PRESENT: DON LIVINGSTON, WILLIAM ROUX, DONALD VICKERS, CLAY PRICE, ARTHUR TROWBRIDGE, VICE CHAIRMAN HARRY MORRIS, CHAIRMAN DANIEL MELIA, ALTERNATES CARROLL SIMES, GORDON CARLILE. CHAIRMAN MELIA ADVISED THAT THE GOLF COURSE BOARD OF DIRECTORS AND THE AIRPORT ADVISORY BOARD HAD A JOINT MEETING ON DECEMBER 9 TO WORK OUT DETAILS OF A LEASE AGREEMENT. IT WAS MENTIONED THAT A LEASE HAD BEEN PREPARED AND SENT TO THE FAA FOR THEIR APPROVAL, BUT NO COPY WAS AVAILABLE IN THE CITY. THE FAA HAS PROMISED TO SEND A COPY. A MEETING WILL BE SET UP WITH THE CHAIRMAN AND VICE CHAIRMAN OF THE GOLF COURSE BOARD OF DIRECTORS, CHAIRMAN OF THE AIRPORT ADVISORY BOARD, THE FINANCE DIRECTOR, AND MAYOR FLOOD TO WORK OUT HOW TO PAY THE RENT FOR THE GOLF COURSE. CHAIRMAN MELIA READ THE FOLLOWING PARAGRAPH FROM A LETTER FROM FAA DATED AUGUST 4, 1975, ADDRESSED TO MARTIN COUNTY: "PROPERTY NOT OTHERWISE NEEDED TO MEET ANY PRESENT OR FORESEEABLE AIRPORT PURPOSE MAY BE LEASED OR CONVEYED AT LESS THAN FAIR MARKET VALUE OR FOR NOMINAL CONSIDERATION FOR A USE THAT IS COM- PLETELY COMPATIBLE WITH THE OPERATION, MAINT$NANCE, DEVELOPMENT AND IMPROVEMENT OF THE AIRPORT. THE INCOME FROM THE PROPOSAL IS, THEREFORE, A MATTER TO BE DECIDED BY MARTIN COUNTY." CHAIRMAN MELIA THOUGHT THIS MIGHT BE USED BY US AND DECIDED BY THE CITY COUNCIL. CHAIRMAN MELIA INFORMED EVERYONE THAT THE RATES HAVE BEEN LOWERED AFTER 12:30. THIS WAS DONE BECAUSE THERE HAS NOT BEEN MUCH PLAY AFTER THAT TIME. CHAIRMAN MELIA REMARKED THAT A DECISION SHOULD BE MADE WHETHER TO HAVE A MEMBER- SHIP COMMITTEE TO MAKE RULES AND REGULATIONS REGARDING DO'S AND DONT'S FOR MEMBERS. THE RANGERS HAVE BEEN RUNNING INTO PROBLEMS. CHAIRMAN MELIA REPORTED THAT THERE ARE RUMORS THAT AFTER THIS YEAR NON-RESIDENT MEMBERSHIPS WILL BE OUT. HE WAS OF THE OPINION THAT ALL MEMBERS, ONCE THEY HAVE PAID THE INITIATION FEE, PAY DUES EVERY YEAR, AND OBEY THE RULES OF THE GOLF COURSE, WILL NEVER HAVE THEIR MEMBERSHIP TERMINATED. THE BOARD CONCURRED. MR.WILLEY EXPLAINED HOW THE PASSIVE INFRA -RED MOTION SECURITY SYSTEM SHOULD BE HANDLED. HE SUGGESTED THAT A DAILY LOG BE KEPT BY THE PERSONNEL DESIGNATED TO OPEN AND CLOSE THE CLUB HOUSE. MR. LADD AND MR. CLEDES ARE THE DESIGNATED PERSONS NOW AND MR. TROWBRIDGE VOLUNTEERED TO BE AVAILABLE IF A VIOLATION OCCURS DURING THE NIGHT. MR. WILLEY ADDED THAT IF HE ALSO HAD A KEY, IT MIGHT NOT BE NECESSARY