QUASI-JUDICIAL PUBLIC HEARING — SITE PLAN — PHASE II AND PHASE III — SEBASTIAN MUNICIPAL COMPLEX PARK —1225 MAIN STREET Chmn Smith opened the public hearing at 7:04 p.m. Mr. John Tuckus, project architect of REG Architects, 120 S. Dixie Highway, West Palm Beach, Florida was sworn in and presented an overview of the project, which will link the entire complex together. The renovation of the current city hall will take place during Phase III. He handed out copies of the master plan for the complex. The lot to the north of the city hall and police department plans is Phase II and Phase III shows future options for the park. Chmn Smith asked that the reference to Palm Beach County Engineering Department on page C5 item #23 be corrected. Mr. Mahoney added that on the first page of the site development plan #1 notes the Town of Palm Beach ordinances and land development regulations and #16 notes City of Del Rey Beach. Mr. Tuckus said this is a preliminary design and apologized for the oversight. He continued outlining the park layout, noting that the pathways are mulch paths. The pavilions are large, medium and small housing picnic tables and access to barbecues. Also proposed is a softball field to the north with two bleachers and dugout as well as an optional score box and batting cage. To the south of the baseball field are the four lighted tennis courts, restroom building, concession and tennis pro shop which are linked together by brick pavers. There is a water fountain feature and pavilions at each one of the courts. To the south of tennis courts 3 and 4 are sand volleyball courts and to the south of tennis courts 1 and 2 are two horseshoe, two bocce ball, and four shuffleboard courts. Again there are pavilions for convenience. To the west of the shuffleboard court is a tot lot with a safety mat flooring. South of the shuffleboard courts will be the Phase II parking for 53 spaces and east of that will be a Phase II grass parking, which is overflow parking and/or retention. Lastly is the area reserved for the Boys and Girls club. There are plenty of areas for retention throughout the site. He reviewed the architectural design pages of the booklet. Another safety feature will be reinforced pathways to handle emergency vehicles. Mr. Blessing asked about landscaping around the tot lot, bocce and shuffleboard courts to provide shade. Mr. Stringer added that the American Cancer Society recommends that school playgrounds be covered. Mr. Tuckus said they will look into some type of covering and added that they don't have a completed landscape plan yet. There will be limited land clearing for the park. If the play field is to be fenced, a gate should be installed for easy access to the restrooms. Ms. Monier asked if there would be electricity and/or lighting in the pavilions and Mr. Tuckus said there would be lighting along the paths and the pavilions will have at least one receptacle. - Jane Barcyzk of Sebastian, Florida had concerns about wheelchair accessibility. Mr. Tuckus said the paths are approximately 6 feet wide and the stabilized area is actually a minimum of 15 feet. He added the mulch paths are more environmentally friendly but they could be paved. Mr. Stringer said along the lake is a very pristine hammock and they are trying to keep the area on the far side much more natural. Ms. Barcyzk also asked if the ball field could be made larger, from 270' to 320-350' to accommodate league ball and Mr. Tuckus thought it might be possible. Mr. Keough mentioned he thought paved paths might need less maintenance than mulch paths. Mr. Mahoney asked if the baseball diamond will be lighted and if that is a special exception. Mr. Stringer said it would have to get a special exception as the site had not been rezoned and added that it would be easier to rezone. The hearing was closed at 7:40 p.m. Chmn Smith called for a motion on the Conditional Use Permit for Phase 11 and 111, Sebastian Municipal Complex Park. MOTION by Keough/Blessing "I make a motion that we accept the conceptual design [for a conditional use permit] for the Sebastian Municipal Complex Park on Main Street, Sebastian, Florida." Roll Call: Mr. Faille yes Chmn Smith yes Mr. Mahoney yes Mr. Seeley (a) yes Mr. Blessing yes Mr. Keough (a) yes Ms. Monier yes The vote was 7-0. Motion carried. Chmn Smith called for a motion on the Site Plan Phase II and III, Sebastian Municipal Complex Park. There was discussion between the commissioners and Mr. Stringer regarding the issue of ADA compliance and total handicap accessibility. Mr. Stringer felt that ADA would require some degree of accessibility to the pavilions and that Mr. Tuckus most likely didn't intent to have the entire pathway mulched. MOTION by Blessing/Monier "I make a motion that the site plan for Phase II and Phase III for the Sebastian Municipal Complex Park be accepted as presented with the exceptions that we want a review of the plans that make it handicap accessible to most areas and also to cover the tot lot and the shuffleboard/bocce ball courts." Mr. Stringer confirmed that the motion was to cover the tot lot in its entirety and for the shuffleboard and bocce ball courts a covering at the end of the playing areas where players would wait their turn. He added that the plan shows a portion of the east side of the loop being mulched and try to find areas on the west side that can be handicap accessible also. Roll Call: Mr. Faille yes Mr. Mahoney yes Mr. Seeley (a) no Mr. Blessing yes Ms. Monier yes Mr. Keough no Chmn Smith yes The vote was 5-2. Motion carried. CHAIRMAN MATTERS: None MEMBER MATTERS: Mr. Mahoney and Mr. Blessing discussed obtaining copies of environmental impact studies for projects and Ms. King said Mr. Hass confirmed that they would be provided when available. Mr. Stringer added that with the ArcView program aerials could be
