MINUTES
HANDICAPPED SELF-EVALUATION COMMITTEE
APRIL 6, 1994
1. CALL TO ORDER
Meeting was called to order at 5:04 p.m. by John Kanfoush,
Chairman.

2. APPROVAL OF MINUTES - FEBRUARY 2, 1994
Motion by Edra Young and seconded by Phillip Foster to
approve the minutes of February 2, 1994 as written.
3. COMMITTEE MEMBER ISSUES
Harry DiSalvio questioned what the bi-laws of the Handicapped
Self-Evaluation Committee state regarding missed meetings
and whether amendments could be made to the bi-laws. Ail the
boards have the same rules (failure to attend three ~(3)
consecutive regular meetings without being excused by the
chairperson). This ruling is governed by Resolution R-93-38.

4. OLD BUSINESS
- Handicapped Parking Status - Bruce Cooper
The meeting was turned over to Bruce Cooper, Director of
Community Development, to bring the committee up to date on
the handicapped parking status. Pamphlets on the Laws Of
Florida, Ch. 93-183 regarding parking were distributed to
the committee with various sections explained anddiscussed.
If the committee would like to survey existing businesses
with designated handicapped parking spaces that they feel are
not in compliance, then give Bruce Cooper a list with names
and addresses, he would send them a friendly letter requesting
them to bring these spaces into compliance. Enforcement of
compliance is another issue that must be addressed.
Bruce had attended a conference where the enforcement issue was
discussed and suggested we may want to contact the City of Miami
to see what they use for their basis of enforcement of the
Florida Statutes. Also, how their attorneys handle this issue and
then we could turn this information over to our attorney for his
opinion.
A motion was made by HarrY DiSalvio and seconded by Edra Young
to have Bruce Cooper send a friendly, diplomatic letter
to businesses within the City who have designated a
handicapped parking spot, but are not in compliance with ADA
regulations. Voice vote taken - all in favor. Discussion
followed.
- Status of Letter Sent to St. Lucie Waste Services
Wendy Widmann distributed a memo which specifies the procedure
that must be followed for those individuals who are unable to
bring their trash to the curbside and are requesting special
accommodations.
A motion was made by Harry DiSalvio and seconded by Phillip
Foster to accept this procedure/form for specialaccommodations
for st. Lucie Waste services. This information will be made
available to the public, by request, from the City Clerk's
Office.

The on-site review of the city parks was postponed until
another time.

Meeting adjourned at 6:00 p.m.
