HANDICAPPED SELF-EVALUATION COMMITTEE
DECEMBER 7, 1994
1. CALL TO ORDER
Meeting was called to order at 5:05 p.m. by Wendy Widmann,
ADA Coordinator.

Guests Present: Leigh Glenn, Press Journal
Norma Damp, Council Member, arrived at 5:25 P.M.
2. APPROVAL OF MINUTES - November 2, 1994
Motion by Harry DiSalvio and seconded by Edra Young to approve
the minutes of November 2, 1994 as written.
3. COMMITTEE MEMBER ISSUES
Edra feels that the laws regarding handicapped parking spaces
are not being enforced. George Schum requested a copy of those
laws and Wendy stated that Gene Ewert of the Police Department
has to do a summary of the law for his volunteers which will be
available for the Committee. She also reminded the members
that they can not enforce the law but only report perceived
violations. The Building Inspectors are now also Code Enforcers.

4. OLD BUSINESS
- CODE ENFORCEMENT - HANDICAPPED PARKING: Volunteers are
being trained but have not completed training on parking
violations. Gene Ewert had mentioned to Wendy that possibly
the Chairman of this Committee would like to head this group.
Edra suggested that committee members also take the course.
Wendy followed up with Mr. Koford on the status of the
proposed ordinance which allows ticketing people that are
illegally parked in handicapped spaces and he said a court
case is pending contesting the legality of this same ordinance
and we will wait and see the outcome before we continue.
- STATUS OF ADA RENOVATIONS:
Wendy mentioned that the ADA payphones have been installed.
At an ADA seminar Wendy attended it was suggested that closed
caption TV be implemented at meetings. DiscusSion followed.
There are still three renovations that need to be met at City
Hall. Aisles need to be wider, a portion of the front counter
needs to be 16wered and the restrooms need larger entrances
to accommodate people in wheelchairs.
The new Utility Building is in compliance and in the Council
Chambers the chairs need to be moved away from the water cooler.
The community center, yacht club, and parks still need to be
re-checked.
Wendy will ask Bruce Cooper or one of his staff to speak at
our next meeting on how Code Enforcement actually pursues
some of the problems in the private sector.
5. NEW BUSINESS
- ASSIGNMENTS FOR HANDICAP PARKING REVIEW: Specific
territories have been assigned to memberS so they can
report handicap parking code violations.
A motion was made by Harry DiSalvio and seconded by Edra
Young to accept the resignation of Susan Nalepa. This
position expires in June, 1996 and we will advertise for a
new member.
George Schum thinks a telephone should be placed in Hardee
Park in case of an emergency.
6. OTHER BUSINESS:
It has been decided that the committee will meet on the
second Wednesday of the month beginning in January, 1995.

The subject of businesses having, more than the required number
of handicapped parking spaces was brought up and Wendy stated
the Environmental Learning Center has really gone out of
their way to make it convenient for the handicapped. If they
were located in the city they could be made an example for
other businesses. Georgecomplimented the Sebastian Library
and Edra complimented Walmart on their accessibility, parking
and also for having their restaurant and smoking area in the
rear of the store.
7. ADJOURN:
The next meeting is scheduled for January 11, 1995 at 5:00 p.m.
The meeting adjourned at 5:35 p.m.
