The Parks & Recreation Committee of the City of Sebastian, Florida,
Indian River County, Florida, will conduct a Regular Meeting on
Tuesday, February 23, 1988 at 7:00 P.M., in the Council Chamber,
City Hall located at 1225 Main Street, Sebastian, Florida.

MEETING'
TUESDAY. FEBRUARY 23. 1988 - 7:00 P.M.

1. Chairwoman Kinchen called the meeting to order at 7:00 P.M.
2. George Schum led the Pledge of Allegiance.

4. APPROVE MINUTES: = January -26. 1988 Meeting
Irene Traf icante said the 3rd paragraph from the bottom on
page 4 should read "Softball" instead of "Little League".
MOTION by Schum/Traf icante
I move we approve the January 26, 1988 minutes as amended.
VOICE VOTE on the motion carried unanimously.

5. OLD BUSINESS:

A. Advertisment ct Skating. Rink
Councilman McCarthy said there are trade magazines for
skating rinks.
Chairwoman Kinchen asked if anyone would take the
responsibility for advertising in a trade magazine for
proposals for building a skating rink in the City of
Sebastian.
Irene Traficante said she would do so.
B. Transportation ± and. from SkatetownSU" A in Vero Beach
George Schum said he would like to see a weekly busing
program to Skatetown in Vero Beach and suggested that the
committee contact North County Recreation or the School Board
to get free transportation for the approximately 2154
children in this area. He said he could investigate the
matter in his capacity as member to Indian River County Parks
and Recreation if North County Recreation representative
Cliff Hoose was unable to do so.
Nate McCollum said the committee should check with the School
Board for a bus even if the city had to pay a driver. He
suggested that this be referred to the City Attorney for
review of liability.
MOTION by McCollum/Schum
I move we refer the matter of a bus to transport area
children to Skatetown on a weekly basis to the City Attorney
for a review of liability, request that Cliff Hoose contact
North County Recreation for funding and report back to Parks
and Recreation, and if he is unable to do so request that
George Schum contact Indian River County Recreation for same.
VOICE VOTE on the motion carried unanimously.
6. SUBCOMMITTEE REPORTS
COUNTY REPRESENTATIVE REPORTS
George Schum said since there was no meeting he had nothing
to report. When asked by Chairwoman Kinchen, he said the
plumbing fixtures are holding up progress at Dale Wimbrown
Park.
NORTH COUNTY REPRESENTATIVE REPORTS
Cliff Hoose was not in attendance.

RECREATION COORDINA,TOR'S REPORTS
Gene Doty was not in attendance.
7. CHAIRMANS MATTERS
Chairwoman Kinchen presented the committee with a list of
items from Madeline Smith that she wishes to be done at
Hardee Park.
Irene Traficante questioned the $2000 that North County
Recreation had previously said was available.
MOTION by Schum/Traficante
I move we advise Council to take action on this list of
items for Hardee Park immediately and seek financial
assistance from North County Recreation.
VOICE VOTE on the motion carried unanimously.
8. COMMITTEE MATTERS
Irene Traficante said Connie Novak was the person who said
she was willing to help with youth programs.
George Schum said parents should be responsible for
children's vandalism.
Reverend Bruce Havens said he was willing to help implement
youth programs.
A resident in the vicinity of Hardee Park asked that the
remaining trees in the park not be removed and that dogs not
be allowed.
Chairwoman Kinchen said she would see that signs were put up.
Larry Conroy recommended that the committee lobby for a
swimming pool when the new high school is built.
MOTION by Schum/Traficante
I move the Parks and Recreation secretary send a letter
to the Indian River County School board stating that the
Parks and Recreation Committee recommends building a swimming
pool at the new North County High School.
Reverend Havens questioned what programs can be implemented
until a swimming pool and skating rink can be built. He
suggested a recreation supervisor be found.
Nate McCollum said the committee has recommended programs and
a full time Recreation Director to the Council and are always
told the money is not available.

