MEETING WAS CALLED TO ORDER BY CHAIRMAN ARTHUR TROWBRIDGE AT 7:00 P.M.
PRESENT: CHAIRMAN ARTHUR TROWBRIDGE, VICE CHAIRMAN DON LIVINGSTON, HARRY
MORRIS, CARROLL SIMES, DAVID NISBET, DANIEL MELIA, CLAY PRICE, DONALD VICKERS.
ABSENT: THOMAS LOUGHLIN.
CHAIRMAN TROWBRIDGE POINTED out THAT THERE WAS A CORRECTION TO BE MADE IN THE
MINUTES OF APRIL 14, 2ND PAGE, 3RD PARAGRAPH FROM BOTTOM - THE QUOTATION RE-
CEIVED FROM E-Z GO FOR 10 GAS CARTS SHOULD BE "$21,900.50" INSTEAD OF "$2190.50"
MOTION BY MR. LIVINGSTON, SECONDED BY MR. PRICE, TO APPROVE THE MINUTES OF
THE MEETING OF APRIL 14 AS CORRECTED AND THE MINUTES OF THE MEETING OF APRIL 28.
CARRIED.
MOTION BY MR. LIVINGSTON, SECONDED BY MR. NISBET, TO TABLE THE DISCUSSI.ON
ON THE PRO-AM SUMMARY UNTIL THE NEXT MEETING. CARRIED.
MR. MELIA REPORTED THAT SDME COMPLAINTS HAD BEEN RECEIVED THAT WE WERE GIVING
GOLF CARTS AWAY FOR $2. HE TALKED TO MEMBER DELORES McCARTHY AND EXPLAINED
TO HER THAT WE WERE TRYING TO COMPETE WITH OTHER GOLF COURSES IN THE AREA, AND
THAT IF WE DIDN'T GET SUFFICIENT USE OF THE CARTS IT WOULD MEAN RAISING MEMBER-
SHIP DUES. ALSO, THAT A CART COULD NOT BE RENTED FOR $2. SHE FINALLY AGREED,
BUTJSAID THERE WOULDN'T BE ANY PROBLEMS MONEY-WISE IF PEOPLE WERE NOT ALLOWED
TO RIDE THE CARTS FREE AND ADDED THAT MIKE CLEDES WAS ONE. HE ASKED HER TO
COME TO THE MEETING AND MAKE HER ACCUSATIONS.ANDiSAID IT WOULD HAVE TO BE
AGAINST MR. LADD SINCE HE IS IN CHARGE OF THE PRO SHOP. SHE SAID NOTHING ELSE.
MR. MELIA TALKED TO MR. CLEDES WHO SAID HE COULD ONLY REMEMBER ONE TIME WHEN
HE CHARGED IT AGAINST HIS BILL AND PAID AT A LATER DATE. MR. LADD WAS INSTRUCTED
THAT NOBODY BUT THE RANGERS CAN RIDE FREE. VARIOUS WAYS OF KEEPING A BETTER
CHECK WERE DISCUSSED.
MR. CHALOUX ASKED WHY THE POSTED PRICES VARIED FROM WHAT THE BOARD QUOTED.
CHAIRMAN.~TROWBRIDGE REPLIED THAT THEY DID NOT VARY. ONLY~'~,~THE PRICES ON THE
PACKAGE DEALS WERE POSTED, NOT THE PRICES FOR WALKERS, BECAUSE MR. LADD
THOUGHT IT WOULD BE TOO CONFUSING.
MR. LIVINGSTON, R~PORTING FOR THE GREENS COMMITTEE, ADVISED THAT ONE EMPLOYEE
WAS LAID OFF AND ANOTHER RESIGNED. rT HAD BEEN RECOMMENDED THAT TWO EMPLOYEES
BE CUT FROM THE STAFF, WHICH MR. KRAGES HAS DONE. IN CHECKING OVER
COURSES IN THE AREA, MR. KRAGES IS TWO MEN UNDER THE~AUERAGE COURSE. HE~,.HAS 6.
MR. LIVINGSTON THANKED MR. KRAGES FOR THE TERRIFIC JOB DONE FOR THE LADIES'
TOURNAMENT. HE RECEIVED NOTHING BUT COMPLIMENTS.
SIGNS WILL BE POSTED ADVISING THAT THE COURSE WILL BE CLOSED FROM 10:00 A.M.
ON MAY 23 THE REST OF THE DAY FOR HERBICIDNG. BIDS HAVE BEEN RECEIVED ~0~
THE FERTILIZER..,AND INSECTICIDE BUT HAVE NOT YET BEEN AWARDED. A COMMITTEE
WILL MEET TO AWARD THE BIDS.
MOTION BY MR. MELIA, SECONDED BY MR. LIVINGSTON, TO RECOMMEND TO MAYOR FLOOD
THAT THE PAY RAISES REQUESTED BY MR. KRAGESBE GRANTED AS OFMAY 12. CARRIED.
