MINUTES
HANDICAPPED SELF-EVALUATION COMMITTEE
JUNE 17, 1993
1. Meeting was called to order at 5:00 p.m. by Wendy Widmann,
City of Sebastian Personnel Director and Coordinator of
Americans With Disabilities Act (ADA).
2. Introduction of Members
This is a newly activated committee with newly appointed
members. Each new member was asked to state their name,
occupation and their reason for wanting to be on the
committee.
Present:
Susan Nalepa - Director of Physical Therapy at Sebastian
Hospital - Was on the ADA Committee at the
hospital and feels she can help the City in
a positive manner establishing ADA criteria.
Edra Young - Disabled Citizen - would like to make the
public aware of the many problems of the
handicapped.
John Kanfoush - Employed at Albertsons and Captain Hirams -
Working with the public has made him aware
of the many problems the handicapped face.
Harry DiSalvio - Certified Physician Assistant with HRS State
of Florida - Assistant to Medical Director
of Indian River County. Been on Handicapped
Committee before - Dedicated to taking care
of disabled people including babies.

Purpose of the Handicapped Self~Evaluation Committee
Wendy thanked all for becoming active members and hopefully
this will be a positive learning experience for all. The
primary purpose of this committee is tohelp the City of
Sebastian comply with the Americans With Disabilities Act.
The secondary purpose is for the City to provide both
private or public sector employers with technical assistance,
thus helping the City become a better place for handicapped
people. We do not have any enforcement authority but our
role will be to provide assistance or public notices to
businesses regarding the proper dimensions, markings, signs
of parking spaces, etc. for the handicapped.
4. Overview of the Americans with Disabilities Act
ADA involves two areas that this committee will deal with.
One is employment concerning unlawful discrimination and the
other is facilities being accessible. One of the tasks of the
committee will be to go around to all the city buildings to
make sure they are accessible to all, A discussion took place
regarding the different sections of the ADA law and what it
entails. Pamphlets were passed out to members listing the
ADA compliance regulations put out by Florida League of
Cities.
5. Goal Setting - Self Evaluation Plan
Going into our facilitiesto see how accessible they are,
determining what the problems are and then making
recommendations for change. Building staff will give
us estimates on how much these changes will cost and that
will go into a transition plan to identify, when and how
these changes can and will be made.
A grievance procedure has been drafted and will be submitted
with the minutes and discussed at the next meeting.
Telecommunication services for the deaf was discussed.
A self evaluation check list was submitted to members to look
over' and there was a brief discussion regarding these
guidelines.
Goals were set to evaluate City owned facilities and private
facilities. Susan Nalepa will draft a letter to be sent to
all local businesses to let them know we will be checking to.
see if their facilities meet ADA regulations.
