COUNCILMAN OBERBECK STOPPED IN FOR JUST A MINUTE TO INQUIRE (JUST TO QUELL A RUMOR)
IF SO'ONE'S JOB WAS ON THE LINE TODAY OR DOES ANY ~_~4BER HAVE ANY INDICATION OF
BRINGING UP ANY.,CHARGES AGAINST SOMEONE AS FAR AS EMPLOYMENT GOES. NO ONE ON THE
BOARD HAD ANY SUCH KNOWLEDGE.
THE MINUTES OF THE LAST MEETING OF OCTOBER 28 WERE READ ALOUD BY VICE CHAIRMAN
MORRIS.
MOTION BY MR. VtCKERS, SECONDED BY MR. LIVINGSTON, TO APPROVE THEMINUTES OF
THE MEETING OF OCTOBER 28. CARRIED.
AT THIS POINT CHAIRMAN MELIA ARRIVED AND THE MEETING WAS TURNED OVER TO HIM.
MR. MELIA REPORTED THAT SEVERAL TREES HAVE BEEN PLANTED BY MR. KRAGES. CON DIAMOND
ASKED IF WE WOULD BE INTERESTED IN 8 TREES AND OFFERED TO PAY FOR HALF'OF THEM.
MR, MELIA O.K.'D THIS AND SUGGESTED THAT A LETTER OF THANKS BE WRITTEN TO MR.
DIAMOND. HE ALSO SUGGESTED THAT A LETTER BE SENT TO THE CITY COMMENTING ON THE
HELP RECEIVED FROM THE CITY MECHANIC AND THAT. THIS LETTER SHOULD BE MADE PART OF
HIS SERVICE RECORD.
MR. MELIA STATED THE FIRST ITEM FOR DISCUSSION WAS THE CHAIN OF COMMAND APPROVED
BY THE CITY COUNCIL. MR. MORRIS REMARKED THAT HE.WAS GOING TO SUGFGEST THAT A
SPECIAL MEETING BE HELD SINCE THIS WOULD PROBABLY TAKE A LOT OF TIME. MR. MELIA -
HAD NO OBJECTION, BUT SAID HE WOULD LIKE TO GET INTO IT TODAY. HIS INTERPRETATION'.'":"?~:::':!'

OPERATION. TWO MEMBERS OF THE BOARD WILL BE WITH EACH DEPARTMENT. -i~.-..:THERE IS
ANY DISAGREEMENT BETWEEN THE TEO MEMBERS, IT WILL BE DECIDED BY THE:CHAIRMAN. IN
OTHER WORDS, THE CHAIRMAN IS PART OF EACH COMMITTEE. THE COMMITTEES WERE SET UP
AS FOLLOWS: CLUB HOUSE - MR. MORRIS, MR. ROUX; GOLFCCOURSE SUPERINTENDENT - MR.
LIVINGSTON, MR. VICKERS'; FOOD AND BEVERAGE - MR. TROWBRIDGE, MR. PRICE.
THERE FOLLOWED A DISCUSSION ON HOW THESE COMMITTEES WOULD WORK ANDIT WAS SUGGESTED
THAT EACH TWO MEMBERS SHOULD DISCUSS WITH THE DEPARTMENT HEAD THE' POLICIES THEY
WISHED TO ESTABLISH AND INVITE EACH DEPARTMENT HEAD TO THE NEXT MEETING TO._~DISCUSS
THE RECOMMENDATIONS. IT WAS POINTED OUT THAT THE PRELIMINARY DISCUSSIONS MIGHT BE
IN CONFLICT WITH THE SUNSHINE LAW AND MAYOR FLOOD STATED HE WOULD CONSULT WITH THE
CITY ATTORNEY FOR A RULING.
MOTION BY MR. MORRIS, SECONDED BY MR. LIVINGSTON, TO CANCEL '~HE NEXT REGULAR MEET-
ING ON NOVEMBER 25 AND HOLD MEETINGS ON DECEMBER 2 AND t6. CARRIED.