Councilman McCarthy said the Golf Course has a junior golf
program. He also said the YMCA had told him the city is not
capable of supporting a YMCA.
Howard Carswell recommended water sports be implemented and
that athletic equipment industries could be contacted for
assistance.
Irene Traficante said boyscouts have programs but the youth
does not want to get involved.
Irene Traficante said she believed other GDC communities had
pools and recreation areas provided by GDC.
Jerry Thomas, Acting Public Works Director, suggested the
committee make a recommendation to Council to investigate old
GDC records regarding this.
Chief of Police David Carter said the Police Department is in
the planning stages for an explorer group. He also said
patrols have been beefed up at Schumann Field and his
officers were trying to talk to those vandalizing the park.
VOICE VOTE on the motion carried unanimously.
Rick Cromer, Chief Ambulance Squad, said the squad board of
directors approved the implementation of an explorer's post
at the squad and currently there are 15 children interested.
MOTION by Schum/McCollum
I move we recommend to Council that they review the
contract the city has with GDC regarding recreation
facilities and/or pools.
VOICE VOTE on the motion carried unanimously.
Nate McCollum recommended reserving the Community Center on
Fridays on a weekly basis to show movies for the youth of the
city.
Denise Forrester said regarding Skatetown that she would not
let her children go there alone. She asked what other types
of programs could be held for children in Sebastian. Her son
spoke up in the audience saying he'd like a place to use his
remote control cars.
Randy Snyder, Little League and Chairman of North County
Recreation, said the city should use what it has now to its
fullest extent. He also said the friction between Parks and
Recreation and North County Recreation has to stop or nothing
will be accomplished. He said North County Recreation has
done more for the youth of Sebastian than the city has done.
He asked if North County Recreation has ever been thanked for
what they did.

Irene Traf icante said according to the April 1987 minutes
the problems with them have been worked out.
Randy Snyder said North County Recreation would be glad to
give funds to the City if the bitterness would stop and
communications opened up. He said NCR requires all requests
in writing with all necessary backup and completed plans. He
said he had received $14,000 to $15,000 in funds from them in
the past two years.
Irene Traficante asked that the $20 donation for the senior
league not be called a fee so as to confuse people.
Randy Snyder said the nets still have not been installed on
the racquetball courts at Schumann Field.
MOTION by McCollum/Traficante
I move0lif instruct Public Works to install nets on
racquetball courts in Schumann Park.
VOICE VOTE on the motion carried unanimously.
Reverend Havens said he would be willing to coordinate a
group to compile a list of possible programs for the youth of
Sebastian.
Randy Snyder said any group can make a request to North
�1 County Recreation.

Reverend Havens said it might be better to use the schools
for the movie program.
George Schum recommended that the library, which already
shows movies at the Community Center, be persuaded to show
additional movies for youth.
MOTION by McCollum/Carswell
I move we recommend to City Council that we reserve the
Community Center every Friday or Saturday night to show
movies for youth in Sebastian and allocate $40 for chaperones
from city funds.
Mrs. Hancock recommended an arts and crafts programs for
those children who don't like athletics.
Reverend Havens recommended working with the PTA since they
have more clout with the school board.
David Underill, former Parks and Recreation member, said when
he served on the committee there were good ideas but nothing
was ever followed through on.

Reverend Havens said the committee was wasting time and that
he could come back with a proposal on youth programs if
someone on the committee would work with him. Irene
Traf icante said she would do so.
ROLL CALL on the motion carried unanimously.
MOTION by Schum/Traf icante
I move we appoint Reverend Havens to work with Irene
Traficante to compile a list of proposed youth programs.
VOICE VOTE on the motion carried unanimously.
9. NEW BUSINESS:
Chairwoman Kinchen said David Fisher of the Exchange Club was
supposed to have attended the meeting but had another meeting
to attend. She presented the committee with a proposal from
the Exchange Club for a community playground to be built by
residents and children. She explained the type of playground
it would be. She said they were in the process of scouting a
location.
MOTION by McCollum/Traficante
I move we support the Exchange Club in their efforts to
build a community playground in the City of Sebastian.
VOICE VOTE on the motion carried unanimously.
10. Chairwoman Kinchen adjourned the meeting at 9:15 P.M.
