SUBJECT: Status Report on Bidall Enzymes 300 Cultured Bacteria
On December 7, 1994, Trenton Perkins asked me about the use of the
Bidall Enzymes 300 cultured bacteria he sold to us for use on our
lift stations for controlling odor and grease. I talked with Skip
Cruce, who told me that he had started using the product on August
29, 1994, in Lift Station No. 1 located at the Caprol Lane and
Schumann Drive intersection. He used the product for eleven (11)
consecutive days between August 29, 1994, and September 8, 1994.
Skip said that he did not visually notice any reduction in the
amount of the sludge build-up.
Skip also said that he couldn't spray the cultured bacteria
properly because it clogged the nozzle of the sprayer that Trenton
Perkins had given us. The cultured bacteria is in granular form
and it must be mixed properly with water. Otherwise, it will
coagulate to block the sprayer nozzle.

SUBJECT: Cultured Bacteria
Today I met with Trenton Perkins, Sales Engineer for Bidall, Lake
Wales, Florida (813) 676-5393 in regard to "cultured bacteria".
Cultured bacteria are "grease eating" bacteria which can be used in
lift stations and in the sludge digester. Cultured bacteria also
acts as an odor suppressant. Attached is the HSDS.
The product manufactured by Bidall is known as "Enzymes 300" which
consists of 3 billion germs/gram. It comes in granular form and
one (1) pound is mixed with 5 gallons of water to be sprayed or
poured on the walls of the lift station. It can be poured into the
digester. Enzymes 300 supposedly works within 15 to 20 minutes and
is guaranteed. The end product is water and carbon dioxide. It
will not affect concrete or metal. Dosages can actually be reduced
over time.
The cultured bacteria comes in 100 lb., 50 lb, and 25 lb
containers. The price per pound for 50 to 100 lbs. is $9.00. The
least amount to be purchased is a 25 lb. container for $10.00 per
lb. or $250.00. It may be worth our while to order some and try
this product where it will do the most good, such as in Lift
Station No's 1 and 2, and the sludge digester at the wastewater
treatment plant. Let me know what you think.

numbers of beneficial bacteria, along with specific enzymes, to

flourishing population of the right kinds of organisms, ENZYMES
300 allows maximum use of treatment capacity and provides a
buffer to keep the system operating at peak efficiency even
when conditions are not ideal. Non -caustic and non -corrosive
ENZYMES 300 will not attack metals, porcelain or other
materials commonly used in drains, lines or sewage systems.
Application: For primary and secondary digesters (both aerobic and
anaerobic), settling tanks, and Imhoff tanks, use 1 pound of
ENZYMES 300 per week for each 1000 cubic feet (approximately
5000 gallons) of tank capacity.
When a heavy scum blanket or grease layer is present in the
digester, use a "slug" treatment of 1.5 pounds per 1000 cubic
feet of capacity, repeating every other day.
For settling or seepage lagoons, add 1 pound weekly for each
500,000 gallons of lagoon capacity.
In any program, an initial "slug" treatment will be necessary to
establish the required enzymatic and bacterial action -
approximately 2 to 3 times the recommended treatment rate for
2 to 4 weeks.
For calculation purposes, an acre. of water 1 foot deep contains
approximately 330,000 gallons of water.
Suggested Fill two jars half full of water at a temperature of about 1000F.
Demonstration: Mix a teaspoon of ENZYMES 300 in one. Add 3 or 4 cat food
pellets to each jar and observe. The cat food pellets will float on
the untreated water for several hours after the ENZYMES 300
have disintegrated the pellets in the other bottle.

