ROLL CALL: PRESENT= DAVID UNDERILL GEORGE SCHUM IRENE TRAFICANTE EUGENE DOTY VICE-CHAIRMAN CLIFF HOOSE CHAIRWOMAN LINDA KINCHEN ALSO PRESENT= LIAISON COUNCILMAN ROBERT MCCARTHY ABSENT= ALTERNATE HOWARD CARSWELL (EXCUSED) MARY DE CHAINE (EXCUSED) LONNIE POWELL (~XCUSED) NATE MCCOLLUM (EXCUSED) IRENE TRAFICANTE LED THE PLEDGE OF ALLEGIANCE. MOTION BY GEORGE SCHUM, SECONDED BY GENE DOTY, TO APPROVE THE. MINUTES OF THE FEBRUARY 28, 1987 MINUTES AS PRESENTED. ALL AY ES: DAVID UNDERILL PRESENTED INFORMATION HE HAD RECEIVED FROM SPACE COAST RUNNERS AND FLORIDA SUN RUNNERS REGARDING A RUN iN SEBASTIAN. MOTION BY CLIFF HOOSE, SECONDED BY GEORGE SCHUM, TO PLAN FOR A SEBASTIAN RUN ON OCTOBER 31, 1987. VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY. MOTION BY IRENE TRAFICANTE, SECONDED BY GEORGE SCHUM, TO INQUIRE OF THE 4TH OF JULY COMMITTEE EXACTLY WHAT THEY ARE REQURBTING OF THE PARKS AND RECREATION COMMITTEE, I.E., WHAT TIME FRA~Ev LOCATION, WHAT GAMESv PRIZES, ETC. 1 VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY. IRENE TRAFICANTE SAID THAT PEOPLE IN THE AREA WERE COMPLAINING ABOUT BALLS GOING OVER THE RACQUETBALL COURT AND REQUESTED THAT A NET BE PLACED ABOVE THE BACKSTOPS. CHAIRWOMAN KINCHEN SAID SHE WOULD LOOK'INTO COSTS AND BRING BACK TO THE NEXT MEETING. ' ' GEORGE SCHUM SAID T~E COUNTY HAD PREVIOUSLY TURNED DOWN THE YACHT CLUB RAMP REPAIR BUT NOW A CITY'AND COUNTY GROUP WAS LOOKING INTO WHAT CAN BE DONE. GEORGE SCHUM READ PART OF A LETTER DATED 2/13/87 FROM JIM.DAVIS TO CITY ENGINEER, HECTOR FRANCO, AND SUGGESTED THAT TH.~E'i CITY ENGINEER SCHEDULE A MEETING WITH MR. DAVIS. CLIFF HOOSE SAID HE WOULD TAKE THE POSITION FOR A'WHILE. CHAIRWOMAN KINCHEN SAID CITY HALL WOULD INFORM HIM OF.MEETING TIMES. GENE DOTY SAID MEN'S AND WOMEN'S SOFTBALL WAS GOING WE~L. HE SAID THAT APRIL 17 WAS THE LAST DAY OF SIGNUPS FOR .MIXED LEAGUE, SHUFFLEBOARD AND HORSESHOES. HE SAID HE WAS PUTTING TOGETHER A KID'S SPORTS DAY AND WOULD GO INTO DETAIL AT A LATER TIME. COUNCILMAN MCCARTHY INITIATED A DISCUSSION ON THE NORTH COUNTY RECREATION COMMITTEE USING THE COMMUNITY CENTER AND THE YACHT CLUB FREE OF CHARGE FOR THEIR PROGRAMS. HE ASKED FOR A RECOMMENDATION FROM PARKS AND RECREATION TO COUNCIL. FURTHER DISCUSSION TOOK PLACE ON THE CITY TAKING OVER THESE PROG~S TO BRING REVENUES TO THE CITY. GENE DOTY SAID THE PARKS AND RECREATION COMMITTEE HAD,RBCOMMENDED PREVIOUSLY THAT THE PROGRAMS BE STOPPED BUT THE COUNCIL DID NOT BACK THEM. CLIFF HOOSE SAID THERE WAS A WRITTEN AGREEMENT' WITH NORTH COUNTY RECRKATION SIGNED BY FORMER MAYOR GENE CRAIG AND RENE VAN.~DE VOORDE TWELVE YEARS AGO TO BE RENEWED ON A YEAR TO YEAR B~SI~S TO PROVIDE FUNDS AND FACILITIES. HE SAID THERE IS AN UNWRITTEN RULE T~A? TBE CITY AND COUNTY NOT HAVE THE SAME PROGRAMS. 2 DAVID UNDERILL SAID THAT NORTH COUNTY REC SHOULD' NOT BE SINGLED OUT SINCE THEY ARE PROVIDING PROGRAMS. COUNCILMAN MCCARTHY SAID THEY ARE PROVIDING PROGRAMS WITH THE CITY'S MEANS FOR FREE. CHAIRWOMAN KINCHEN SAID NORTH COUNTY REC DOES GIVE MINIMUM FUNDS. COUNCILMAN MCCARTHY WAS GIVEN A GENERAL INSTRUCTION TO BRING TO COUNCIL IDEAS ON THE NORTH COUNTY EEC PROGRAMS AT THE COMMUNITY CENTER AND YACHT CLUB; DISCUSSION FOLLOWED ON THE PERCENTAGE OF MONEY THE COUNTY TAKES FROM INSTRUCTORS. CLIFF HOOSE REQUESTED THAT FIGURES BE PRESENTED AT THE NEXT MEETING. iRENE' TRAFICANTE SAID SHE WOULD INVESTIGATE WHETHER NORTH COUNTY RECREATION PAYS ELECTRICITY AT THE SCHOOLS THEY USE. NONE. DAVID UNDERILL QUESTIONED WHETHER OR NOT A SIGN OF THANKS FOR NORTH COUNTY RECREATION AND THE CIVIC ASSOCIATION FOR THE FITNESS TRAIL HAD NOT BEEN PLACED AT HARDEE PARK. NONE. GEORGE SCHUM PROPOSED THAT THE FUNDS BE USED TO REBUILD T~E HANDICAP RAMP AT THE YACHT CLUB AND TO PAVE THE COMMUNITY CENTER PARKING LOT. HE PRESENTED THE COMMITTEE WITH A BLUEPRINT OF THE PROPOSED RAMP. MOTION BY IRENE TRAFiCANTE, SECONDED BY GEORGE SCHUM, TO USE FEDERAL REVENUE SHARING FUNDS FOR HANDICAP RAMP AT THE YACHT CLUB. VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY. :MOTION BY IRENE TRAFICANTE, SECONDED BY GEORGE SCHUM, TO.USE FEDERAL REVENUE SHARING FUNDS FOR PAVING OF COMMUNITY CE~itR PARKING LOT AND TO USE ANY REMAINING FUNDS TO PURCHASE HANDICAP PLAYGROUND EQUIPMENT AT .BARBER STREET BALLFIELD. VOICE VOTE ON THE MOTION CARR~IED UNANIMOUSLY. MOTION BY CLIFF HOOSE, SECONDED BY IRENE T~RAFICANTE~ TO ADJOURN THE MEETING. CHAIRWOMAN KINCHEN ADJOURNED THE MEETING AT 9~00 4