TO CALL ANYONE ELSE. A MONTHLY SCHEDULE SHOULD BE SENT TO THE MONITORING CENTER SO THEY WILL KNOW WHO TO CALL. IT WAS SUGGESTED THAT THE FRONT DOOR AND THE DOOR TO THE PRO SHOP SHOULD BE KEYED ALIKE. MR. ROUX AND MR. MORRIS WILL COORDINATE THIS WHOLE OPERATION. IN DISCUSSING THE FINANCIAL REPORT, CHAIRMAN MELIA POINTED OUT THAT THE GREENS FEES WERE ABOUT $14,000. DOWN IN NOVEMBER AND THE CARTS ABOUT $5000. FROM THE PROJECTED BUDGET MONTH BY MONTH. BECAUSE OF THIS HE RECOMMENDED THAT ANY FURTHER CAPITAL EXPENDITURES BE DELAYED. MR. PRICE STATED THAT AT THE END OF NOVEMBER $114,000. WAS TAKEN IN IN ADVANCE MEMBERSHIPS. THERE IS $52,000. IN THE BANK PLUS INVENTORIES. QUITE A FEW BILLS ARE DUE AND FROM THE $114,000., $40,000. WAS USED TO PAY THE GENERAL FUND. FOOD AND BEVERAGE DEPARTMENT LOST $100. IN NOVEMBER, BUT WHEN YOU LOOK A LITTLE FURTHER UNDER REPAIRS AND MAINTENANCE THERE'S A COUPLE $100. FOR COOLER REPAIRS AND UNIFORMS PURCHASED. ONLY $900. WAS MADE IN THE LAST TWO MONTHS BUT PERCENTAGES HAVE COME BACK UP AS FAR AS COST OF GOODS " SOLD AND PROFIT. THERE HAVE BEEN SOME EMPLOYEE CHANGES AND A NEW CASK REGISTER PURCHASED, WHICH SHOULD HELP. THE PRO SHOP LOOKS BETTER THAN IT HAS TO DATE AS FAR AS PROFIT - 26% GROSS PROFIT COMPARED TO LESS THAN 10% PREVIOUSLY. THE PRO SHOP STILL HAS TOO MUCH INVENTORY - $34,000. - WHERE WE PROJECTED BETWEEN $10,000.- $20,000. LOST $817. IN OPERATING EXPENSES IN NOVEMBER, TO DATE ALMOST $10,000., BUT IN THERE IS INCLUDED SOME CAPITAL EXPENDITURES FOR MAINTENANCE AND FOOD AND BEVERAGE. IF INCLUDE INTEREST PAYMENTS, WE'VE LOST $35,000. CASH TO DATE. ALL MEMBERSHIP MONEY COMES IN IN DECEMBER SO WE'RE SEEING GROSS OPERATING INCOME TO DATE $102,000. AND $114,000. COULD BE TACKED ON. THE IDEA OF LEASING THE RESTAURANT HAS BEENKICKED AROUND AND IT MIGHT NOT BE A BAD IDEA WITH THE MONEY WE'RE MAKING RIGHT NOW. THE HOT DOG STAND ISN'T DOINGAS WELL AS EXPECTED, $60~$70. A DAY. COSTING MONEY IN SALARIES, COST OF FOOD, ELECTRICITY. MR. KRAGES HAS SPENT A LOT OF MONEY. MIGHT BE A GOOD IDEA TO GET AN INVENTORY FROM HIM. COULD-BE $4.