RE: . Bidall Cultured Bacteria Enzyme 300 for use in Lift Station
In meeting with Trenton Perkins, Sales Engineer for Bidall, Lake Wales, Fl,
(813)676-5393, I ordered 25 lbs of Enzyme 300. This product should control the
grease and scum in the lift stations. The product should arrive next week. Mr.
Perkins suggested that the following procedure for use of the cultured bacteria:
1) Na one (1) pound of Enzyme 300 in 5 gallons of water for each lift station.
Spray the product on the walls of the lift station as close to the normal -level to
which the wastewater rises.
2) The next day, add one (1) gallon of solution to each lift station. Do this for
seven (7) consecutive days.
3) After 7 days, mix 1/2 pound per five (5) gallons and spray approximately one
(1) gallon in each lift station.
4) After 14 days, we should see very positive results. Then add one (1) gallon
per week. We can try this product in Lift Station No. 1, No 2, and Captain
Hiram's or others that we desire.

Award will be based on Total Price. This will show a total of analyses

6.5 Any deductibles or self insured retentions must

SCOPE OF SERVICES
LABORATORY ANALYSIS
The Department of Utility Services, both the Water and Sewer
Division and the Landfill Division have sampling and analysis
requirements. These analyses for a calendar year are estimated at
$120,000.00.
A copy of the landfill monitoring plan is attached. Sampling
services shall be provided for the landfill and a quarterly report
generated as to variances, and MCL violations. A yearly trend
analysis report shall also be generated. A site specific, FDER
approvable QA/QC plan shall be generated 45 days from award of
contract.
A listing of water and sewer analyses is attached and turn -•around
times are indicated on all parameters. Results for process control ••
shall be available via telephone upon completion of the analysis. A
sample holding facility shall be available with a minimum pick-up
of every 12 hours daily and every two hours from the hours of 7:30
a.m. to 5:00 p.m. The sample holding facility shall be within 5
miles of the State Road 60 corridor east of 82nd Avenue. Results
shall be submitted on a plant per page of report basis. BODS are to
be run on live not fixed and seeded samples.
Laboratories shall submit a copy of a DER approved generic Quality
Assurance plan and the past two years of performance'records in EPA,
DER and HRS analysis audits and QA round robins.•`All laboratories
shall submit quotes for analyses based on like- detection limits
i.e., drinking water analyses, detection limits shall meet drinking
water MCL limits, groundwater detection limits shall meet
groundwater MCL's and likewise with surface water determinative
analyses. '.
Sampling of surface sites and monitoring wells shall meet all
criteria as established in "Standard Methods"*and EPA manual PB -297
686 and published in the Federal Register as to sampling procedures,
containers, fixing agents, holding times and chain of custody record
keeping as well as follow exactly the QA plan as approved. Landfill
monitoring well sampling shall •be conducted with such technique,
pumps and tubing so as to assure no chance of cross' contaminating
samples.
All laboratories whether contracting directly or indirectly for work`
with Indian River County shall be open to inspection prior to bid
award and during the length of the contract.

SPECIAL CONDITIONS
A. SCOPE
The purpose and intent of this invitation to bid is to secure firm prices and
establish a term contract to SERVICE NON -TRANSIENT COMMUNITY
WATER & WASTEWATER TREATMENT PLANTS, as specified herein.
B. DELIVERY
Prices quoted are to be FOB destination various locations within Indian
River County and shall include any and all costs incurred in the
performance of work specified herein.
C. AWARD OF BID
Items in group as marked, will be awarded by group. Therefore, it is
necessary for a bidder to bid on every item in the particular group in which
the bidder submits a bid in order to have a bid considered. It is also required
that the bidder carefully consider each item, and make sure that each one
meets the specifications as indicated. In the event that one item does not
meet such specifications the entire group bid will be disqualified.
The School District of Indian River County reserves the right to: (1) accept
the proposals of any or all of the items it deems in its sole discretion to be in
the best interest of the School Board; and (2) the School District reserves the
right to reject any and all items proposed.
It is anticipated that award will be made at the November 23, 1993, regular
board meeting.
Bidders interested in receiving a copy of the bid tabulation should include
with their bid response, a stamped self-addressed envelope.
D. TERM OF CONTRACT
The term of this contract shall be November 24, 1993, through November
23, 1994, with the option to renew annually for two (2) additional years.
Annual renewal acceptance will be based on the successful bidder and
school district agreeing to specifications, terms, and conditions and

