Description of Assignment:
Schulke, Bittle & Stoddard, LLC will provide conceptual planning and preliminary cost estimating for
the site development of new improvements to Friendship Park including 8 pickle ball courts,
relocation of ADA compliant playground, 10 +/- parking spaces and driveway, lighting, and necessary
modifications to existing pavement and drainage facilities. See detailed Scope of Work (Exhibit
A).
Deliverable and Fee:
The project plans and documents will be delivered as follows:

SCOPE OF WORK — EXHIBIT A
General Description
Schulke, Bittle & Stoddard shall provide civil engineering for the site development of new improvements to
Friendship Park including 8 pickle ball courts, relocation of ADA compliant playground, 10 +/- parking
spaces and driveway, lighting, and necessary modifications to existing pavement and drainage facilities.
Conceptual Planning and Design Development
1.0 Preliminary Engineering
1.1 Title Work — Research IRC Records: Title search will be performed on the following properties to
ascertain existence of access rights of way or easements along the City's east property line
(Cross Street):

1.2 Survey: A specific purpose survey will be prepared for this project. The survey will include:
a. Boundary survey of City parcels:
• Parcel No. 31390600005000200001.0 / 17.56 acres
• Parcel No. 31390600000001000014.1 /0.73 acres
Location of improvements will not be provided, except as included within description of
topographyfimprovements in b. and c. below.
b. Topography/Improvements: Topographical survey and location of all readily visible
improvements will be provided within a limited development area, including all areas north,
east and west of the Boys and Girls Club.
C. Access/Rights-of-Way survey: A specific purpose survey depicting record rights-of-way or
access easements along the City's east property line and providing topography and
location of improvements within these areas.
1.3 Environmental Site Review: N/A (not necessary)
1.4 Soils Testing: N/A (existing geotechnical data of record will be referenced)
1.5 Conceptual Plan Preparation:
a. Prepare up to three (3) conceptual development plans of the new recreation facilities,
incorporating the boundary survey and existing site conditions. The plan will include
existing and proposed paving / access / parking lot configuration, building locations,
recreation improvements, and conceptual utilities and drainage, and other proposed on-
site improvements.
b. Coordinate with applicable utility providers and the City of Sebastian Public Works
departments to determine required on-site utility, roadway and drainage infrastructure and
determine necessary construction required.
C. Submit plans to staff for review and comment.
d. Lighting plan
1. Site investigation to determine existing fixture types, electrical supply, and possible
locations of new equipment such as light fixtures, electrical outlets, water fountain, and
other basic electrical loads.
2. Prepare 2 or 3 schematic design layouts for the electrical and lighting equipment with
an estimated equipment and installation cost for each design.

1.6 Conceptual Cost Estimate: Prepare site development construction cost estimate for each of the
three (3) conceptual development plans and schematic electric and lighting equipment.
1.7 Presentation/Parks & Recreation Committee Meeting and City Council Meeting: Attend Parks &
Recreation Committee meeting and City Council meeting to present conceptual plans and cost
estimates for consideration.

The following consultants will be retained by SBS to provide all necessary services.
The consultant fee is
included in SBS cost above:

Reimbursables will be billed direct to the client at cost or paid direct by the client, and include permit
application fees, surveying, soils and/or other required field tests, prints, copies, mailings/ FedEx,
mileage, archeological or environmental consultation and studies, traffic analysis/ consultation, traffic
counting, etc.
Prints - $2.00/sheet
Xerox Copies - $0.15/page
Mileage - $0.54/mile
Other Reimbursables —at cost
Invoices shall be submitted monthly, and the invoice amount shall be in proportion to the percentage of
the Scope of Work complete.
All payments must be received by the Engineer within 30 days of the date of an invoice. Any payments
received after said date will be subject to a late interest fee of one and one half percent (1-1/2%) per
month. The client shall be responsible for all attorney's fees, court costs, and related expenses incurred
in the event that payment is not timely made and proceedings are brought by the Engineer to collect
sums owed.
RATE SCHEDULE
The following rates will apply to actual time devoted by Schulke, Bittle & Stoddard, L.L.C. staff to this project
computed to the nearest % hour.
