Call to Order – Chairwoman Carbano called the meeting to order at 6:02 pm. 2. Pledge of Allegiance was recited by all. 3. Approval of Minutes Regular Meeting January 20, 2017 SLG,-e-A.Hi (/ llli`r//�irr� CHAIRMAN Board Approved Date G a7 i7 Approved Subject To Ms. Carbano called for additions, deletions or corrections to the minutes. She noted that Mr. Hosey's name was misspelled in a number of places and requested correction. A motion to approve the January 20, 2017 minutes with corrections as noted was made by Mr. Fortier and seconded by Ms. Hays. Status of Cases that came before the Board on January 10, 2017 Mr. Eseltine reported that Holiday Builders paid the fine the next day; Carolina Carports secured the permits, inspections and did the necessary modifications to the building at no cost to the owner. He stated that both cases are closed. Sebastian Construction Board Page 2 of 3 Minutes of Regular Meeting of March 28, 2017 7. New Business CONTRACTOR LICENSE REINSTATEMENT: IN THE MATTER OF MR. JOHN W. LAVERACK DBA LAVERACK CONSTRUCTION, INC. CARPENTRY LICENSE NO. 1189 CONTRACTOR WISHES TO APPEAR BEFORE THE BOARD TO SEEK REINSTATEMENT OF HIS EXPIRED LICENSE. LICENSE HAS BEEN EXPIRED SINCE 2004. CITY CODE OF ORDINANCE SECTION 26-168 (C) STATES THAT A CERTIFICATE THAT HAS NOT RENEWED WITHIN 3 FULL YEARS AFTER EXPIRATION MAY NOT BE RENEWED, RESTORED OR REINSTATED THEREAFTER EXCEPT BY REAPPLICATION AND REEXAMINATION. APPLICABLE CODE SECTION FROM THE CITY CODE OF ORDINANCES: SECTION 26-168 (C). — RENEWAL OF CERTIFICATE Mr. Eseltine stated that the matter before the Board is that of Mr. John Laverack dba/Laverack Construction, Carpentry License # 1189 which expired in 2004; as per City Code if it is not renewed within 3 full years, reapplication and reexamination is required. This information was provided to Mr. Laverack and he requested an appearance before the Board regarding the reinstatement of his license. Mr. Eseltine stated that he had numerous conversations with Mr. Laverack and had sent him an email about appearing this evening, but he has failed to appear. Mr. Eseltine explained that he is aware that Mr. Laverack has been attempting to get documentation from St. Lucie County regarding his working there, but none has been submitted to the City. He stated that he had sent Letters of Reciprocity to St. Lucie County previously showing Mr. Laverack's test scores, but he will not provide them again because of the length of time that has passed. He apologized for Mr. Laverack not being present to provide information to the Board. Ms. Hayes asked if a written notice of the meeting was sent. Mr. Eseltine responded that there was not because Mr. Laverack had written him a letter requesting the appearance and he did not feel a Notice to Appear would be needed. In addition to numerous phone messages of which he has a record he had sent him an email regarding this meeting. Mr. Eseltine provided the Board with the Letter of Reciprocity the City had sent in 2009 and 2011 to St Lucie County. He noted that, under comments, it was stated that although there had been no complaints Mr. Laverack had not been active since 9/30/2004. He noted that the license had been expired a number of years when these letters were sent. He stated that he believes St. Lucie County is requesting new letters because Sebastian had sponsored Mr. Laverack originally. He requested the Board make a motion providing their direction. Election of Board Chair and Vice Chair Mr. Eseltine stated that Ms. Carbano was elected Chair in 2010 and Mr. Fortier was elected Vice Chair in 2012. In checking the statues he did not find any requirement for an election, but he placed the item on the agenda for discussion. Ms. Carbano and Mr. Fortier stated that they would be happy to remain in their respective positions if that was the desire of the Board. A motion was made for Ms. Carbano to remain Chair and Mr. Fortier to remain Vice Chair by Mr. Hosey and seconded by Ms. Hays.
