you will benefit by his being
on the committees that create the rules, some of which become law.
FEATURE; ADA, ASTM & CPSC section numbers are referenced throughout the audit (after the
description of the violation) so that you can see exactly where the violation is. This helps
tremendously when seeking clarification for yourself or for a vendor!
CERTIFICATE OF COMPLIANCE
You will receive a Certificate of Compliance once the site has passed, and can use this as a
promotional item if you wish. Use it to lower your insurance rates, since the insurance companies'
exposure is now removed.
COSTS
QUOTE) BETTER THAN A "FLAT RATE" QUOTE; Basically, the regular hourly rate is
$150.00. However, the "not to exceed" cost of the audit, is as follows;
The "not to exceed" cost of the audit is as follows in the "PICK YOUR PACKAGE" program` (the audit
fee is $150/hour canned by the "not to exceed" prices below);
PACKAGE #11 not to exceed $14,500.00 for auditing according to the ASTM #171487-11 & F1292 (drop
tests for HIC and Gmax values only) playground safety Standards and the CPSC playground safety
Guidelines #325 (2010 version) only.
PACKAGE #2) not to exceed $15,500.00 for auditing according to the rules stated in PACKAGE #1, plus
auditing for compliance to ASTM #F2049-11 (playground fencing Standard).
PACKAGE #3) not to exceed $16,500.00 for auditing according to the rules stated in PACKAGE #2, plus
auditing for compliance to Federal ADAAG (ADA) (playground wheelchair accessibility rules, limited to
equipment inside the Use Zones only).
*It is highly recommended that you chose PACKAGE #3 for safety & liability purposes
By choosing other Packages you agree to release Safety Play, Inc. and its agents of liability for not
auditing to those other rules.
All quotes include all travel costs and time. If the travel expenses can be combined with another job then
the end cost will be less since costs and time will be shared with another client.

CHILDREN UNDER 2 YEARS OF AGE NOR THE "SPLASH PAD" PARK. That requires
different Standards and tools, and CPSI's are not trained for doing that age group or type!
Ouote is based on 12 sites to audit. The cost of the audit depends upon the amount of equipment,
severity of the hazards found, and recommendations to report. The research, review, report, and
recommendations are included in the above "not to exceed" price, which is for initial audits.
By accepting this proposal, you allow me to NOT provide a detailed report on equipment
that ultimately needs to be removed (as opposed to you paying me to come up with modification solutions
on that particular item that will be removed anyway, i.e., rotted/corroded equipment, something will cost
more to fix than to replace, etc.). Please advise if you intend otherwise.
*EXAMPLE; if it takes me only 2 hours total, then your cost will be $300.00, plus any travel expenses,
BUT YOUR GRAND TOTAL WILL NEVER BE MORE THAN THE "NOT TO EXCEED" ABOVE.
RE -AUDITS (if required for the equipment that has had the initial audit performed already) are much less
expensive.

By signing this quotation the customer is accepting the attached terns and conditions.
Our inspection is intended solely to evaluate the current condition of the playground. This report addresses the condition of playground
equipment as of the date and time of the inspection only and does not address any changes in, damage, additions or alterations to, or removal of
any of the equipment after the date and time of the inspection. We recommend that an inspection be conducted by a qualified playground
equipment inspector at least once per year and also (a) whenever equipment is damaged, added, removed or altered, (b) when the equipment will
be used by children in age groups other than those considered in prior inspections, (c) whenever the equipment is subject to damage, abuse or
unusual wear and tear, and (d) as circumstances otherwise warrant.
Our inspection is not invasive or technically exhaustive, and our inspectors did not attempt to access inaccessible areas or open or unlock any
playground equipment in connection with the inspection. Latent, concealed and hidden defects and deficiencies are specifically excluded from
the inspection. Abnormal or unusual circumstances may warrant or require further or additional safety procedures and considerations.
Playground Guardian has no liability, and assumes no liability, in connection with any services, general items or materials provided, or any
safety suggestions made, by Playground Guardian. Our inspection may not disclose or report every possible safety procedure that could be
recommended or made with respect to the playground equipment. Playground Guardian makes no representations or warranties as to
merchantability, fitness for any particular purpose or infringement. Further, Playground Guardian makes no representations or warranties that

The basic checklist inspection includes a general overview of the play areas , including ground hazards,
equipment, and surfacing, with recommendations for repairs or maintenance required.
The audit gives a more comprehensive report on many items, including ADA accessibility, environment,
protective surfacing, use zones, equipment etc.
We do NOT do a drop test. That is done by manufacturers of safety surfacing to ensure that their product meets
the recommended standard in ASTM F1292 when installed correctly.