WITH REFERENCE TO THE APPOINTMENT OF A SECRETARY, IT WAS EVERYONE'S UNDER-
STANDING THAT SHE WILL BE PAID FOR ALL OVERTIME BEYOND 4:30 P.M. MINUTES OF
EACH MEETING WILL BE SENT TO ALL MEMBERS OF THE BOARD ABOUT A WEEK BEFORE
EACH MEETING AND IT WAS SUGGESTED THAT COPIES BE SENT ALSO TO THE PRO, THE
GREENS SUPERINTENDENT AND THE FOOD AND BEVERAGE DIRECTOR. IN ADDITION, A COPY
SHOULD BE POSTED ON THE GOLF COURSE BULLETIN BOARD AND COPIES MADE AVAILABLE
FOR ANY INTERESTED GOLF COURSE MEMBER.
AN AGENDA SHOULD BE SET UP FOR EACH MEETING THE MONDAY BEFORE IT IS SCHEDULED.
AGENDA FOR DECEMBER: THE COMMITTEE. EACH MEMBER OF THE BOARD WILL CONTACT
MR. MELIA THE MONDAY BEFORE WITH ITEMS THEY WISH TO HAVE PLACED ON THE AGENDA.
IT WAS SUGGESTED THAT THE FINANCIAL REPORT SHOULD BE DISCUSSED AT THE SECOND
MEETING OF THE MONTH. MR. MELIA SUGGESTED THE AGENDA HAVE THE FOLLOWING SET UP:
CALL TO ORDER, ROLL CALL, APPROVAL OF MINUTES, CHAIRMAN'S REPORT, COMMITTEE
REPORTS, CLUB HOUSE, FINANCE, TOURNAMENT COMMITTEE, GREENS COMMITTEE, PUBLIC
REQUESTS, OTHER BUSINESS, BOARD MEMBER REOUESTS AND REPORT, GOLF CO~ITTEE,
GREENS COMMITTEE, FOOD AND BEVERAGE COMMITTEE, 2ND MEETING FINANCE REPORT.
MR. LIVINGSTON REPORTED THAT MR. KRAGES HAS THE FRONT END LOADER ON TRIAL. MR.
KRAGES TALKED TO THE REPRESENTATIVE AND GOT ANOTHER $500. OFF SO WE GOT THE
LOADER FOR $8,000. MR. KRAGES HAS A DEAL WORKING WITH MR. VAN ANTWERP TO TRANS-
PLANT SOME TREES.- MR. KRAGES WAS REOUESTED TO HAVE THE CITY MECHANIC CHECK
OVER THE LOADER'.AND PUT IT THROUGH SOME TESTS, THEN CALL MR. MELIA WHO WILL
ARRANGE FOR A SPECIAL MEETING TO DISCUSS ITS OPERATION. A BID HAS BEEN RECEIVED
FROM DE BRA TURF AND INDUSTRIAL EQUIPMENT COMPANY IN THE AMOUNT OF $12,050.
FOR THE HUSTLER (ONLY BID RECEIVED). THIS WILL BE AN AGENDA iTEM. NEXT MEETING.
MR, TROWBRIDGE RFPORTED THAT THE CARPET IN THE CLUB HOUSE HAS BEEN DYED. ALSO,
THE SNACK BAR HAS BEEN COMPLETED AND IS DOING WELL.
MOTION BY MR. VICKERS, SECONDED BY MR. MORRIS, TO EXTEND A WORD OFiTHANKS TO
MR. TROWBRIDGE FOR HIS EFFORTS IN TAKING CARE OF THE RUG. CARRIED.
MR. TROWBRIDGE ADDED THAT THE FELLOWS WHO DID THE WORK ON THE RUG WOULD LIKE TO
MAINTAIN IT AND SUGGESTED THAT THIS BE AN AGENDA ITEM.
MR. PRICE REPORTED THAT THE PROFIT ON FOOD AND BEVERAGE IS NOT BAD. RIGHT AROUND
WHAT WAS IN BUDGET. LAST STATEMENT WAS 46%. FIGURED 49%. OPERATING EXPENSES
WILL BE AN AGENDA ITEM.
MR. MORRIS WANTED TO PARTICULARLY REMIND THE BOARD OF DIRECTORS THAT THE QUALIFY-
ING ROUND FOR THE CLUB CHAMPIONSHIP WILL BE PLAYED SATURDAY AND SUNDAY. THE WAY
THE TOURNAMENT WILL WORK WAS EXPLAINED IN DETAIL.
