Frank and Dave,
Here is our preliminary soil and groundwater testing report for the new parking area site in Sebastian. The
results indicate that no Cleanup Levels were exceeded in the soil and groundwater samples collected form the
site. These results do not indicate that additional assessment is warranted in this area.
This appears to be an isolated area at this point based on the additional utility trenching that has been done
on the site. No petroleum odor has been detected in the other areas on the site where the utility trenches were
excavated.
Hard copies of the report are also being placed in the mail to Frank. Please let me know if there are any
questions. Thank you.

Attached is the approved and signed PO for your environmental services scheduled for tomorrow Wed 9/28 around 8
am. Our PW crew with beat the CavCorp site with an excavator and Michelle Stromberg, Eng Tech (you met last week)
will be there to assist and take photos. Here is a photo taken of the parking area before start of construction looking
north from Sebastian Blvd. We will have several City vehicles at the site so it should be easy to spot from US 1.
Before Now
Also David Maher, Brevard/DEP will also be present to observe the sampling. I am also copying the County Charles Vogt,
so he is informed of this sampling for tomorrow, in case he get calls.

Thanks for the clarification and we will hold on the OVA testing for now, since we know the spot of the potential source
area to excavate. For this Wed 9/28, our City crew will excavate the area for Ardaman to collect soil samples at the
ground above water table and below at the source. These samples will be transported to Flowers for lab testing. My
staff (Michelle S.) will take photos of this area and of the sampling depth for your records and files. After collecting the
samples, a sampling well will be installed by Ardaman. We will cover the site again with the excavated soil to ensure
public safety. The area will be re -taped and signs posted of restricted area.

As long as the "potential" source area is known ... and I would accept that it could be readily identified just walking

Dave,
We are not exploring for hot areas at the site in this phase. The City is going to dig a hole with a backhoe in the
area where they previously found contaminated soil and we are going to collect one soil sample. Then a temp
well will be put in the same area.
In light of this approach, could we forego the OVA at this time? If it is decided to explore the extent of
contamination than the OVA would certainly be used.

I recommend screening the soils with an OVA (Organic Vapor Analyzer)... although only one lab sample location would be
needed... essentially the area of highest OVA response.

Our scope of work for the preliminary testing will include the following:
1. Coordinate with your staff at the site to collect one soil sample from above the groundwater table at the
location they excavate.
2. At the same location as where the soil sample is collected we would install a temporary groundwater
sampling well and collect one groundwater sample.
3. Both samples will be sent to Flowers Chemical Laboratories for analysis of gasoline and diesel
compounds.
4. We will issue a data report that summarizes the results of the preliminary testing.
We can be down there on Wednesday this week. Our scope does not include the lab analyses so please
coordinate with Flowers to let them know how quickly you want the lab results.
Our cost for the sampling and report would be9$ 80.00. Note that this cost does not include Flowers lab
analyses costs. If this cost is acceptable to you, please indicate so by responding to this email. Thank you.

Thanks for your suggestion, but it looks like Jason will be assisting us as the Environmental Engineer and we will still use
Flowers for the testing. Since Andaman is not on our engineering list of consultants, I will get an estimate from them on
this initial testing. We will use Flowers for all lab work and you can bill us directly. Jason should be contacting you
shortly to get the containers for sampling on Wed 9/28.

Thanks for alerting us of this potential petroleum discharge at the CavCorp construction site and per our conversation
and this email below, I have taken the following immediate action:
• Informed the contractor (Tim Rose) of this situation and to avoid this area
• City PW will barricade and tape off the area for public safety
• Contact our Police Chief to advise our PD officers of this potential issue
• The site is currently in a construction zone, so there is no public access
• Left two calls into David Mayer (Brevard County/DEP) to get his direction of what to do
• Per your suggestion, contacted MBV (CCNA Environ. consultant) to assist us in the petroleum assessment
• Schedule a meeting tomorrow Friday 9/23 with all (DEP, consultant and City) to determine what is needed to
resolve this issue
At this time, I will be the City contact person for this assessment and/or abatement.

Good afternoon Frank,
We had a call from a citizen reporting the strong odor of diesel coming from a drainage ditch that had been constructed
as part of the parking lot site work behind the Speedway next to the park on Indian River Drive NW corner of (Hwy 512)
Sebastian Blvd and IR drive.
In the site pic— use the trees outside the earth work for reference looking west from storm drain grate - the stained soil
is actually wet as it came out of the ground where the culvert was laid to the storm grate to the east.
Odor of diesel is reasonably strong on site with the light unmistakable odor of old fuel facility in the surface soils — site
was an above ground installation way back in the 40's and 50's when IR Blvd and 512 were main drags in Sebastian.

To resolve this situation, I would suggest you have a consultant perform some limited site work while the site is open. I
have Contacted Dave Maher and your consultant can coordinate with him as to the degree this needs to be abated or if
a discharge notice is required.
