BY ACTING CHAIRMAN DON LIVINGSTON. PRESENT: ACTING CHAIRMAN DON LIVINGSTON, DANIEL MELIA, DONALD VICKERS, DAVID NISBET. ALSO: MAYOR PAT FLOOD, JR., ACTING MAYOR ROBERT FITZMAURICE, CITY ATTORNEY DANIEL KILBRIDE. ABSENT: ARTHUR TROWBRIDGE, CARROLL SIMES (VACATION); CLAY PRICE, HARRY MORRIS. CHAIRMAN LIVINGSTON ANNOUNCED THAT THE PURPOSE OF THE MEETING WAS TO ADVISE THE BOARD THAT LUCY LEE NELSON, ACTING FOOD AND BEVERAGE MANAGER, HAD BEEN SUSPENDED WITHOUT PAY AND EMPLOYMENT. -OF -PATRICIA .LAZZERI, BARTENDER, HAD BEEN TERMINATED. ACTING MAYOR ROBERT FITZMAURICE READ INTO THE RECORD MRS. NELSON'S LETTER OF RESIGNATION, DATED JULY 11, 1983, WHICH HE RECEIVED AND ACCEPTED AT 9:00 A.M. CITY ATTORNEY DANIEL KILBRIDE STATED THAT EACH MEMBER OF THE GOLF COURSE BOARD OF DIRECTORS HAD SEEN PHOTOGRAPHS TAKEN AT THE GOLF COURSE RESTAURANT AND EACH HAD READ THE POLICE REPORTS. HE ADDED THAT THE REPORT SPEAKS FOR ITSELF AND RECOMMENDED THAT THE BOARD ACCEPT THE RESIGNATION OF LUCY LEE NELSON AS ACTING MANAGER OF THE FOOD AND BEVERAGE AND THAT HER.PERSONNEL RECORDS REFLECT THE INCIDENT AND THAT SHE NOT BE RE—HIRED BY THE GOLF COURSE. MOTION BY MR. NISBET, SECONDED BY MR. VICKERS, THAT THE POLICE DEPARTMENT REPORT BE ENTERED INTO THE MINUTES OF RECORD. CARRIED. MOTION BY MR. NISBET, SECONDED BY MR. VICKERS, THAT THE CITY OF SEBASTIAN l NOT RECOMMEND IN ANY MANNER AND NOT ENDORSE ANY EMPLOYMENT REFERENCES FOR LUCY LEE NELSON. MR. NISBET EXPLAINED THAT RESIGNATION WAS BETTER THAN BEING FIRED AND THAT THE CITY SHOULD.NOT RECOMMEND FOR ANOTHER POSITION. MR.MELIA STATED THE MOTION WAS CONCLUSION AND THAT THE REPORT SHOULD BE PLACED IN HER PERSONNEL JACKET AND THAT WOULD BE SUFFICIENT. MR. VICKERS WITHDREW HIS SECOND. MR. NISBET WITHDREW HIS MOTION. MOTION BY MR. MELIA, SECONDED BY MR. NISBET, THAT THE BOARD OF DIRECTORS ENDORSE ACTING MAYOR FITZMAURICE'S FIRING OF PATRICIA LAZZERI. CARRIED. ACTING MAYOR FITZMAURICE STATED THAT LUCY LEE NELSON HAD 1291 COMPENSATION HOURS. HE ADDED THAT THE LARGE NUMBER OF HOURS WAS DUE TO THE FACT THAT THERE HAD BEEN ILLNESS OF STAFF. ACTING MAYOR FITZMAURICE STATED THAT A PORTION OF THE MONEY DUE COULD BE SET ASIDE FOR REPAIR OF DAMAGES. MOTION BY MR. NISBET, SECONDED BY MR. MELIA, THAT THE CITY PAY LUCY LEE NELSON 1294 COMPENSATION HOURS LESS AN UNDETERMINED AMOUNT FOR DAMAGES (APPROXIMATELY $50.). IF LESS, REFUND DIFFERENCE. CARRIED. MR. NISBET STATED HE HAD SPOKEN WITH MR. PRICE AND THEY BOTH RECOMMENDED THAT RAY LADD, GOLF PRO, BE PLACED IN CHARGE OF THE FOOD AND BEVERAGE ON A TEMPORARY ev*hs BASIS. MR. LADD STATED THAT PRISCILLA ORFUTT HAD BEEN HIGHLY RECOMMENDED TO HIM AND SHE WAS HIRED TO FILL IN AT THE BAR AND IS WORKING OUT VERY WELL. SINCE SHE IS ONLY ALLOWED TO WORK 40 HOURS, SOMEONE ELSE WILL HAVE TO BE HIRED. HE HAD WORKED OUT A SCHEDULE WITH THE EMPLOYEES WHICH LEFT THEM WITHOUT A COOK FOR ONE DAY SO THEY HAD TO FIND SOMEONE ELSE TO COOK ON MONDAYS AND HE HIRED LOIS HART TO WORK JUST ONE DAY A WEEK. IN RESPONSE TO A QUESTION, ATTORNEY KILBRIDE ADVISED THAT A FOOD AND BEVERAGE MANAGER COULD BE PROMOTED FROM THE RANKS OR ELSE IT WOULD BE PUT OUT TO BID. MR. MELIA ASKED IF AN ACTING MANAGER COULD BE APPOINTED FOR A CERTAIN PERIOD OF TIME AND ATTORNEY KILBRIDE STATED THIS COULD BE DONE. MOTION BY MR. MELIA-THAT WE APPROACH MR. ROGER HALL AND ASK HIM IF HE WOULD TAKE THE JOB OF ACTING MANAGER FOR TWO MONTHS; ADVERTISE THIS JOB AND REVIEW THE WHOLE PROCEDURE AT THE END OF TWO MONTHS. ATTORNEY KILBRIDE ADVISED THAT HE HAD MISUNDERSTOOD THE QUESTION FROM MR. MELIA AND THAT SOMEONE FROM THE OUTSIDE COULD NOT BE APPOINTED AS ACTING MANAGER. MR. MELIA EXPLAINED THAT WE HAD A PROPOSAL FROM MR. HALL AND THIS WOULD BE A GOOD TIME TO TRY HIM OUT. ATTORNEY KILBRIDE CHECKED THE STANDARD OPERATING PROCEDURES WHICH STATES THAT ALL VACANCIES IN ALL DEPARTMENTS WILL BE ADVERTISED AND ANY APPLICATIONS ON FILE WILL BE CONSIDERED. MR. HALL IS AN APPLICANT AND SHOULD BE CONSIDERED. THE POLICY ALSO IS TO PROMOTE FROM WITHIN. IT'S NOT COMPLETELY CLEAR WHETHER YOU CAN HIRE A PERSON NOT ON THE CITY PAYROLL TO TAKE THAT JOB WHILE YOU ARE CONSIDERING HIS APPLICATION ALONG WITH OTHERS. HE THOUGHT THE INTENT WAS TO APPOINT SOMEONE ALREADY ON THE PAYROLL AND RECOMMENDED THAT THAT PROCEDURE BE FOLLOWED. EVEN THOUGH THIS COULD BE CONSIDERED AN EMERGENCY SITUATION, IS THERE SOMEONE PRESENTLY EMPLOYED WHO COULD DO THE JOB? MAYOR FLOOD STATED THAT HE THOUGHT IF AN AD WAS PLACED IN THE PAPER AT ONCE FOR ONE WEEK, WE COULD GO FROM THERE, AND WITH MR. LADD, MR. PRICE AND MR. NISBET, IT CAN BE HANDLED UNTIL AN APPOINTMENT IS MADE. MOTION BY MR. NISBET, SECONDED BY MR. MELIA, TO ADVERTISE FOR ONE WEEK, START- ING JULY 