Mr. Koford's last day as a Sebastian employee
will be February 23rd. Please stop by City Hall on
Friday, between 10 a.m. and noon to wish him well in
his new endeavors.
We wish him well in his new job as "Master
Gardener" and "Jack of All Trades" at his North
Florida home. He claims he will be honing his
carpentry, cellar foundation and restoration skills with
several projects that need to be done around the
house that he just never had the time to do during the
past two years. He also hopes to establish a flower
and herb garden that will be the envy of the East
Coast (Yes,... that is a slight exaggeration.) He also
hopes to catch up on some fishing, and undoubtedly
the stories that go with it.
Anyhow, we wish Mr. Koford well in his next
career, whether it is fishing, fixing up houses,
gardening or whatever, and know that he will enjoy
whatever he does.

Our last brown bag luncheon was well
received on the Art of Self Hypnosis. If you have a
suggestion on a topic you would like to know more
about, let us know and we'll see if we can find a
speaker on that topic!

Welcome Aboard!
Mr. Thomas Frame has accepted the position
of City Manager, effective 4:30 p.m. on Friday,
February 23. Mr. Frame hales from Port Charlotte
located on the west coast of Florida. He worked for
Charlotte County for 24 years, beginning as the
Zoning Director/Administrator for 14 years before
moving into the Assistant County Administrator and
then the County Administrator positions. Charlotte
County is a "General Development Corporation"
community and has faced many of the same problems
the City of Sebastian is facing.
Mr. Frame is a third generation Floridian and
received his education at the University of South
Florida. His wife, Lanie, and four (4) children, two
of whom are in college, currently reside on the West
Coast, but will be relocating to the area in the future.
Steven R. Murphy also started work for the
City this month. He began on February 12 as a full-
time laborer for Public Works in the Road and
Drainage Division.
We sure are glad to have you both!
City Employee News
Our greatest sympathy to the Fennel family on
the loss of Walter. He was a school crossing guard
for approximately nine years.
Kodos go to Jean Tarbell for winning the
employee of the 4th quarter for October, November,
and December, 1995!
Kodos go to Chanse Reardin for winning
Police Officer of the year! He was selected for this
award by the Police Department on his investigation,
arrest and conviction of the hit and run driver of
Jeffrey Mallory, who was killed on Englar Drive.
Kodos go to the Public Works crews for the
great job they are doing on Englar Drive. "Lookin
Good."
Kodos go to the Asphalt Crew -Mike Whitney,
Kevin Schueberg, and Sam Moody. We received a
letter from a resident on the friendly, fast and
excellent work that the crew does!
Miscellaneous News
Reminder... Since the City has returned to our
own payroll computer system, employees need to
remember that vacation hours only accrue up to the
of maximum of two years. Also, the computer
system adds the accrual for the pay period first, then
deducts the vacation time you've taken. The
computer will not allow you to accrue more than two
years worth of vacation hours. After this pay period,
the two year rule will be strictly enforced with no
adjustments.
Another reminder, your pay check should
have the same, complete name that is on your social
security card. IRS will be charging a $50.00 fine for
any W-2 (information taken from the paycheck name)
that has a different name from the social security card.

curable if caught early. Keys to early detection are
monthly breast self -exams, regular professional breast
exams and mammograms (low-dose x-rays of the
breast).

years before they can be felt. Experts recommend
having a first mammogram by age 40, every 1-2 years
thereafter according to your doctor's advise, and
yearly at age 50 and over.
v About 10-15% of cancers do not show up
on a mammogram but can be felt, which makes
regular breast self -exams absolutely essential.
W A recent study showed that only 1 in 20
women perform a self -exam correctly. Your health
care practitioner can show you how, or you can
receive a free illustrated guide by calling the
American Cancer Society: 1-800-227-2345.
'r Antiperspirants contain aluminum which
can hamper a doctor's ability to interpret a
mammogram. Avoid using antiperspirants if you're
about to have a mammogram.
e Healthy lifestyle changes may help prevent
breast cancer. Cutting back on red meat, whole milk,
butter and cheese, avoiding obesity and limiting
alcohol may reduce the risk of other cancers as well.