-$2,000. MR. MORRIS ADVISED THAT AN AD HAD BEEN PLACED IN THE PAPER FOR $10. GREENS FEES AND CART AFTER 12:30 AND SINCE THEN HAVE BEEN AVERAGING 50 PLAYS A DAY AFTER THAT TIME. HE GAVE MR. LADD APPROVAL TO ~]UT AN AD IN ;fHEL~.APER FOR 3 DAYS, NEXT WEEK, FOR A REDUCED PRICE ON GOLF CLUBS, ETC., TO REDUCE THE INVENTORY. THE BOARD HAD NO OBJECTION. MR. MORRIS TALKED TO TOM MOONEY ABOUT THE POSITION AS CART MAINTENANCE MAN. HE IS VERY MUCH INTERESTED AND IS WILLING TO GO TO SCHOOL. THE GOLF COURSE WILL PAY FOR HIS LODGING AND TRANSPORTATION. MR. MORRIS THOUGHT THERE WAS NO CHARGE FOR THE SHCOOL, WHICH IS LOCATED IN AUGUSTA, GEORGIA, BUT WILL LOOK INTO IT FURTHER,. MR. MELIA ANNOUNCED THAT MARTYN REECE HAS RESIGNED AS ASSISTANT PRO, EFFECTIVE DECEMBER 24. HE ADDED THAT HE DID NOT FEEL THAT AN ASSISTANT PRO IS. NEEDED AT THIS TIME. DURING A DISCUSSION ON THIS MATTER, IT WAS STATED THAT MR. REECE DID A GOOD JOB, BUT HE WASN'T AN ASSISTANT PRO TO THE EXTENT THAT HE GAVE LESSONS OR DiD ANY OF THE FUNCTIONS OF THE PRO IN HIS ABSENCE. IT WAS SUGGESTED THAT A FULL TIME CLERK SHOULD BE HIRED, WHO COULD PROBABLY HELP WITH TYPING, ETC., IN HER SPARE TIME. MR. MORRIS STATED THAT MR. LADD HAD TOLD HIM HE WAS GOING TO HIRE JIMMY KUHFELD AS ASSISTANT PRO. MR. LADD POINTED OUT THAT MAYOR FLOOD HAD STATED THAT EACH DEPARTMENT HEAD HAS THE RIGHT TO HIRE AND FIRE WITHOUT APPROVAL OF THE BOARD OR THE COUNCIL. IT IS UP TO THE BOARD TO DETERMINE IF A POSITION IS NEEDED, NOT TO FILL IT. MOTION BY MR. TROWBRIDGE, SECONDED BY MR. SIMES, TO RECOMMEND THAT POSITION OF ASSISTANT PRO BE ELIMINATED FOR THE TIME BEING AND A FULL TIME CLERR BE HIRED AT THE BEGINNING CITY SALARY RATE TO OPERATE THE GOLF SHOP IN MR. LADD'S ABSENCE. CARRIED. MR. MORRIS SAID HE WOULD CALL MR. LADD TONIGHT TO ADVISE HIM OF THE DECISION. MR. MORRIS STATED THAT LAST MONTH THE BOARD AGREED TO ALLOW MRS. JEWEET'."TO USE A CART IN LIEU OF PAYMENT FOR TIME SPENT WORKING IN THE OFFICE. HE READ A LETTER FROM HER STATING THE DURING THE MONTH OF NOVEMBER, 'DUE TO PROBLEMS INVOLVED WITH THE USE OF THE GOLF CARTS, SHE PAID FOR 9. THEREFORE, SHE RECEIVED NO REMUNERATION FOR HER WORK THAT MONTH IN THE AMOUNT OF $117. DURING THE MONTH OF. DECEMBER SHE ALSO EARNED $117. , USED 7 CARTS EQUIVALENT TO $36.75, AND HAD BALANCE DUE OF $80.25. SHE REQUESTED'-THAT HER HUSBAND, WHO IS ALSO A VOLUNTEER WORKER, BE ALLOWED TO USE THE CARTS TO MAKE UP THiS DIFFERENCE. MR. MELIA DID NOT THINK THIS SHOULD BE PERMITTED. IF SHE DOESN'T WANT TO WORK LIKE THIS, SHE SHOULD MAKE OTHER ARRANGE- MENTS. PERHAPS SHE MIGHT BE INTERESTED IN WORKING AS A FULL TIME CLERK. MR. MORRIS WILL CHECK TO SEE HOW ESSENTIAL SHE IS AND