CALL TO ORDER Meeting was called to order at 5:05 p.m. by John Kanfoush, Chairman. Present: Wendy Widmann John Kanfoush Phillip Foster Edra Young Susan Nalepa Joanne Sandberg - Recording Secretary Absent: Harry DiSalvio (excused) Guests Present: Joel Koford, City Manager George Schum Norma Damp, Council Member Mr. Joel Koford, city Manager, was introduced as a guest speaker and, in turn, the committee members introduced themselves, to Mr. Koford, stating their interest in the Committee. Mr. Koford stated he was proposing a Ordinance to the City Council, for their approval, which creates an Administrative Board. One of the functions of this board is to hear appeals on traffic citations which covers handicapped parking. This gives the City the opportunity for direct communication with the citizen who has been issued a citation parking in the handicapped zone, fire zone, etc. It also gives the city the opportunity to collect the fines immediately. The citizens will soon learn the consequences of parking illegally. Appeals will be handled through the County Court. Problems could be encountered with the enforcement of out of state handicapped tags since provisions are not uniform in all states. Discussion also took place on accessibility to commercial structures and other unique situations that could be encountered by the handicapped. HANDICAPPED SELF-ET~LUATiON COMMITTEE MEETING JUNE 1, 1994 PAGE 2 The committee informed Mr. Koford on the current status of the various projects being worked on and Mr. Koford stated he would help the committee in any way he can to accomplish their goals. Discussion followed regarding transportation van bus stops, and the possibility of volunteer parking ticket enforcers. 2. APPROVAL OF MINUTES - MAY 4, 1994 Motion by Phillip Foster and seconded by Edra Young to approve the minutes of May 4, 1994 as written. 3. COMMITTEE MEMBER ISSUES Wendy Widmann stated she had been contacted by Nell Dural, Citizens for Total Accessibility, a private group that receives county funding, to let her know how pleased he was that our committee was working on the handicapped parking issue. 4. OLD BUSINESS -CODE ENFORCEMENT - HANDICAPPED PARKING Lea Smith, the temporary City Code Enforcement officer has been following up on the Handicapped Parking Review Forms that were submitted and has spoken to the business owners personally so they understand what we are trying to accomplish. Discussion followed on various parking problems including the boardwalk at the river front, which is deteriorating rapidly. 5. NEW BUSINESS - SELF EVALUATION RECOMMENDATIONS FOR CHANGES iN BUILDINGS OR SERVICES - 1993/94 Wendy Widmann handed out a city of Sebastian Self Evaluation Plan, evaluating the City's current facilities, services, policies and programs as relates to accessibility. The committee was asked to review it and bring any comments, concerns, changes and recommendations back to Wendy by June 8th so it can be presented to Mr. Koford, City Manager for approval and implementation. Norma Damp volunteered to follow up on the telephone project. - PROPOSED ORDINANCE - ADMINISTRATIVE HEARING BOARD John Kanfoush handed out a copy of the Proposed Ordinance/ Administrative Hearing Board information that was discussed by Mr. Koford earlier and suggested that when this Ordinance is presented to City Council that members of the committee should be present to speak and offer their support. HANDICAPPED SELF E~LUATION COMMITTEE MEETING JUNE 1, 1994 PAGE 3 Wendy stated this Ordinance was a draft and may not be accepted by the City Council as written but was confident it would be passed in some form. Discussion followed. 6. OTHER BUSINESS A motion was made by John Kanfoush and seconded by Sue Nalepa to recommend the appointment of Phillip Foster to the vacant regular member position and George Schum to the first alternate position and present to City Council for the June 8, 1994 city Council Meeting. Voice vote taken - all in favor. The next scheduled meeting will be Wednesday, October 5, 1994 at 5:00 p.m. 7.
