The Handicapped Self -Evaluation Committee of the City of
Sebastian, Indian River County, Florida, will conduct a Meeting
on Thursday, July 1, 1993 at 5:00 P.M. in the City Council
Chambers, City Hall, 1225 Main Street, Sebastian, Florida.

HANDICAPPED SELF-EVALUATION COMMITTEE
JULY 1, 1993
1. CALL TO ORDER
Meeting was called to order at 5:00 p.m. by Wendy Widmann,
City of Sebastian Personnel Director and Coordinator of
Americans With Disabilities Act (ADA).

2. APPROVAL OF MINUTES - JUNE 17, 1993
Harry DiSalvio asked that the word "assistance" be clarified
on Page 2, Item 3, Line 9. Wendy Widmann explained.
Motion by Harry DiSalvio and seconded by John Kanfoush to
accept the minutes of June 17, 1993 as written.
Voice vote - all in favor.
3. COMMITTEE MEMBER ISSUES
a. Wendy Widmann brought up the fact that Edra Young had
raised the issue regarding St. Lucie Waste and their lack
of provisions to pick up waste/trash at a handicapped person's
home if they are disabled and not able to bring it out to the
curb by 6:00 a.m. It was decided to table this issue until
Mrs. Young is at the meeting.

b. Wendy Widmann read an article from the Press Journal about a
group that has formed in Indian River County that 'is giving
out parking tickets to cars,illegally parked in handicapped
parking spaces. Indian River County Commissioners have
approved their concept and will give this group a portion of
the parking fines to help educate the handicapped on their
rights and teach businesses how to comply with the Federal
ADA Act. The President for this group was contacted about
speaking to our committee but he was not interested at
this time since it is a new group and not fully organized.
Sgt. Eugene Ewert will speak at our next meeting. A lengthy
discussion followed.
c. ADA Compliance complaint forms were passed out to members for
future reference. The congregating of smokers directly
outside the Council Chamber doors has created a problem for
people with respiratory problems. A memo has been sent to
the City Manager on this issue.
4. DISCUSS PROPOSED GRIEVANCE PROCEDURE
We are following FloridaLeague of Cities suggested grievance
procedure and this committee is known as the "ADA Compliance
Committee" in the procedure. Discussion followed. Will be
presented to Council for acceptance.
Motion by Harry DiSalvio and seconded by Susan Nalepa to
accept the Grievance Procedure as presented.
Voice vote - all in favor.
5. REVIEW SELF EVALUATION FORMS DONE TO DATE
Wendy Widmann and John Kanfoush have evaluated the City Hall
Complex for ADA compliance. A discussion followed on the two
types of forms that are available for this evaluation. The
UFAS (Federal) accessibility form is now being used.
Discussion followed.
Motion by John Kanfoush and seconded by Harry DiSalvio to
continue to use the UFAS form.
Voice vote - All in favor.
6. REVIEW LIST OF CITY PARKS AND BUILDINGS - SET PRIORITIES
Wendy Widmann presented the committee with a list of City
owned parks and buildings.where the need for handicapped
accessibility compliance would be required. A discussion
followed.

7. PRESS RELEASE/LETTER TO LOCAL BUSINESSES
Susan Nalepa presented a press release to the Press Journal
which would inform local businesses how to be in compliance
with ADA regulations. She was told it would take three weeks
before they could publish it. This was upsetting to the
committee. Suggested we use the Sebastian Sun. Discussion
followed.
The next meeting was scheduled for July 29, 1993 at 5:00 p.m.
8. ADJOURN
Motion by. John Kanfoush and seconded by Susan Nalepa to
adjourn the meeting at 5=55 p.m.