MR. LADD BROUGHT UP THE MATTER OF WHISPERING PALMS. HE STATED THAT HE WAS SORRY
HE BROKE THE RULES, BUT HE GRANTED THEM A SPECIAL RATE-'FOR TWO DAYS BECAUSE HE
DIDN'T WANT TO LOSE THIS GROUP WHO HAVE BEEN VERY HELPFUL SINCE THE OPENING OF
THE COURSE AND REPRESENT APPROXIMATELY $25,000. TO THE CLUB. IT NOW COSTS $16.80
TO PLAY THE COURSE, BUT HE HAS ALLOWED THEM TO PLAY FOR $13.65. IN JANUARY THE
RATES WILL GO UP TO $19.00 AND MR. LADD PROPOSED THAT WHISPERING PALMS BE CHARGED
$16.00. HE ADDED THAT HE WOULD LIKE THE BOARD TO DO WHATEVER IT THINKS BEST.

THIS GROUP PLAYS ON THURSDAYS, WHICH IS THE SLOWEST DAY, AND IT WAS SUGGESTED
THAT A 2 HOUR LIMIT BE SET WITH 40 TEE TIMES WHICH REPRESENTS 80 PLAYERS.
MOTION BY MR. TROWBRIDGE, SECONDED BY'Mt~.~MORRIs, TO ACCEPT CONTRACT OF $13.65
FOR NOW AND $16.00 STARTING IN JANUARY, WITH A LIMIT OF 80 PLAYERS. CARRIED.
MOTION BY MR. VICKERS, SECONDED BY MR. TROWBRIDGE, TO EXTEND THE MEETING FOR
15 MINUTES. CARRIED. {MR. MORRIS HAD TO LEAVE.)
REGARDING THE ANNIVERSARY PARTY, SOMEONE IS COMING FROM MELBOURNE TO MEASURE OFF
THE TENT AREA TO SEE WHAT IT WOULD CO~T.
THE MEETING WAS OPENED FOR THE PUBLIC. MR. McCARTHY THANKED THE VICE CHAIRMAN
FOR READING THE MINUTES OUT LOUD AND COMMENTED THAT HE THOUGHT THAT MR. LADD HAD
SHOWED HIS MANAGERIAL ABILITIES. WHAT HE REALLY WANTED TO BRING UP WAS THE FACT
THAT HE HAD HEARD THAT THE MEMBERS OF THE BOARD OF DIRECTORS HAD FREE USE OF THE
GOLF CARTS AND HE WANTED TO KNOW BY WHOSE AUTHORITY. MR. MELIA STATED THAT THE
BOARD OF DIRECTORS HAD VOTED FOR THIS. MR. McCARTHY. THEN READ A SECTION OF THE
BOND DEBENTURE WITH REFERENCE TO NO FREE SERVICES OF ANY KIND TO BE RENDERED.
MR. MELIA STATED~THAT THEY DO NOT PAY FOR GOLF CARTS, BUT THEY FELT THEY DESERVED
IT BECAUSE OF THE WORK THEY ARE DOING. IF THE PUBLIC DOESN'T AGREE, THIS WILL
BE DISCUSSED AT OUR NEXT MEETING. MAYOR FLOOD ADDED THAT THIS IS PART OF THE
BOND DEBENTURE WHICH WE HAVE TO ABIDE BY. THIS MEANS THAT NOBODY WILL GET A
SPECIAL RATE, NOT EVEN WHISPERING PALMS, AND WE WILL HAVE TO CUT OUT THE $1.00
GIVEN TO THE MEMBERS. MR. MELIA SAID THIS WILL BE BROUGHT TO THE CITY ATTORNEY.
IN RESPONSE TO A REQUEST FOR CLARIFICATION, MAYOR FLOOD STATED THAT EACH DEPART-
MENT HEAD HAS THE RIGHT TO HIRE AND FIRE EMPLOYEES WITHOUT CONSULTING THE BOARD
OF DIRECTORS OR THE CITY COUNCIL.
