SPECIAL SLEETING MINUTES
MARCH 14, 1989
MEETING WAS CALLED TO ORDER BY CHAIRMAN MCCOLLUM AT ~:00 P.M.
ROLL CALL; PRESENT: NATE MCCOLLUM, IRENE TRIFICANTE, LONNIE
POWELL, GEORGE SCHUM
ABSENT: CLIFF HOOSE, EUGENE DOTY, HOWARD CARSWELL
ALSO PRESENT; ROBERT MCCLARY, CITY MANAGER
HORRY T. JOHNS, CITY ENGINEER
RANDY SNYDER, LITTLE LEAGUE
OLIVER ROBERTS , LITTLE LEAGUE
STEVE DINSMORE, SEBASTIAN PANTHERS
AT THIS TIME NATE TURNED THE MEETING OVER TO ROBERT MCCLARY
~I(R MCCLARY GIVES A BRIEF DISCUSSION OF THE APPROVAL PROCESS
AND THE TIME SCHEDULE STATING HE FELT THE EARLIEST POSSIBLE
PUBLIC iNPUT DATE WAS PROBABLY APRIL 12, 1989. HE STATED
FINAL APPROVAL HAD TO COME FROM THE CITY'S PLANNING AND
ZONING COMT(ISSION. HE STATED THAT THE PLANS WERE DRAWN UNDER
THE GUIDANCE OF HORRY T. JOHNS, CITY ENGINEER WITH TECHNICAL
ASSISTANCE FROM MOSBY AND ASSOCIATES AT NO COST TO THE CITY.
THE CREATIVE PLAYGROUND WAS EXPECTED TO BE STARTED ON APRIL
12, 1989. ME. MCCLARY INDICATED THAT AT'THIS TIME THERE WAS
NO LIGHTING PROPOSED FOR THE FOOTBALL/SOCCER FIELD UNDER THiS
PLAN. HE INDICATED THAT PHASE I WOULD INCLUDE THE NEW
BASEBALL/SOFTBALL FIELD PHASE TWO WOULD BE ONE OF THE LITTLE
LEAGUE FIELDS DURING THESE TWO PHASES THERE WOULD ALSO BE
PARKING AND RESTROOM FACILITIES BUILT. HE INDICATED AFTER
THAT PHASE THREE COULD BE THE FOOTBALL FIELD OR THE OTHER
LITTLE LEAGUE FIELD DEPENDING ON THE IMiKEDIATE NEED.
AT THIS POINT MR. MCCLARY OPENED THE DISCUSSION FOR QUESTIONS
MR. POWELL ASKED REGARDING THE COST OF $100,000 PER FIELD
MR. MCCLARY STATED HE HOPED THE FIRST FIELD COULD BE BUILT
FOR THE FUNDS AVAILABLE WHICH WERE $61,000. LONNiE ALSO
QUESTIONED THE CLAY INFIELD FOR THE SENIOR LEAGUE FIELD.
RANDY SNYDER ASKS FOR A GRASS INFIELD ON THIS BALLFIELD
HE STATED HE WISHED A SOFTBALL REPRESENTATIVE WAS PRESENT SO
THEY COULD PUT THEIR INPUT IN. HE FELT THAT THE FIELD WOULD
BE USED MORE BY THE SENIOR LEAGUE PLAYERS THEN BY THE
SOFTBALL PEOPLE AND IF THAT WAS THE CASE HE FELT THE GRASS
INFIELD SHOULD BE. PUT IN. CHAIRMAN MCCOLLUM FELT THAT THE
SOFTBALL PEOPLE WOULD ONLY BE USING THE FIELD FOR TOURNAKENT
PLAY TO START AND HE SAW NO PROBLEM WITH A GRASS INFIELD FOR
THAT.

A MOTION WAS MADE TO GIVE PERMISSION TO THE CITY I~[ANAGER TO
FOLLOW THROUGH WITH THE CITY COUNCIL BY i~[R. POWELL SECOND BY
MR. SCHUM.
UNDER DISCUSSION MRS. TRAFiCANTE REQUESTED THAT THE MOTION BE
AMENDED TO INCLUDE THE CHANGE REGARDING THE GRASS INFIELD
MR. POWELL AMRNDED HIS MOTION N_RS. TRAFICANTE SECONDED THE
AMENDMENT
CHAIRMAN MCCOLLUM TOOK A VOTE ALL AYES - PASSED UNANIMOUSLY
MEETING ADJOURNED AT 8: 10 P.M.