maintaining firm prices for the forthcoming year. All prices shall remain
firm for the duration of this contract.
E. BIDDING REQUIREMENTS
1. Purchases made by the district are exempt from the State Sales Tax and
Federal Excise Tax. This does not exempt the contractor from paying
sales tax. Any sales taxes paid are the responsibility of the contractor.
2. Bid must be submitted on this form only. Return bid in the enclosed
orange envelope. If your bid will not fit in the orange envelope, use
that envelope as a label to address and identify larger envelope.
3. Late bids that are properly identified will be returned to bidder
unopened
4. Bids must show the unit price and shall include transportation F.Q.B.
destination. In case of error in extension, unit prices shall govern.
5. Bids must give vendor's full name and address and shall bear the
manually executed signature and the title of the authorized agent.
6. The right to reject any and/or all bids, to make awards for individual
items, groups of items, all or none or a combination thereof; and waive
all formalities, irregularities or technicalities as may be in the best
interest of the School District, is reserved by the District.
7. This agreement shall be interpreted in accordance with the laws of the
State of Florida
8. If the governmental body appropriating funds for the District does not
allocate funds needed to make payments beyond the District's current
fiscal period, the District shall not be required to make such payments
and this agreement shall be terminated.
9. Bidders must obtain all licenses, permits, registrations, etc. required to
complete the project according to all applicable codes, ordinances and
regulations.
10. Purchases shall not include items available at lower prices on other
School District of Indian River County's contracts or State of Florida
contract. The School District of Indian River County reserves the right
to bid separately any item if deemed to be in the best interest of the
School District.

11. In addition, bidder shall extend during the contract period any item(s)
offered on a "promotional" basis from the manufacturer. It will be the
successful bidder's responsibility to monitor said item (s) and report
any that are or will be offered at lower prices.
12. All price corrections must be initialed. This includes the use of
correction fluid (white out) or any other method of correction. See
General Conditions, page 1, number 1, Execution of Bid, for acceptable
means of correction.
13. All bidders submitting a response to this invitation to bid agree that
such response also constitutes a bid to all State Agencies and Political
Subdivisions of the State of Florida under the same conditions, for the
same prices and for the same effective period as this bid, should the
bidder(s) deem it in the best interest of their business to do so.
This agreement in no way restricts or interferes with any State Agency
of Political Subdivision of the Sate of Florida to rebid any or all items.
14. A bidder wishing to withdraw a bid for any reason, after the final call
for bids at the designated time of opening, may not do so unless a
written request is submitted to the Manager of Purchasing and
Warehousing of the School District of Indian River County. If
recommended, this request will be submitted to the Board for their
consideration.
15. In compliance with Florida Public Entity Crime Status (Section
287.132,133) the attached State Form PUF 7068 should be fully executed,
notarized and submitted with bid or upon request once per calendar
year. No award will be executed with any person or affiliate identified
on the Department of General Services convicted vendor list. This list
is defined as consisting of persons and affiliates who are disqualified
from public contracting and purchasing process because they have been
found guilty of a public entity crime. No public entity shall award any
contract to, or transact any business in excess of the threshold amount
provided in Section 287.017. Florida Statutes for Category Two
(currently $10,000) with any person or affiliate on the "convicted
vendor list" for a period of thirty-six (36) months from the date the
person or affiliate was placed on the "convicted vendor list" unless that
person or affiliate has been removed from the list pursuant to Section
287.133 (3) (f) Florida Statutes.
Attached is a certificate to be completed by all awarded vendors. This
certificate can be submitted with the bid or shall be submitted within
five (5) days upon request.

