HANDICAPPED SELF-EVALUATION COMMITTEE
JULY 29, 1993
1. CALL TO ORDER
Meeting was called to order at 5:00 p.m. by Wendy Widmann,
City of Sebastian Personnel Director and Coordinator of
Americans With Disabilities Act (ADA).

Norma Damp, Council Member, present in the audience.
2. APPROVAL OF MINUTES - JULY 1, 1993
Motion by John Kanfoush and seconded by Susan Nalepa to
accept the minutes of July 1, 1993 as written.
Voice vote - all in favor.
HANDICAPPED PARKING - SR. SERGEANT EUGENE EWERT OF SEBASTIAN
POLICE DEPARTMENT - GUEST SPEAKER
Sergeant Eugene Ewert made a presentation in regards to
illegal parking in handicapped parking spaces and presented
the rules and regulations in issuing citations and enforcing
them. There are two types of traffic law - Criminal and Non-
Criminal. He gave an example of both types and how they are
enforced. Signs denoting "Handicapped Parking" must meet
certain criteria (such as size, height, etc.) before they are
considered legal. How the law is enforced is determined by
what is written in Florida Statutes 316. A discussion followed
on various situations regarding parking, signs, stickers,
symbols, etc. and notifying local businesses regarding
compliance.

4. COMMITTEE MEMBER ISSUES
ST.LUCIE WASTE - Picking up trash for the handicapped. Tabled
from last meeting so Edra Young, who brought up the subject,
could be here to give her input, she was not present so the
subject was put out for discussion. St. Luoie Waste was
called and informed us they would go up to the house (instead
of curbside) if the resident provided them with a written
statement from their doctor stating they were not able to
to bring their trash to the curb. This seems like a reasonable
request and will be discussed further when Edra Young is
present so the committee can hear her argument. There was a
brief discussion determining what is considered a trash facility.
5. OLD BUSINESS
A. Status of Proposed Grievance Procedure -
City Council has approved the Grievance Procedure that was
reviewed at our last meeting.
B. Review Self Evaluations Done To Date - Evaluations on city
owned property are about half done and should be completed by
October 1st. Evaluations on city owned property should be
completed before we start with the private sector. It was
suggested that we include the Chamber of commerce when we
are ready to get the private sector involved in complying with
ADA regulations. Mr. Kanfoush volunteered to represent
the committee and speak to the Chamber regarding private
sector compliance. Discussion followed.
6. NEW BUSINESS
A. I.D. Badges - Will be provided to members of the Handicapped
Committee by the Police Department if desired.
B. Nomination of First Alternate Member to city Council -
Mr. Phillip Foster has been appointed as First Alternate
to a three year term on the Handicapped Self-Evaluation
Committee with term to expire 8/1/96. He has a
handicapped child and feels he can bring expertise to
this committee.
There was a discussion regarding changing the name of the
committee.
The next meeting was scheduled for Thursday, AuguSt 26, 1993
at 5:00 p.m.
ADJOURN
Motion by John Kanfoush and seconded by Susan Nalepa to
adjourn the meeting at 6:00 p.m.
