The purpose of this newsletter statement is to
cmpbaticaUy reiterate that there will be zero tolerance, by
the City's Administration, of any form of sexual
discrimination, sexual or any other
disuitninatory type conduct. Sexual harassment, in
addition to unwanted solicitation or touching, also
includes "off -color" or foul language, words or phases
that demean anyone's race, religion, gender, sexual
orientation, etc. Sebastian Police Department General
Order 003a and City of Sebastian Policy delineate the
specifics of this policy and both will be strictly enforced.

Recently certain changes were instituted that affect
how an employee accesses Human Resources, and

physically relocated to the City Manager's area, in the
same area with Jean Tarbell. This will give Human
Resources and the City Manager double coverage.

All insurance programs have been transferred to the
Finance Department and Margie Poole. This transfer
includes: health, dental, vision, life, worker's
compensation, and liability insurance. This change also
includes matters dealing with deferred compensation
matters.

We have recently reviewed the requirements for
Deferred Compensation (ICMA and PEBSCO)
Emergency Withdrawals. These withdrawals are very
restricted, per *the IRS, to absolute' unforeseen
thatcannot be satisfied by liquidating other .
assets (savings accounts, home equity, investments, etc.)
And must be domrmeatod with financial statements,
receipts, etc.11wbat examples of qualifying incidences
are catastrophic losses of property not covered by
insurance and unanticipated major. - medical - bills' -
Expenses due to legal actions such as divorce and
bankruptcy,
education costs (self or rdependent), and
of homes or vehicles do not qualify. _The IRS','.*
has taken an extremely firm., stance - that. this: is. a
RETIREMENT plan and is not to be touched until that
time. Since these withdrawals are so restricted, we are
pay ming whether we could begin a program
of loans (with interest) against Deferred Compensation
balances. These are also restricted by the IRS as to
amount, fiapwmy, and payback Prod and the employer
is charged with setting additional guidelines. Setting up -
apmgramlclaethis win take some time, with many levels
of formai input and approval, however, the endeavor
appears m be worth dwpotential benefit to all employees.

The Police Department is continuing to tie in
turmoil. The DuctBusters are moving around from
section to section, sealing off areas of the building so
they can work on the roof. As of now, Chief White,
Captain Puscher, and Lieutenant Ewert offices are
sealed and no one can get is I sure hope they checked
to make sure no one was left in their office before
sealing that section.
The management is working out of the conference
roan for the time being. It's a step-by-step Procedure
and Records Departaxat should be next, followed by
Dispatch last. We still don'tknow where dispatch will
move to, which will either be upstairs in City Hall or
to -the Sheriffs Dispatch center where they have an
cera console for us incase of emergencies.

Contest Rules:
1. Contestant must be a City of Sebastian Employee.
2. There are five (5) Categories A - E consisting of five (5) clues in each category.
3. Clue answers relate to either a City Department or City Departmental Division
4. Clue Answers will be recorded on a Scavenger Hunt Enrollment Card on the reverse side
of contest rules. The first Category and Clue is listed at the bottom of your enrollment
card. All future Category Clues must be picked up at the City Manager's Office.
5. Enter your first clue answer (Al.) on your Scavenger Hunt Enrollment Card and turn in to
Doris Lee or Jean Tarbell to verify if you have the correct answer.
6. - If clue answer is correct you will move on to the next category and clue (B.1). If your
clue answer is incorrect, you will receive the second clue in category A. (A2.)
7. The object is to have all five categories correct with the least amount of clues.
8. The contest deadline is Tuesday, March 17, 1998. All Scavenger Hunt Enrollment Cards