16. Whenever two or more bids which are equal with respect to price,
quality, and service are received by the district, a bid received from a
business that certifies that it has implemented a drug-free workplace
program shall be given preference in the award process. Established
procedures for processing tie bids will be followed if none of the tied
vendors have a drug-free workplace program.
Attached is the drug-free workplace certificate form (Attachment B) to
be submitted with bid or shall be submitted within five (5) days upon
request.
17. In the event that the awarded vendor should breach this contract, the
School District of Indian River County reserves the right to seek all
remedies in law and / or in equity.
18. In the event any of the provisions of this bid are violated by the
contractor, the Superintendent or a designee shall give written notice
to the contractor stating the deficiencies and unless the deficiencies are
corrected within ten (10) days, recommendation will be made to the
School Board for immediate cancellation. Upon cancellation
hereunder the School District of Indian River County, Florida, may
pursue any and all legal remedies as provided herein and by law. The
School District of Indian River County, Florida, reserves the right to
terminate any contract resulting from this invitation at any time and
for any reason, upon giving 30 days prior written notice to the other
party. If said contract should be terminated for convenience as
provided herein, the School Board shall be relieved of all obligations
under said contract. The School District of Indian River County shall
only be required to pay to the contractor that amount of the contract
actually performed to the date of termination.
F. SITE INSPECTION
All bidders prior to submission of their bid, must investigate work sites as
specified herein. All site inspections shall be coordinated through the
Maintenance Department, Vince Valentino, Environmental Coordinator,
(407)567-7165 ext. 329. Bidders shall report to the main office of each school
advising of their presence for the purpose of site inspection.
Any and all discrepancies noted from specifications herein shall
immediately be reported to the Purchasing Department. This verbal report
shall be followed by a written report submitted to the Maintenance
Department with a copy to the Purchasing Department.

G. CERTIFICATION
All bidders shall be required to provide with their bid or within three (3)
days upon request, photocopies of their current licensing as a Class "C"
operator for Potable Drinking Water and Domestic Waste Water Treatment
as certified by the State of Florida, Department of Professional Regulation as
well as that of Laboratory certified by the State of Florida Department of
Health & Rehabilitative Services Laboratory which will be contracted to
provide respective chemical and bacteriological analyses.
H. REFERENCES
All bidders shall provide, with their bid or within three days upon request, a
list of companies they are currently servicing with the name of a contact
person and a phone number.
I. SCOPE OF WORK
The successful bidder (hereinafter referred to as the Contractor) shall
furnish, at their expense, all labor (including supervision), equipment,
machinery, tools, materials, tools, transportation, and other facilities
necessary to fully service and maintain system specified herein.
Contractor shall not sub -contract any work specified herein without written
approval from the School District of Indian River County.
Safeguarding of all equipment, tools, materials, etc., at the work site is the
contractor's responsibility.
The contractor shall be responsible for the protection of all personnel
against hazards and/or injuries due to their operations at the work site.
The contractor shall be responsible for the appearance of all working
personnel assigned to projects (clean and appropriately dressed) at all times.
Successful bidder and their employees shall be required to sign in and out at
school center's main office and display at all times, in a readily -visible
location, while on District property, identification badges.
The successful bidder shall be required to provide the Environmental
Cooridantor with a schedule indicating the day and time of day they will be
at the individual plants for servicing predicated on the frequency specified
herein and in accordance with DEP monitoring requirements. All service
by the successful bidder shall be accomplished in the presence of the owner's

