Following the testimony at the hearing, the Council shall make final decision on whether to levy the special assessments. If the Council elects not to levy the special assessments, the County may proceed by law to levy the special assessments, and the City's election not to levy the special assessments shall constitute complete and full authority for the County to levy such special assessments.