MR. MELIA MENTIONED THAT HE HAD PLAYED A COURSE IN ORLANDO AND SUGGESTED
THAT MR. KRAGES GO OVER AND TALK TO THEM. THEY DO NOT OVER -SEED AND PERHAPS
THE MONEY WE EXPEND FOR OVER -SEEDING COULD BE USED ELSEWHERE. MR. KRAGES
WAS ALSO REQUESTED TO LOOK INTO THE COST OF USING CHARCOAL AND ITS FEASIBILITY.
MR. NISBET REPORTED THAT HE TALKED TO MR. CLEDES, WHO DOES NOT FORESEE ANY
POSSIBILITY OA CUTTING BACK ON HIS EMPLOYEES OR CUTTING THEIR HOURS. THE
PRELIMINARY REPORTS ON THE PRO -AM LOOKS LIKE A GOOD BUSINESS WAS DONE.
WITH REFERENCE TO THE QUESTION BROUGHT UP ON PERCENTAGE RECEIVED ON BEVERAGES,
CHAIRMAN TROWBRIDGE LEARNED THAT THE COST OF SODA HAS BEEN CHARGED AGAINST
THE BAR. RECEIPTS HAVE BEEN RUNG UP ON FOOD. HE DOESN'T KNOW HOW MUCH THE
GROSS MIGHT BE EFFECTED BY THIS. HE INTENDS TO TALK TO MR. LANCASTER TO GET
THIS CATEGORIZED RIGHT TO GET A TRUER PICTURE.
MR. MORRIS WILL MAKE A REPORT ON TRAINING OF A CART MAN AT THE NEXT MEETING.
MR. MELIA REPORTED ON THE SEMINAR HE RECENTLY ATTENDED. HE MENTIONED THAT AT
ONE OF THE COURSES, EACH PERSON IS CHARGED $1. A ROUND (A SURCHARGE). THIS
MONEY IS PLACED- IN A SPECIAL CAPITAL EXPENDITURES FUND AND IS ALLOCATED FOR
SOMETHING EACH YEAR.FOR THE BETTERMENT OF THE COURSE. HE LEARNED THAT BALL
WASHERS ARE AVAILABLE FREE OF CHARGE FROM STANDARD MEDIA. ALL THEY WANT IS
THE ADVERTISING. MAYOR FLOOD STATED HE WOULD LOOK INTO THIS FURTHER. MR.
MELIA WENT ON TO SAY THAT NO TWO COURSES WERE HANDLED ALIKE AND DISCUSSED
SOME OF THE DIFFERENCES. MR. MORRIS AND CHAIRMAN TROWBRIDGE BOTH ATTENDED
THIS SEMINAR ALSO AND ADDED THEIR INPUT TO THE DISCUSSION.
MR. NISBET ASKED IF ANY OTHER COURSES LEASED OUT THE FOOD AND BEVERAGE OPERA-
TION AND IT WAS STATED THAT THEY DID NOT HEAR OF ANY OTHER SUCH OPERATION.
THIS REMINDED CHAIRMAN TROWBRIDGE THAT HE HAD JUST BEEN INFORMED TODAY THAT
THE LIQUOR LICENSE IS NOT TRANSFERRABLE. MR. MORRIS POINTED OUT THAT IT WAS
NEVER THE INTENTION THAT THE LICENSE BE TRANSFERRED. WHAT WE WANTED TO KNOW
WAS WHETHER THE CITY COULD LEASE THE FACILITITES UNDER OUR LICENSE. A MEMBER
OF THE AUDIENCE VOLUNTEERED THE INFORMATION THAT NO LICENSE UNDER FEDERAL LAW
MAY EVER BE LEASED, WHETHER PRIVATELY OWNED LICENSE OR A CITY LICENSE. THE ONLY
WAY YOU COULD DO IT WOULD BE FOR THE PERSON LEASING TO ACQUIRE HIS OWN LICENSE.
MR. MELIA REPORTED HE HAD NOT HAD A CHANCE TO TALK TO MR. LADD ABOUT COST CUTS
BUT ADDED THAT THEY WERE TRYING TO KEEP . THE INVENTORY DOWN. MR. NISBET STATED
THERE WERE NOT COST CUTS IN FOOD AND BEVERAGE OTHER THAN A CUT BACK IN HELP AND
HOURS WORKED.
CHAIRMAN TROWBRIDGE ADVISED THAT A MAN WILL BE OUT THIS WEEK TO DO SOMETHING
ABOUT THE CARPET IN THE PRO SHOP.
CHAIRMAN TROWBRIDGE REMARKED THAT THE RENTAL HAD RUN OUT ON 10 CARTS, BUT
E -Z GO DONATED THEIR USE UNTIL AFTER THE TOURNAMENT. ALSO, ADS WILL BE
PLACED IN THE PAPER WITHIN THE NEXT FEW DAYS ADVERTISING THE RATES.
