Policy and Procedure Manual
Closer to Completion
The task of drafting the new Policy and Procedure
Manual moved a step closer to completion as department
heads submitted their suggestions in early September. A
latest draft ofthe manual incorporating those suggestions
is currently being prepared for the next review level.
The next level, planned for October, includes union
representatives, the Employee Advisory Council (EAC)
and employees at random. Copies of the draft proposal
will be issued to the union representatives and the EAC;
copies will be available in Human Resources to any other
interested employee.
Since the Policy and Procedure Manual, when
completed, will replace the Standard Operating
Procedures (SOP), the significance of this project cannot
be overemphasized Every employee is encouraged to be
involved in the process which will set personnel
administration parameters for the years to come.

PECIPE OF THE MONTH =
Brownies by Bowers
1 Box German Chocolate Cake Mix
1/3 Cup Evaporated Milk
3/4 Cup Melted Butter .
16oz Bag Chocolate Chips
1 Bag Kra$ Carmels - about 40
1/4 Cup Evaporated Milk
Melt caramels . with 1/4 cup evaporated milk in
microwave. _ . Meanwhile, combine cake mix, 1/3 .cup
evaporated milk and melted butter. Spread 2/3 of batter
in greased brownie pan (glass Pyrex works -best). Bake
cake mixture at 3500 for 15-20 minutes. Remove from
oven and pour chocolate chips over the top of the cake.
Pour melted caramels over chips. * Top with remaining
cake batter. Return to oven at 3500 for 15 - 20 minutes
or until caramel is slightly bubbly. If desired, %z cup of
pecans may be added to the cake batter before baking.
Cool before cutting into bars or squares.

Terrific Lunchbox Ideas
Wrap raw vegetables in a damp paper towel and
put them in a plastic bag for freshness. Pack a low-fat
dip in a small leakproof container.
Halve and core an apple; spread each half with
peanut butter. Top with raisins and chopped nuts, then
press the halves back together. Wrap.
Blend a banana or strawberries with vanilla or fruit-
flavored
ruitflavored low-fat yogurt (add milk until you get a pourable
consistency). Refrigerate overnight and transfer to a
chilled thermos in the morning.
To reduce fat intake, use reduced -fat mayonnaise
and dressings, deli turkey and chicken, reduced -fat cold
cuts, water -packed tuna, and low-fat cheeses. Pack fruit
for dessert.
Thermos Tips: Stainless steel or glasslined
thermoses keep food hotter, colder, and safer than plastic -
lined thermoses. Use a thermos size that's only slightly
larger than the amount of food or liquid. Minimal air
space keeps food best.

• Their parents smoked marijuana and the teen knows it.
• Their parents don't think marijuana is dangerous.
• Their parents blame their teen's drug use on society,
the entertainment industry, or their teen's friends —
instead of on themselves (parents are the No. 1 influence
on whether a child uses drugs).

MISCELLANEOUS EMPLOYEE NEWS!
Magdalis Inglis has accepted the full time Clerical
Assistant I in the Records Division of the Police
Department as of September 2, 1997. She was a
temporary communications technician.
Captain Dave Puscher is back to work. Captain
Puscher was injured in an automobile accident and is
getting back into the swing of things again.
Kathy Brauer is back to work after knee surgery.
She is now on the move again.
October 22nd Free Flu Shots will be given at the
City Council Chambers. They will be free to employees
and their immediate family. Volunteers are also
welcome. Please try to come between 7:00 a.m. and 9:00
a.m.

34th Annual Junior Orange Bowl Queen Contest.
Open to all young ladies in grades 7 & 8. A mandatory
meeting will be held Thursday, October 2nd at 6:00 p.m.
at the Community Center in the Florida Room for all
participants and their parents. Finalists will ride in the
Halloween and Christmas Parades. Parents will be
responsible for their Finalist's transportation to the Finals
in Coral Gables on November 6th. For additional

North Indian River County .Recreation has many
activities scheduled for all age groups, men, -women, .
boys, and girls. Softball, basketball, volleyball, flag
football, karate, soccer, and gymnastics to name a few.

the parking lot of the City Council Chambers on October

Blue Cross & Blue Shield has lowered the cost of
Health and Dental insurance for the City of Sebastian.

I. Cold and flu viruses probably account for more
unnecessary trips to the doctor than anything else.
The problem is, there's not much your doctor can
do except provide you with sympathy, and tell you what
you already know: "Rest, take a pain -reliever, and drink
plenty of fluids!'
Home Care:
1. Take. aspirin, acetaminophen, or ibuprofen to
relieve headache; muscle ache, and fever. Follow label
directions. (Children and - teens should use
acetaminophen; children's aspirin use for viral illnesses
is associated with Reye's syndrome.)
2. Rest (in bed, if necessary). If you feel well
enough to be up and about, OK Just take it easy. You're
most contagious the one to four days before you come
down with symptoms — not while you're ill.
3. Drink plenty of liquids. Your body needs extra
fluids when you have a fever. Also, extra fluids help
keep the mucous more liquid, which can help prevent
bacterial complications such as ear infections and
bronchitis. Salty liquids (e.g., chicken soup, bouillon)
can help with dizziness.
If you have a headache or cough, or are congested,
a vaporizer can help you feel better and breath easier. A
steamy shower works, too. Warm washcloths on your
forehead and upper cheeks can help relieve sinus
congestion.
Personal Safety Guidelines
There's no need to be `paranoid" about safety; simply
be alert and use common sense.
❑ Don't "space out" while walling; always be aware
of your surroundings.
❑ Consider finding a walking companion, or walk
with a big dog.
❑ Don't walk in or near overgrown, poorly lit, or
deserted places.
❑ Carry identification, and correct change to make a
phone call. Note the location of public phones and
open stores.
❑ Vary your route from day to day so that a thug
cannot expect you . to be at a certain place at a
certain time.
❑ Ifyou're harassed by someone from a moving car,
immediately turn and head in the opposite
direction. If someone asks for directions, reply
from a safe distance.
❑ Wearing headphones makes you less alert to traffic
hazards, dogs,* and "stranger dangers." Avoid
using them, or be careful.
❑ Use -common sense when it comes to dressing
"modestly," and when walling in the early morning
or after dare, especially in or near parks.
❑ Consider taking a personal safety class, and
carrying a "shriek alarm" on your key chain.
