From the Desk of Tom Frame.
As we complete the fust month of the new fiscal
year, I wanted to take this opportunity to thank all
employees for their fine efforts this past fiscal year.
Now that I have had some time to become more
familiar with various operations and the supporting staff;
I certainly feel confident in your capacity and desire to
meet the needs and expectations of the citizens of
Sebastian.
Currently, the City and Indian River Community
College are working together to complete the City's first
strategic plan. From that plan departmental staff will
develop departmental goals to carry out that strategic
plan. Funds were budgeted to initiate a quality
improvement program. Right now, opportunity is ripe
for great advancements in customer focus and developing
continuous improvement programs through training and
employee empowerment.
I have met with representatives of Indian River
Community College, and they are currently reviewing
instmctional material for such programming. I know that
once this program starts, you will be energetically
recharged and be focused for the benefit of our citizens...

MISCELLANEOUS EMPLOYEE NEWS!
Our sympathy goes out to Kathy Nappi on the
loss of her mother who passed away on October 12th.

loss of his mother who passed away on October 20th.
Steven Brindle, our ICMA Representative, will
be here at City Hall on November 14th, Thursday, from
9:30 a.m. to 3:00 p.m. Please call Doris (388-8240) to
schedule an appointment if you want to meet with him.
Don't forget to come to the Health Fair. It
will be held from 7:00 am. to 12:00 noon on Friday,
November 22nd, in the City Council Chambers.
Employees and dependents are welcome to attend. From
7:00 am. to 8:00 a.m., blood work will be drawn and a
free PSA (prostate specific antigen) for men will be
preformed. Remember to fast (no food or drink)
November 21st, the day before, from 10:00 p.m. until
after the blood test. Blood pressure checks, joint
screening, hearing, and cardiac rick factors will be
discussed to name just a few.
Also, a representative from Blue Cross Blue
Shield will have a booth to help explain health and dental
insurance benefits. If you have any questions about a
claim, bring it in, if you are having problems with dental
claims, bring it in, or if you need something about the
Plan explained, they will be happy to help you in any way
they can. If you can't make it have your spouse stop by!
The reservations for the Employee Christmas
Dinner is enclosed with this pay check and the deadline
for returning it is November 18, 1996. Please enter your
name to reserve your seat, circle guest, if any, and choose
an entree on the bottom portion for you and your guest.
Return it to Finance as soon as possible, attention
Vaunette Davis. If you have any questions please call
Vaunette at 388-8206 or Doris at 388-8240.

they could participate in the ICMA Retirement program?
Anyone (permanent part-time or full-time, not
retired) from any Department, who is paid by the City
and is considered a Permanent Employee can have
deductions from their pay check invested in one of the
two tax deferred plans we have available, ICMA or
PEBSCO. If you are interested, call Doris at 388-8240.

Space heater reminders!
❑ Do not use an extension cord for an electric space
heater unless it's a heavy-duty cord rated as high as the
current rating listed on your heater.
❑ Make sure your heater has an automatic switch that
cuts off electric power if the heater is tipped over.
❑ Do not place space heaters within three feet of drapes,
bedspreads, finniture, or other flammable materials.
❑ Do not use your heater near a shower, bathtub, or
sink — to prevent electrical shock. ❑

Q Does salt cause high blood pressure, or doesn't it?
Actually, only 10% to 15% of Americans are "salt -
sensitive." These people's hypertension is made worse
by higher salt intake, and it's improved by salt restriction.
African Americans are especially likely to be "salt -
sensitive."
What should you do?
Check your blood pressure regularly and evaluate your
diet Ifyour blood pressure is under 140/90 and you are
feeling well — continue on.
If your blood pressure is higher than 140/90 and you
have a high -salt diet, conduct an experiment: Restrict the
salt in your diet for six weeks, increase your amount of.
fluids, and measure your blood pressure again.
Other dietary factors that relate to hypertension include
potassium, calcium, and magnesium.
These may be protective against hypertension and
some researchers feel they may be more important than
the sodium issue.
Caffeine and alcohol can raise heart rate and blood
pressure.
Certain medications, especially decongestants and
sinus remedies, and even some herbal agents containing
stimulants, can raise the heart rate and blood pressure.❑
