Due to a lack of interest by
employees, the Employee
Christmas Party, scheduled for
December 4th has been canceled.
Linda Galley's, (from the
Clerk's office), stepfather
passed away last week. Our
condolences to the family.
IT'S WHAT YOU DO -

Ted Williams, at age 42,
slammed a home run in his last
official time at bat.
Mickey Mantle, age 20, hit
23 home runs his first full
year in the major leagues.
Golda Meir was 71 when she
became Prime Minister of
Israel.
William Pitt II was 24
when he became Prime Minister
of Great Britain.
George Bernard Shaw was 94
when one of his plays was first
produced.
Mozart was just seven when
his first composition was
published.
Now, how about this?
Benjamin Franklin was a
newspaper columnist at 16, and
a framer of the United States
Constitution when he was 81.
You're never too young or
too old if you've got talent.
Let's recognize that age has
little to do with ability.
DEPARTMENT ARTICLE
Welcome to the Sebastian Police
Department, one of the largest
departments within the City of
Sebastian. All told we are 33
in number, 16 uniform personnel
who "fight crime and/or evil"
on the streets of Sebastian; a
4 -member detective division
(who do their best to emulate
"Sherlock Holmes"), and 7
communications technicians who
handle every call for service
the department receives and are
responsible for dispatching
help where and when needed.
Administratively, we are led by
our Chief, Earle Petty, his
Deputy David Puscher and Senior
Sergeant Gene Ewart. We also
have 3 clerical support staff;
Jane, the Chief's right-hand
and administrative assistant;
and 2 records clerks, Pat and
Debra, who are responsible for
maintaining an efficient record
keeping system in accordance
with F.D.L.E. (Florida Dept. of
Law Enforcement) rules and
regulations among other things.
We have been gratified to learn
recently that we will be adding
two more members to our staff -
an evidence crime technician
and a third records clerk.
This will certainly enhance our
ability to deal with the ever
increasing workload of our
growing city!
All of the above information is
readily available - so who are
we really? We are a large
family of very individual
members with different
lifestyles, varied recreational
interests, etc. However, we
like to feel we are united in
fulfilling our department's
motto to "Serve and Protect"
the citizens of our City.
Lastly, you all are aware that
our Chief has recently
undergone open heart surgery
and we are happy to announce
that his recuperation period is
going well and that he may be
returning soon.

.ON A HEALTH NOTE
As part of the City's health
plan, a Supplemental Accident
Benefit is offered. This
benefit is in addition to your
regular health coverage and is
NOT subject to the yearly
deductible. Services under
this benefit will cover up to a
maximum of $300.00 for each
accidental emergency for
medical, surgical and hospital
care within ninety (90) days of
the accident (not connected
with employment) when such
treatment requires a physician.
Accidents such as a severe cut,
broken limb, etc. must be
documented, detailing HOW, WHEN
and WHERE the accident occurred
along with a Supplemental Claim
Form in order to be processed.
IT'S NEW
Effective October 1, 1993 the
City will no longer be
calculating different hourly
rates of pay for employees
within a pay period. In the
past, the Finance Department
has manually calculated regular
hours and overtime hours at an
employee's old and new rates if
they received an increase
within a pay period. The new
policy is that ANY pay change
that takes place will be
effective on the beginning of
the pay period CLOSEST TO the
-----date -of-- the anniversary,
promotion, etc. This will help
the Finance Department process
payroll in a more timely and
efficient manner as well as
reduce the possibility of
error.
REMINDER!
Monday, October 18, 1993, is
the LAST day employees can make
changes to their cafeteria plan
deductions for plan year 93/94.

As most of you know, contract
negotiations between C.W.A. and
the City of Sebastian have
reached impasse. Many issues
that were brought to the
bargaining table were resolved
to the mutual satisfaction of
both the Union and the City.
There are only four issues
remaining that the parties
could not reach an agreement
on. They are:
1. The Union proposed an
additional holiday over the ten
holidays City employees
currently receive.
(Article 14)
2. The City proposed a change
in temporary upgrades to a
higher classification after
four days instead of the
current one day provision.
(Article 15)
3. The Union proposed an
increase in the current cap for
employee health insurance costs
from the current $3,900 to
$4,600 annually. (Article 16)
4. The City proposed a wage
increase based on merit rather
than a general wage and an
annual step increase.
(Article 25)
A special master, acceptable to
both parties will be selected
and a hearing will be held.
The special master will issue a
decision on the unresolved
issues. If the Union or the
City do not agree with the
special master's recommendation
they have to outline the
reasons why they disagree with
the recommendation and send
them to the other party. The
remaining issues that are still
unresolved are brought before
the City Council in a public
hearing where both parties
explain their side. The City
Council then takes action as it
deems appropriate to be in the
public interest, including the
interest of the employees
involved. The contract is then
ratified by the members of the
Union and the .City and the
various provisions of the
ratified contract are followed.