THEN OFFER TO PAY HER IF SHE WISHES TO CONTINUE. MR. MORRIS READ A LETTER FROM AN INDIVIDUAL WHO HAS PAID HIS DUES'FOR 1982-83. HE IS IN NEED OF HEART SURGERY AND WILL BE UNABLE TO PLAY GOLF DURING MOST OF NEXT YEAR. HE HAS REQUESTED THAT HIS MEMBERSHIP FOR 1983 BE CREDITED TO 1984. MR. MORRIS SUGGESTED THAT HIS MONEY BE RETURNED WITH A LETTER ASKING HIM TO ADVISE US IN THE FALL WHETHER HE IS GOING TO PLAY IN 1984 AND THAT THE INITIATION' FEE WOULD BE WAIVED. ALSO, HIS'NAME WILL BE AT TOP OF LIST. THE BOARD AGREED. - 2 - MR. MELIA ADDED THAT THIS WAS NOT A POLICY MAKING DECISION. EACH CASE WILL BE HANDLED ON AN INDIVIDUAL BASIS. MR. MORRIS REPORTED THAT SOME PEOPLE CAME IN TO PAY NEXT YEAR'S MEMBERSHIP AND WERE TOLD THAT MEMBERSHIPS WERE CLOSED. ALSO, THAT EVERYONE HAD BEEN NOTIFIED BY MAIL, WHICH THEY SAID THEY NEVER RECEIVED. A MEMBER OF THE AUDIENCE STATED THAT SHE HAD NOT RECEIVED ANY KIND OF NOTICE. IT WAS DECIDED THAT THERE MAY BE OTHERS WHO DID NOT RECEIVE NOTICE AND A GRACE PERIOD SHOULD BE GIVEN SINCE THERE IS NO SPECIFIC EXPIRATION DATE ON THE MEMBERSHIP CARDS. MOTION BY MR. MORRIS, SECONDED BY MR. ROUX, THAT 1982 MEMBERSHIP BE EXTENDED THRU DECEMBER 31 AND THAT THE 1983 CARDS HAVE AN EXPIRATION DATE OF DECEMBER 12, 1983. ROLL CALL: AYES: MR. ROUX, MR. PRICE, MR. LIVINGSTON REMARKED THAT EVEN THOUGH SOME PEOPLE WERE DISAPPOINTED THAT WE USED TEMPORARY GREENS FOR 10 DAYS, THIS IS SOMETHING THAT HAS TO BE ALLOWED FOR EVERY YEAR. - TO OVERSEED AND PREPARE GREENS. FOR WINTER. MR. KRAGES HAS DONE A GOOD JOB. THERE HAS BEEN A PROBLEM WITH HAND CARTS BEING DRAGGED UP AND GOING BETWEEN THE TRAPS AND THE GREENS. WHERE IT SAYS IN THE RULES: "CARTS AT THE ENTRANCE TO THE GREENS" MEANS HAND CARTS AND RIDING CARTS. WHERE IT SAYS: "NO. CARTS", IT MEANS HAND CARTS AND RIDING CARTS. 100 PINE TREES HAVE BEEN PUT IN. $2000. WAS BUDGETED. SPENT $650. THEY ARE GOING TO LOOK INTO OTHER TYPES OF TREES. THE CART PATHS ARE BEING WORKED ON. TROWBRIDGE REPORTED THERE WERE NO PROBLEMS WITH THE FOOD AND BEVERAGE DEPARTMENT. HE STATED THAT THEY HAVE A CHANCE TO BUY A 110 CARRIER USED AIR CONDITIONER WHICH MIGHT BE NEEDED FOR THE HOT DOG STAND, FOR $100. MR. MORRIS SUGGESTED THIS BE POSTPONED BECAUSE THE HOT DOG STAND MIGHT BE DONE AWAY WITH. MR. PRICE ASKED THAT A RUMOR THAT MR. THE MATTER OF CARPET MAINTENANCE IS NOT GOING TO BE PURSUED AT THIS TIME, BUT MR.