MOTION BY MR. MELIA, SECONDED BY MR. PRICE, TO GO TO A MONTHLY MEETING,
BEGINNING IN JUNE - 4TH THURSDAY OF THE MONTH. CARRIED.
MOTION BY MR. MELIA, SECONDED BY MR. LI VINGSTON, THAT THE TWO HOUR LIMITATION
ON MEETINGS BE SUSPENDED. CARRIED.
MR. MELIA ASKED THE. MEMBERS WHAT THEIR OPINION WAS ON THE $1. SURCHARGE.
MR. MORRIS STATED THAT IF WE WERE GOING TO CONTINUE TO RUN SO CLOSE TO OPERA-
TING COSTS AND NOT HAVE ANY CHANCE OF MAKING NEEDED IMPROVEMENTS, EITHER THE
MEMBERSHIP WOULD HAVE TO BE INCREASED OR PUT A $1. SURCHARGE ON EVERY PLAYER.

THE OPERATING ACCOUNT AND NONE OF IT~CAN BE SPECIFIED FOR ANY.~ USE. JACKSONVILLE
WOULD HAVE TO B~-~ECKED TO SEE IF THIS COULD BE DONE. IT WAS AGREED THAT
THE SURCHARGE MIGHT BE A GOOD WAY TO GO AND SHOULD BE DISCUSSED FURTHER WHEN
THE BUDGET IS BEING CONSIDERED~ MR. MORRIS WAS OPPOSED ON THE GROUNDS THAT
YOU COULDN'T RUN SPECIALS AND ADD $1. SURCHARGE. HE SUGGESTED THAT ~NS~EAD
OF RAISING THE MEMBERSHIP FEE, EACH MEMBER SHOULD PAY $1. EVERY TIME HE
PLAYED. THIS WOULD TAKE SOME OF THE BURDEN AWAY FROM THE PERSON WHO PLAYS
50 TIMES AS COMPARED TO THE PERSON WHO PLAYS 200 TIMES.
LETTER WAS READ FROM MR. WILLEY POINTING OUT THAT THERE WAS NO DEFAULT IN
THE SECURITY EQUIPMENT IN THE BUILDING, WHICH WAS IMPLIED BY THE NEWS MEDIA.
CHAIRMAN TROWBRIDGE REMARKED THAT MAYOR FLOOD MADE IT CLEAR AT THE LAST
MEETING IT HAD TO DO .WITH THE LAXNESS OF PERSONNEL AND NOT THE EQUIPMENT.
THE PRESIDENT OF THE WOMEN'S GOLF ASSOCIATION VOICED THEIR APPRECIATION FOR
THE COOPERATION AFFORDED THEM IN CONNECTION WITH THEIR TOURNAMENT. SHE ASKED
WHAT HAD BEEN DONE ABOUT FORMING A MEMBERSHIP COMMITTEE AND CHAIRMAN-TBOW-
BRIDGE INFORMED HER SUCH A COMMITTEE HAS RECENTLY BEEN FORMED AND A MEETING
WILL BE CALLED SHORTLY.
A MEMBER OF THE AUDIENCE EXPLAINED A SYSTEM THAT HAS BEEN USED ON OTHER
COURSES. WHEN A PERSON PAYS FOR 9 HOLES OR FOR 18 HOLES, THE CASHIER GIVES
HIM A KEY WITH A COLOR CODED TAG WHICH IS EASY FOR A RANGER TO SPOT. A
RETURNABLE $1. DEPOSIT IS REQUIRED FOR THE ~KEY. THIS WAS CONSIDERED TO BE
A GOOD IDEA AND WILL BE LOOKED INTO FURTHER.
MR. CHALOUX AGAIN BROUGHT UP THE MATTER OF CHANGING POSTED PRICES AND IT WAS
AGAIN EXPLAINED THAT THE PRICES WERE NOT CHANGED, JUST THE WALKERS' FEES WERE
LEFT OFF AT THE REQUEST OF MR. LADD. IN RESPONSE TO THE QUESTION OF WHO
AUTHORIZED THE CHANGE, CHAIRMAN TROWBRIDGE STATED THAT HE DIDN' T THINK
ANY AUTHORIZATION WAS REQUIRED. HE AND MR. MELIA POSTED THE PRICES.
IN RESPONSE TO ANOTHER QUESTION FROM MR. CHALOUX, CHAIRMAN TROWBRIDGE
STATED THAT THE BOARD OF DIRECTORS AUTHORIZED THE CLOSING OF THE COURSE
IN CONNECTION WITH THE PRO-AM. THE PUBLIC WAS NOT INFORMED BUT A SIGN
WAS POSTED.
