A 5' by 9 ' ramp for the shed housing the small tractor at the wastewater treatment plant. 2. A 2' by 7' slab for the chlorine room at the wastewater treatment plant. 3. A 2' by 3-1/2' ramp for the chlorine room at the water treatment plant. Since your department did such a nice job on the slab at the Park Place Water Treatment Plant, I'd like them to do these three small jobs. Call me to discuss this matter when you have some spare time. When you can definitely schedule these projects, have your department notify Ron Briskie or Tom Stirtzinger at the water plant at 589-0340, so they can make sure your Department has access to the sites. In discussing the proposed connection to the County's force main in the CR 512 right-of-way, Bill McCain of your staff has determined that two Equivalent Residential Units (ERU's) would be required for this project. Based on the information presented herein, the City of Sebastian formally requests that the Indian River County Board of County Commissioners approve the 2 ERU capacity to be purchased by Cumberland Farms, Inc. This request is understood to be only for the assurance that the County will grant permission at this time to allow Cumberland Farms, Inc. to connect to the County's wastewater system in the future. It is further understood that there will be no guarantee that the two (2) ERU's will be reserved at the plant for Cumberland Farms until such time as the ERU's are paid in full to Indian River County. Cumberland Farms, Inc., of course, will make application first to the City and pay the $5,102.00 required for two (2) ERU's which in turn shall be remitted to the County by the City once the County approves the request. Ramaswamy CITY OF SEBASTIAN UTILITIES DEPARTMENT DATE: February 10, 1994 TIME: 2:40 p.m. [x] TELEPHONE CONFERENCE WITH Lee Miller, Wastewater Section, FDEP, Orlando SUBJECT: Percolation Ponds at the Wastewater Treatment Plant RESUME OF CONVERSATION: I called Lee Miller in reference to Leighton Hew's call yesterday from Miami, Florida. Leighton Hew is the Engineering Director for GDU. I told Lee that the City of Sebastian has purchased the GDU Sebastian Highlands wastewater system. Since GDU's wastewater plant is limited in its treatment capacity because the percolation ponds are only rated at 142,000 gpd, the City was interested in re -rating the ponds. Leighton Hew informed me that GDU had applied to the FDEP for a re -rating permit and that yesterday Lee Miller called to say that the permit should be either withdrawn or denied. Once I told Lee that the City bought the GDU system, he told me to have Leighton Hew send a letter of withdrawal. Chances are the FDEP would not allow the percolation ponds to be re -rated. He strongly advised me not to reapply on behalf of the City. I told Lee that the City was considering reuse of an 80 acre grove to the west. Lee said that the minimum size wastewater treatment plant to provide reuse is 0.5 MGD, so our wastewater treatment plant does not qualify. Lee also said that the grove owner has to agree to not sell his fruit if reuse water is applied. I told Lee that there was no sense to pursue this any further if that was a condition. I will notify Gary Revoir at Hartman & Associates because they are looking at re -rating the wastewater plant percolation ponds and possible use of the adjacent grove for reuse. Follow Up - I called Leighton Hew of GDU and told him to send a letter of withdrawal to Lee Miller as soon as possible. He agreed and said he'd send a copy to me. I called Gary Revoir at Hartman & Associates, who had also called Lee Miller. Gary told me that the reason why the grove owner couldn't sell his fruit if reuse water was used is that our plant only provides "secondary" treatment. The City would have to put additional filters in prior to the chlorine contact chamber before irrigating the grove. This would allow the grove owner to sell the fruit. The City of Sebastian owns and operates a 300,000 gallon/day wastewater treatment plant (WWTP). The facility currently produces secondary treated effluent for disposal via percolation ponds located on the treatment plant site. The percolation ponds have a maximum annual average capacity of 142,000 gal/day. The 1993 average annual daily flow from the City's WWTP was only 66,000 gallons per day. Based on the current treatment capabilities, the City of Sebastian can not produce or supply reclaimed water. However, Hartman & Associates, Inc. is currently completing the City's Master Water and Wastewater Plan which recommends increasing effluent disposal methods consisting solely of reclaimed water usage. Therefore, the City plans to construct the necessary facilities to produce reclaimed water to increase the ,effluent disposal capacity beyond 142,000 gal/day. Being that our entire maintenance staff in Utilities has been reduced to three employees, they have not had time in recent months to pull the weeds which grew in the percolation ponds north of the wastewater treatment plant. It was my intention to utilize the percolation ponds south of the plant until such time when Indian River County took over the operation on October 1,1995. The County has the manpower and equipment to maintain these ponds. In the interim, though, I have arranged for Indian River Correctional Institution inmates to pull the weeds and our Public Works Department to haul them off and till the northern ponds. This work should be accomplished during this week. Then the ponds will be rotated immediately. The booster pump utilized to supply water for washing down the wastewater plant was repaired and placed back into operation on September 7, 1995. Lastly, our Plant Superintendent, Skip Cruce made arrangements with Cybertech in Melbourne, Florida to repair Blower No. 2 whose bearings recently failed. Cybertech technicians were able to remove the blower the day after Labor Day, September 5th, to repair the blower. This was the earliest possible time that they could come to Sebastian because of their schedule. Repairs should take no more than two weeks before the blower is restored to service. Page 2 of 2 Jane Burton Memo 9/11/95 I fully understand that we have only one blower operating which is all that is needed to supply the required amount of air for proper operation of the plant. However, the City is not at a position at this time to purchase a backup blower since there are less than three weeks remaining before Indian River County will operate the plant. The County Utilities Department intends to decommission the wastewater treatment plant as soon as it can physically connect the two master lift stations to its force main in the U.S. Highway #1 right-of-way. Our contract with the City of Sebastian specified that we notify you of maintenance and/or equipment malfunction for corrective action as well as the supervision of plant operation to insure DEP Permit compliance_ We have complied with our responsibilities by reporting the following items to you and/or your representative: 1- The Percolation Ponds' need for mowing has been mentioned several times. 2- According to your Permit the Percolation Ponds are to be rotated as outlined in Item No. 11 of the Special Conditions of the above Permit. To date our requests for pond rotation have been ignored. 3- The Booster Pump utilized to supply water to the plant itself which is used to wash down the plant has malfunctioned. Our requests to have that pump replaced to date have been denied. Realizing that a plant can not be operated properly without water, we requested that water be provided to the plant. Your personnel found hoses and connected them to a hosebibb on the outside of the Maintenance Building and ran the hoses to the top of the plant. This action by your staff was neither condem nor condoned by Bio -Services. Upon inspection by Debra Laisure, E. I. of the DEP, it is our understanding that Skip Cruce informed the DEP that Tom Burton from our office had done this. The Inspector then cited the system for lacking an RPZ. Bio -Services at no time connected and or placed hoses at the above WWTP. We take no responsibility for the above action and will so inform the DEP Drinking Water Compliance Section. However, we stand by our request for an adequate water supply to wash down the plant. Our contract excludes us from performing maintenance and/or equipment repairs. Our responsibility is to inform you and/or your Designee of these items for corrective action. 4- On Friday, one of the two blowers at the WWTP had to be taken off line because the bearings are going.
