Present: ~ohn Kanfoush Harry DiSalvio Phillip Foster Edra Young Catherine Ackerman Phillip Bowers - Human Resources DirectOr Patrick Brennan - Public Works Director loanne Sandberg - Recording Secretary APPROVAL OF MINUTES - May 22, 1996 Motion by Edra Young and seconded by phillip Foster to approve the minutes of May 22, 1996 as written. INTRODUCTION OF PH[LLIP BOWERS, HUMAN RESOURCE DIRECTOR AND PAT BRENNAN, PUBLIC WORKS DIRECTOR · Phil Bowers and Pat Brennan were introduced along with members of the committee. Phil Bowers commented on Pat Brennan's expertise and previous experience with ADA regulations and how he would be an asset to the committee in helping them achieve their goals. Pat Brennan also gave an overview of his past experience and how he responded to various demands and problems by working with priority issues first and then slowly handle the other deficiencies through a capital program, which we will probably do here. 4. OLD BUSINESS It was mentioned that the Lady Dolphin Cruise Boat on the Sebastian River is not equipped to handle handicapped passengers and John Kanfoush said he would look into the situation. Handicapped Self-Evaluation Committee Meeting l~nutes- June 25, 1997 Page 2 Members of the committee made various comments regarding the Yacht Club restroom facilities and how they are not handicapped accessible. The previous priority list.of renovations to the City Hall complex, Yacht Club and Community Center restrooms and doors was discussed as to what has and has not been completed. Discussion followed on expansion and renovations at the Yacht Club and since there were no budgeted funds nothing has been done to date. Also, new ADA regulations, if any, and accessibility laws regarding restaurants, parking, smoking and new construction of single filmily homes, etc. were discus,red. It was suggested that po~ibly the Chamber of Commerce, Rotary Club, etc. could become involved with the business community in getting ADA regulations implemented throughout the City. Edra Young brought up a situtation regarding a new subdivision being proposed near Sebastian Lakes condos and how a proposed roadway through the Library property would be detrimental to the handicapped. A lengthy discussion followed. A motion was made by Harry DiSalvio, seconded by Edra Young regarding the proposed development with the committee voting unanimously to take a stand against problems that may occur with increased traffic in the Library area which could cause a hardship to handicapped people. John Kanfoush stated the handicapped parking situation is still being abused and discussion followed on how to resolve this problem. It was suggested the Police Chief and Community Development Director be invited to speak at one of the meetings. The distinction between various handicapped parking places and violation fines were discussed. $. COMMiTtEE CjOALS The following items were brought up for discussion and ideas were presented. - Boardwalk at the riverfront at Riverview Park is scheduled to be reb~uilt which will make it more accessible. - Proposed sidewalk along Indian River Drive will be a great asset for everyone. - Appreciation was expressed for the cement wheelchair spaces that were poured next to the benches in Riverview Park. - Improvements will be made to some oftbe sidewalks in the park. - Loose boards and concrete on the Main Street Pier will be repaired. - Would like to see a sidewalk from Graces Landing to Main Street to the Riverfront so the elderly would have easy access to the water. A motion was made by Edra Young, seconded by Har~ DiSalvio for the committee to follow up and endorse this project with the proper authorities. The vote was unanimous. Handicapped Serf-Evaluation Committee Meeting l~nutes - June 25, 1997 Page 3 Catherine Ackerman said she would'apply for the regular member position and the committee voted to advertise for the alternate member position as soon as possible. 6.
