Our outline is based upon Indian River County authorizing an extension to our current engineering contract for the County Route 512 Four (4) Lane Roadway Improvements project (Roseland Road to Interstate I-95). It is understood that the City of Sebastian will coordinate with Indian River County as to the City's obligations and financial commitment with regard to this additional engineering services scope of work. The scope of engineering services to be provided to the City of Sebastian are intended to provide for redirecting the existing Blossom Ditch draining Sebastian Highlands Unit #5, which currently flows through San Sebastian Springs. The diversion is intended such that the Blossom Ditch drains directly to the South Prong of the Sebastian River via a route within the County Route 512 Right-of-way. It is our understanding that the City of Sebastian has met with the St. Johns River Water Management District regarding the above described concept and that the District has indicated favorable acceptance of the rediversion plan, on the basis that the outfall be equipped with a baffle box structure for containment of silts and sediments. On the basis of the above described concept, we propose to perform the following engineering services under our Contract with Indian River County: Scope of Services We shall, through a visual field inspection and available topographic information, confirm the drainage basin area contributing stormwater runoff to the Blossom Ditch from the Sebastian Highlands Unit 95 area upstream of San Sebastian Springs. Computations will be finalized to determine the anticipated stormwater runoff from the Blossom ditch drainage basin that will need to be diverted via a conveyance system along the County Route 512 Right-of-way to the South Prong of the Sebastian River. 1623 N. Pierce, FL 34947 (561) 5894800 (561)466-9200 (561) 589-2742 Fax (561) 466-9230 Fax Ms. Martha Campbell 4/28/98 Page 2 Once the stormwater computations have been developed, we shall design a stormwater conveyance system to accept and convey runoff from the Blossom Ditch to the South Prong of the Sebastian River. The design shall also include a bale box to provide removal of silts and sediment prior to discharge to the River. The design of the stormwater conveyance facilities and baffle box shall be completed in a manner consistent with the County Route 512 Four (4) Lane Roadway Improvements project. It is intended that the proposed construction be included within the Four (4) Lane CR 512 Roadway Improvement construction plans. It is anticipated that permitting of the above described stormwater conveyance diversion may need to be permitted through the SJRWMD independent from the County Route 512 project. Our Lump Sum Fee for the above Scope of Services is $15,260.00. In the event the diversion project were completed independently, it is anticipated that the construction cost would need to be budgeted at $250,000 excluding surveying, engineering and contingencies. It is expected that the City of Sebastian will achieve significant cost savings by including the Blossom Ditch diversion as part of the County CR 512 roadway improvements construction. As this proposal is intended to be added to our contract with Indian River County, our proposal is contingent upon both the City of Sebastian and Indian River County authorizing this additional work. In the event the anticipated construction and engineering services costs are within the anticipated budget for the diversion of the Blossom Ditch, we will be pleased to assist to coordinate this effort to an agreement between the City of Sebastian and Indian River County.
