CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Chairman Traficante called the meeting to order at 7:03 P.M. 2. The Pledge of Allegiance was led by Harry Di Salvio. 3. ROLL CALL: Present: Irene Traficante George Schum William Rogers Harry Di Salvio (Alternate) Excused: Eugene Doty Absent: Clifford Hoose Also Present: Linda Lohsl, Secretary Larry Sebastian Sun Reporter Also Excused: Robb McClary, City Manager 4. Approval of Minutes - January 29, 1991: 5. AGENDA SPEAKERS: None 01 .J. w Parks and Recreation Meeting � Minutes - 2/26/91 6. OLD BUSINESS: a) Permit Parking _ City Property. Carry over for March Agenda b) Trailer Parking Spaces - Yacht Club has been repaved and striped however; more room is needed for trailer parking (see City Managers memo dated 2/21/91 & layout of parking lot. George Shum suggested signs be posted "For Trailers Only" or "For Cars & Trailers." Send memo to City Manager from P & R requesting update on parking lot. c) Restrooms/Signs - Add to memo for City Manager requesting update. d) Candy Cane Park Property - P & R recommendation given to City Manager at 1/29/91 P & R Meeting e) Teens Against Boredom (TAB) Status - The Teens have been given use of the old library for a trial period of six months. During this trial period City Council will be monitoring to see if this will be the best location for a Teen Center or if there is even a need for a Teen Center. No completion date has been set for the renovations to the building. el"N' f) Recycling Bin Requested at Barber Street - Add to City Manager's memo for status of bin. g) Skateboard/Rollerskating Area - Covered previous requests for area at Hardee Park and the building at the Barber Street Sports Complex which were turned down due to the high cost of liability insurance. Irene Talked about other items and activities that have been turned down by City Council due to expenses such as racketball courts, expansion of tennis courts, aerobics and dance classes, ATC/ATV track, etc. 7. SUB -COMMITTEE REPORTS: a) COUNTY REPRESENTATIVE REPORT - George Schum Attended meeting of February 7, 1991 of the County Parks and Recreation and brought up fact about retention ponds that are in Dale Wimbrow Park, that they needed protecting because of the childrens playground near by. This has been turned over to the County Risk Department to come up with some way of protecting the children from those ponds. Also accepted the Treasure Shores Park preliminary site plan. b) NORTH COUNTY REPRESENTATIVE REPORT - William Rogers /WW\ Mr. Rogers stated that the Committee has not met to his knowledge, no report at this time. 2 dr Parks & Recreation Meeting Minutes - 2/26/91 Irene Traficante stated that Mr. McClary advised last month that as North Counth Representative it might be eliminated because the county is redoing their Department of Parks and Recreation; threrfore the North County Representative Report will be added to County Representative Report. c) RECREATION COORDINATOR'S REPORT - Eugene Doty Mr. Doty is excused this evening - final report due next month. 8. CHAIRMAN'S MATTERS - a) Swimming Pool Recommendation - Duplicate and update memo of March 7, 1988, and request that the City Manager sign it as a motion made by Parks and Recreation. Irene Traficante stated that in 1987-88 the YMCA Vero conducted a survey in Sebastian as to a pool and other activities and the conclusion was that there was not enough interest at that time. Motion by $chum/Rogers TO HAVE CITY MANAGER LOOK INTO THE FEASIBILITY /40\ OF GETTING A SWIMMING POOL AND A FLAT CONCRETE SURFACE FOR SKATEBOARDING/ROLLERSKATING Roll Call: Irene Traficante Aye George Schum Aye Willam Rogers Aye Harry Di Salvio Aye All in favor; motion carried. b) Invitation for Barber Street Sports Complex Grand Opening Dedication Ceremony, Saturday, March 2, 1991 at 1:00 p.m., from City Manager to Parks & Recreation Committee. c) Resignation of Board Secretary, Eunice Mercier after more than two years would like to send letter of commendation. Irene Traficante will get together with Board Secretary, Linda Lohsl to make the request to the City Manager that the letter of commendation be done. 9. COMMITTEE MATTERS a) George Schum requested that the corrected minutes be sent to him as soon as possible. b) George Schum would like to know if the City of Sebastian owns the Chamber of Commerce Building, add to memo to City Manager. 3 '* . - f Parks & Recreation Meeting ''� Minutes - 2/26/91 c) Bill Rogers stated that sand has been blowing in to the corners of the Main Street boat ramp and needs to be cleaned out. The Yacht Club boat ramp should also be checked for the same problem, and both ramps should be put on a regular maintenance schedule and also be checked for alege. d) Bill Rogers stated that the alligator sign had been posted at Dale Wimbrow Park, but it was paper sign that was stapled to the post on the boat ramp and is gone now. e) Bill Rogers announced that he is producing a television show called the "Visitors Channel." It will be a tourist oriented television program that going to air about ten hotels and resorts to start with and will be an informational type program which will be sponsor supported, half the show will be sponsors and half information about the area. Would like to let the County Parks & Recreation and the City of Sebastian know that he will be looking for public service type programming, advertising recreational activities at no cost other than producing the spot. 10.