trainee operator in preparation for this trainee to become state certified as an
operator and ultimately assume full operation of the plants specified herein.
The successful bidder, as a condition of this bid, shall be required to certify
the owner's trainee operator's time over the period of this contract for the
purpose of state licensing. The successful bidder shall promptly notify the
owner of any changes in schedule, should it become necessary, allowing
sufficient time to reschedule the owner's trainee operator.
J. INSURANCE
Worker's Compensation consistent with Florida Statutes shall be carried
and in force during the period of work under this contract by the bidder.
Property and casualty insurance with general liability comprehensive broad
form endorsement and automotive liability in limits of $500,000 combined
single limits; or split limits of $250,000 per person, $250,000 per occurrence.
To be considered, carrier shall be duly licensed by the State of Florida and
recognized as an admitted carrier in the State of Florida.
Vendor shall provide the School District of Indian River County with a
certificate of insurance naming the District as an " additional insured" with
thirty (3) day notice of cancellation. Certificates of insurance verifying the
above coverages and validity periods shall be provided to the Manager of
Purchasing and Warehousing before a purchase order can be issued, and as
necessary to confirm the validity of coverage during the period.
Purchase order will not be released until the certificate of insurance is
received in the Purchasing Department.
K. POSTING OF BID .AND SPECIFICATIONS
Invitation to bid with specifications will be posted for review by interested
parties, at the Purchasing Department, 1823 14th Street, Vero Beach, FL
32960, on the date of bid mailing and will remain posted for a period of 10
days. Failure to file a specification protest within the time prescribed in
Florida. Statutes 120.53 (5)(b) shall constitute a waiver of proceedings under
Chapter 120, Florida Statutes.

Today I met with Trenton Perkins, Sales Engineer for Bidall, Lake
Wales, Florida (813) 676-5393 in regard to "cultured bacteria".
Cultured bacteria are "grease eating" bacteria which can be used in
lift stations and in the sludge digester. Cultured bacteria also
acts as an odor suppressant. Attached is the MSDS.
The product manufactured by Bidall is known as "Enzymes 300" which
consists of 3 billion germs/gram. It comes in granular form and
one (1) pound is mixed with 5 gallons of water to be sprayed or
poured on the walls of the lift station. It can be poured into the
digester. Enzymes 300 supposedly works within 15 to 20 minutes and
is guaranteed. The end product is water and carbon dioxide. It
will not affect concrete or metal. Dosages can actually be reduced
over time.
The cultured bacteria comes in 100 lb., 50 lb, and 25 lb
containers. The price per pound for 50 to 100 lbs. is $9.00. The
least amount to be purchased is a 25 lb. container for $10.00 per
lb. or $250.00. It may be worth our while to order some and try
this product where it will do the most good, such as in Lift
Station No's 1 and 2, and the sludge digester at the wastewater
treatment plant. Let me know what you think.

waste -digesting organisms to improve the operation of all types
of waste treatment systems. ENZYMES 300 introduces huge
numbers of beneficial bacteria, along with specific enzymes, to
greatly speed up natural digestion processes. By establishing a
flourishing population of the right kinds of organisms, ENZYMES
300 allows maximum use of treatment capacity and provides a
buffer to keep the system operating at peak efficiency even
when conditions are not ideal. Non -caustic and non -corrosive
ENZYMES 300 will not attack metals, porcelain or other
materials commonly used in drains, lines or sewage systems.
Application: For primary and secondary digesters (both aerobic and
anaerobic), settling tanks, and Imhoff tanks, use 1 pound of
ENZYMES 300 per week for each 1000 cubic feet (approximately
8000 gallons) of tank capacity.
When a heavy scum blanket or grease layer is present in the
digester, use a "slug" treatment of 1.5 pounds per 1000 cubic
feet of capacity, repeating every other day.
For settling or seepage lagoons, add 1 pound weekly for each
500,000 gallons of lagoon capacity.
In any program, an initial "slug" treatment will be necessary to
establish the required enzymatic and bacterial action -
approximately 2 to 3 times the recommended treatment rate for
2 to 4 weeks.
For calculation purposes, an acre of water 1 foot deep contains
approximately 330,000 gallons of water.
Suggested Fill two jars half full of water at a temperature of about 1000F.
Demonstration: Mix a teaspoon of ENZYMES 300 in one. Add 3 or 4 cat food
pellets to each jar and observe. The cat food pellets will float on
the untreated water for several hours after the ENZYMES 300
have disintegrated the pellets in the other bottle.