13, WITH THE DEADLINE THE FOLLOWING WEEK, JULY 20. ACTING CHAIRMAN LIVINGSTON VOTED NAY BECAUSE HE THOUGHT THE MEETING SHOULD BE AT THE CALL OF THE CHAIRMAN AND AS SOON AS THE APPLICATIONS ARE RECEIVED, THE CLERK COULD SET UP A MEETING, THE SOONER ITS HANDLED THE BETTER. MOTION FAILED BECAUSE IT TAKES FOUR VOTES TO PASS A MOTION. MOTION BY MR. MELIA, SECONDED BY MR. NISBET, THAT WE ADVERTISE IN THE PAPER EFFECTIVE WEDNESDAY, JULY 13, RETURNS TO BE MADE BY JULY 20, AND AT THE DIS- CRETION OF THE CHAIRMAN OF THE BOARD WE EITHER HOLD AN EMERGENCY MEETING TO DECIDE ON THIS OR DECIDE AT THE NEXT REGULAR MEETING. CARRIED. POLICE CHIEF JOHN MELTON STATED THAT HE NEEDS FROM THE BOARD AT THE NEXT MEETING IF YOU WANT TO PUT IT ON THE AGENDA, OPERATING HOURS, WHO'S ALLOWED, WHO HAS ACCESS, WHO IS TO BE CONTACTED. MR. LADD WASN'T CALLED THE OTHER NIGHT BECAUSE IT WASN'T HIS DEPARTMENT. WE NEED TO KNOW NORMAL OPERATING HOURS. WE KNOW THERE ARE TIMES WHEN THERE ARE LATE PARTIES. WE HAD NO WAY OF KNOWING THE OTHER NIGHT. WE HEARD THEY WERE TAKING INVENTORY. THESE THINGS NEED TO BE CONSIDERED BY THE BOARD, GIVEN TO HIM, SO HE CAN GIVE TO REST OF CITY OFFICIALS. - 2 - -t l 1 HE ALSO ASKED -THAT IN THE FUTURE THE APPLICATION OF ANYONE HIRED BE TURNED OVER TO THE POLICE DEPARTMENT SO A CHECK CAN BE RUN ON THEM. YOU SHOULD KNOW WHO HAS BEEN ISSUED KEYS AND THAT SHOULD BE IT. MR. NISBET SUGGESTED THAT WITH THE RECENT TURNOVER IN PERSONNEL, IT MIGHT BE A GOOD IDEA TO CHANGE THE LOCKS. MR. LADD AGREED WITH THIS AND SAID IT WOULD BE NO PROBLEM. MOTION BY MR. NISBET, SECONDED BY MR. VICKERS, TO APPOINT RAY LARD ACTING MANAGER UNTIL WE DECIDE TO HIRE A PERMANENT FOOD AND BEVERAGEIMANAGER. MELIA REMARKED THAT HE HAD NO EA HOW MANY PAS S ARE OUTSTANDING AND WE MAY BE GIVING OURSELVES A BLACK EYE,AE T IT WAVN FAIR TO THE REGULAR MEMBERS. MR. MORRIS STATED HE WAS TOLD THERE 5,000UED AROUND THIS TIME LAST YEAR. MR. LIVINGSTON RECOMMENDED THAT THE SPEC ACKAGE BE CHANGED FROM 5:00 P.M. TO 3:00 P.M. — $6. A PERSON, $12. A COUP INCLUDES CART AND GREENS FEES. NOT MUCH ACTIVITY AFTER 2:00 P.M. AND CO USE THE REVENUE. MR. MORRIS WAS OPPOSED TO THIS. HE THOUGHT THE LY PAC GE WE NEEDED WAS THE $8. ONE. MR. MELIA AGREED WITH THIS AND ADDS THAT IF W WEREN'T GETTING ANY PLAY, IT MIGHT BE FEASIBLE TO CLOSE THE CO SE EARLY AND VE PAYING SALARIES. MR.
